According Tert.am, the footage has been shot two weeks ago in Kapan.

Artsakh cannot be a part of Azerbaijan. This was stated by the Chairman of the National Assembly of the Republic of Artsakh Artur Tovmasyan in response to a message on Twitter from the head of the Institute of Democracy and Human Rights of Azerbaijan Ahmed Sahidov that Stepanakert will come under the control of Azerbaijan on one of the points of the statement of November 10, 2020.
President Arayik Harutyunyan was questioned as a witness by the Investigative Committee of the Republic of Artsakh.

Azerbaijanis removed domes from Surb Ghazanchetsots Cathedral in Shushi

After a photo of the Ghazanchetsots Cathedral was published on the Internet, where it is clear that the Azerbaijanis had removed the dome of the church, the Azerbaijani agitprop machine immediately launched a counteroffensive, claiming that "there was no dome in Soviet times, the Armenians made it later."

We present you an archival photograph of the Cathedral from 1911. As you can see, the dome is in its place. It was removed by the Azerbaijanis after the massacre of the Armenian population in Shushi in March 1920.

After the liberation of Shushi in May 1992, an exact copy of the dome was installed, as it was before the Azerbaijani occupation.

Now Azerbaijan is allegedly "reconstruction" of the cathedral , as a result of which they are trying to distort the architecture of the Armenian cathedral .

The Azerbaijani military desecrated the cemetery of the Nagorno-Karabakh village of Tagavard, which came under the control of Azerbaijan during the Second Artsakh War in the fall of 2020.

Oleg Harutyunyan, the head of community, confirmed the news to Artsakhpress on Monday, May 3. According to him, the Russian peacekeepers deployed in the area have already been notified and are expected to visit the site in the coming days.

Resumption of NK negotiations priority task of OSCE MG Co-Chairs – French Ambassador to Armenia

The Presidents of France and Russia have agreed to resume the efforts within the OSCE Minsk Group for achieving the stable settlement of the situation around the Nagorno Karabakh conflict. Concrete initiatives will launch on this direction in the nearest future, French Ambassador to Armenia Jonathan Lacôte said in response to the inquiry of ARMENPRESS, commenting on the telephone conversation held between Russian President Vladimir Putin and his French counterpart Emmanuel Macron.

EDUCATION
In 1970 he graduated from n. 114 Secondary School, Yerevan.
In 1976 Mr. Sarkissian graduated from the Department of Physics of the Yerevan State University.
In 1978 he completed post-graduate studies at the Chair of Theoretical Physics and Mathematics at the Yerevan State University and was awarded a scientific degree of the Doctor of Science.

WORK EXPERIENCE
In 1976-1990 Mr. Sarkissian was Professor of Physics at the Yerevan State University. In the mentioned period, Armen Sarkissian founded the Sub-Division for Computer Modelling of Complex Systems at the Department of Theoretical Physics of the YSU.
In 1984-1985 Armen Sarkissian was first a Visiting Researcher and later Professor at the Institute of Astronomy in the University of Cambridge, United Kingdom.
In 1986-1992 Mr. Sarkissian continued his professional career as a Research Fellow and Visiting Professor at the Moscow State University, as well as in various universities in Germany, the US, Greece, and the United Kingdom.
In 1991 he was appointed the Chargé d'affaires of the Republic of Armenia to the United Kingdom, later was appointed the Ambassador of Armenia to the UK and served in that capacity until 1996.
In 1992-1996 Armen Sarkissian was Armenia’s Senior Ambassador in Europe, Ambassador to the European Union, Belgium, the Netherlands, Luxembourg, Vatican, and the Head of Mission of the Republic of Armenia to the EU.
In 1996-1997 served as Prime Minister of Armenia.
1998- 2000 Mr. Sarkissian was reappointed as Armenia’s Ambassador to the UK and Vatican.
In 2000-2013 served as a Special Advisor of the President of the European Bank for Reconstruction and Development and Governor of EBRD, Founding President of the Eurasia House International, Founder and Director of the Eurasia Centre at the Cambridge University’s Judge Business School, Chairman of Global Council on Energy Security (WEF Forum), Vice Chairman, Emeritus of the East-West Institute (EWI). He also became the Founder of the High Power Annual Conference at the Cambridge University Commission, member of the Euro-Atlantic Security Initiative (Chair of Energy Security), the Founding President of the British-Armenian All-Party Parliamentary Group, Board Member of the Global Leadership Foundation (GLF), member of the Dean’s Advisory Council at the Kennedy School of Government, Harvard University; member of the Dean’s Advisory Council at the Harris School of Public Policy Studies, University of Chicago; John Smith Trust member, London, UK; Board Member of the Armenian General Benevolent Union, Founder of the Yerevan, My Love Benevolent Foundation, etc.
In 2001-2013 Armen Sarkissian was a Senior Advisor to British Petroleum, Alcatel, Telefonica, Bank of America Merrill Lynch, and other multinational corporations.
In 2013-2018 Armen Sarkissian was Armenia’s Ambassador to the UK.
On March 2, 2018, Armen Sarkissian was elected President of the Republic of Armenia by the  National Assembly of the RA. The inauguration of the President-elect took place on April 9, 2018.

