This comes months after Gaza's resistance showed that one of the 4 IOF soldiers it captured is sick, hooked up to an oxygen machine. At the time, Hamas proposed trading him for all of the sick prisoners in the occupation prisons (many of whom are victims of medical negligence, a strategy of slow assassination by IOF). This would number about 600 prisoners.

At the end of 2021, after a handful of meetings related to a separate exchange, hopes fizzled out after the Egyptian mediator resigned. The terms of one of the likely dead deals was exchange of two IOF soliders and the bodies of two others for the release of all prisoners who were freed in the 2011 deal but re-arrested and all women and children. Another proposal presented the exchange of women and children (and some other prisoners) for information about the zionist captives, and then later an exchange of all four for thousands of Palestinian prisoners.
