By Default, Any App's Appx/msixbundle Package can download any Required Framework for itself while installation, if it's not present in Your System. But if Your Windows Update Service is Off(eg xlite/ultralite, In UltraLite Off By Default), Then Required Frameworks cannot be downloaded & Installed itself. for that reason, Required frameworks for the app are added inside the rar along the main app Only if the App doesn't get installed or update service is off.

Not Sure if cpu usage has been increased after updating to this.

If You didn't update yet, Please check before and after cpu usage & Report.

i uninstalled this and my cpu usage is back to 1% on ideal.

It can be caused because of some incompatibility of elegent 11 itself with the update,
or i used defender remover on it to remove all def files
or i removed some system files manually.

Anything can be the reason and there is no issue in the cum update for sure as nobody else reported high cpu usage.