It should be noted that Armen Sarkissian himself did not seek to return to Armenian politics, but he accepted the request to become president from Serge Sargsyan, after the constitutional change and the transformation of Armenia from a presidential republic into a parliamentary one. British citizenship, although he, his lawyers, and then President Serge Sargsyan said that he renounced his British citizenship.

Diaspora

And in a recent interview, Serge Sargsyan stated that the law enforcement agencies checked this fact, and no evidence of this was found. It should be noted that the President is an ardent supporter of attracting Diaspora Armenians, and constantly talks about the need to change the laws and allow Diaspora Armenians to work in Armenia. According to the current constitution, it is difficult for Diaspora Armenians to do this, as it is needed to live continuously in Armenia for 4 years and only then is possible to take positions in the state sector.

Former authorities

Many accuse him of being a representative of the former authorities, others that he is a supporter of the current authorities, but he repeatedly declares that he is the president of Armenia but not a supporter of some particular personalities, and he remains neutral.

So after what he became an enemy for both the former and the present?


Perhaps the current authorities smelled trouble after Sarkissian himself began giving interviews in the last two weeks of the war.

Back then a wave of criticism swept across Armenia towards Pashinyan, whose interviews were criticized both because of his poor Russian and English, and because of the content itself, the situation did not improve even after Pashinyan began giving interviews in Armenian (with a translator).

And his poor Russian very often becomes the reason for jokes and ridicule, because, in the post-Soviet Armenia, Russian has an influence just like English in France, incidents even reach the point that in a recent meeting with the Prime Minister of Russia, Pashinyan thanked Russia for being unleashed a war (meaning that he is grateful for stopping the war). With this background, President and diplomat Sarkissian clearly differs from his brilliant Russian and English. The current displeasure was also caused by the fact he said that he had learned about the ceasefire agreement from the press. Later, Pashinyan himself said that the president was not present during the signing, but he signed alone when the Head of the General Staff and the NSS were standing outside the door.

Further, the authorities did not like the fact that Sarkissian proposed to hold snap elections, but at that time Pashinyan’s team said that if there are few people on the streets, then elections are unnecessary, to which the president replied that many thousands of people died, Artsakh was lost, and people had no time for protests. People were buried all over Armenia and there were no empty seats in the mourning event halls, and not being on the street does not mean that there is no crisis in the country.

It is worth noting that immediately after the war when there was a high probability of a civil war in Armenia when the leaders of different political parties refused to meet each other, but absolutely everyone went to negotiations with the president.

When Pashinyan signed a decree on the dismissal of the General Staff Head, the president refused to sign it and returned it to Pashinyan with recommendations, the main of which was that it was impossible to change the Head of the General Staff so quickly in a post-war country, after which the opposition began to call the president an honest man and began to praise him in every possible way. But Pashinyan again sent a request for the dismissal of Onik Gasparyan, and the president did not sign it, but the decree came into force with the force of law.

According to the current constitution, the president can return the law, or send it to the constitutional court, and although from the point of view of the constitution there were no violations, the situation was logically different, and knowing this, the president sent the law itself to the constitutional court by which the military personnel is appointed and removed. It is worth noting that the turnover of personnel in the current government is unprecedented, take at least the change
