What you’ll need to do is to find cheap VPS/RDPs on which you’ll install createproxy (https://createproxy.com)

After doing so, you can give access to specific people to access your proxy(s), so if you run a bunch of VPS/RDPs you can start charging couple bucks per proxy or per GB the customer uses.

Most of the IP’s will be clean unless you buy from shitty providers.
