Apartments will be built for the residents of Avetaranots and Aknaghbyur villages in Askeran region
The President of the Artsakh Republic Arayik Harutyunyan received a group of residents of the villages of Avetaranots and Aknaghbyur in the Askeran region, which were occupied during the aggression of Azerbaijan against Artsakh.
Problems of the displaced families, the issue of choosing their place of joint residence were discussed. President Arayik Harutyunyan noted that the issue of returning Avetaranots and Aknaghbyur, as well as other occupied settlements, remains on the political agenda of the Artsakh authorities, but resolving the housing and other issues of the displaced residents is also a priority at the moment.
The President stressed the preference - that the residents of these villages be resettled together. During the discussions with the residents of the two communities, a number of places in the Askeran region were outlined, the final choice of which should be made by the residents together with the representatives of the state authorized bodies. Then, in a short period of time, the projects of new settlements will be made and the construction works will start.

President of Artsakh Arayik Harutyunyan has addressed a message on the 33rd anniversary of the Artsakh Movement, his Office told Armenpress.
In his address the President stated that Artsakh will be reborn again, rise from the ruins and will continue its eternal course for the sake of all fallen heroes, all dreams and generations.
“Dear compatriots, February 20, 1988 has entered into the annals of the Armenian people as a symbol of revival of the national spirit, firm unity and unbreakable will, as a beginning of a whole new period for recreation, loss and victories. 33 years have passed since that day. Today the Armenians of Artsakh are living one of the most difficult periods of their history”, he said, stressing the need for continuing the value fight of the Artsakh Movement, being more stronger, more developed, protecting their rights and freedoms, national values and interests, honor and dignity. “Let this path accompany our people and Homeland with peace and success”, the Artsakh President said.

ECHR Declared Inadmissible The Complaint of An Azerbaijani Citizen Against Armenia
On 18 February 2021 the European Court of Human Rights delivered the decision of Samadov v. Armenia (application no. 36606/08).
The applicant was allegedly forced to flee from his home and property in Kalbajar (a district surrounding Nagorno-Karabakh) in 1993.
The present application had been introduced in 2008 more than six years after Armenia’s ratification of the Convention and its entry into force in 2002 and, at the time of introduction, more than fifteen years since the applicant’s forced displacement from his alleged property and home. His inability to return to his former domicile or to have any other access to or compensation for his property and home had thus remained unchanged for a considerable period of time, during which there had been no domestic petitions made or proceedings conducted and no political solution in sight. There had been no property claims mechanisms or other procedures in either Armenia or Azerbaijan whose conclusion the applicant and other potential claimants had to wait for before applying to the court. Moreover, there had been no other indication that the applicant had been unable to introduce his application with a shorter delay: more than a thousand similar applications had been lodged with the Court in the years 2004-7. Even with due regard had to the applicant’s personal status as a displaced person, the period of six years had to be considered excessive.
Thus, the Court has declared the application inadmissible.
