The human experimentation program MKUltra

MK Ultra is 2022 American psychological thriller film written and directed by ex-intelligence officer Joseph Sorrentino.[1][2] Based on a true story about the human experimentation program MKUltra conducted by Central Intelligence Agency (CIA) in the 1960s, the film follows Dr. Ford Strauss (Anson Mount), a psychiatrist who gets involved in a government experiment and conspiracy involving the use of psychedelic and other mind-controlling substances. It was released theatrically and on video on demand on October 7, 2022.

Premise
In the early 1960s, during the CIA's secret and illegal human experimentation program MK-Ultra,[a] Dr. Ford Strauss (Anson Mount), a psychiatrist, is attempting to get medical LSD testings approved; his moral and scientific boundaries are pushed to the limit, as he is approached by CIA agent Galvin Morgan (Jason Patric) to run a subsect of the program in a rural Mississippi psychiatric hospital. As he conducts the experiments on a drug addict, an arsonist, a transgender woman, and an animal killer, Dr. Strauss begins to question Agent Morgan’s ethics and disentangles an incomprehensible conspiracy.

Operation Midnight Climax

Operation Midnight Climax was an operation carried out by the CIA as a sub-project of Project MKUltra, the mind-control research program that began in the 1950s. It was initially established in 1954 by Sidney Gottlieb and placed under the direction of the Federal Bureau of Narcotics in Boston, Massachusetts with the "Federal Narcotics Agent and CIA consultant George Hunter White under the pseudonym of Morgan Hall. Dr. Sidney Gottlieb was a chemist who was chief of the Chemical Division of the Technical Services Staff of the CIA. Under the Cold War and fears of the Soviet Union and China, Gottlieb felt inspired to investigate methods of mind control.[citation needed] Gottlieb based his plan for Project MKUltra and Operation Midnight Climax off of interrogation method research under Project Artichoke. Unlike Project Artichoke, Operation Midnight Climax gave Gottlieb permission to test drugs on unknowing citizens, which made way for the legacy of this operation.[citation needed] Hundreds of federal agents, field operatives, and scientists worked on these programs before they were shut down in the 1960s.

Results
Official results of these experiments were not released, but accounts from supervisors of the experiments give little insight to the findings. George Hunter White, an agent at the Federal Bureau of Narcotics, and Ira "Ike" Feldman, a former military intelligence officer, who oversaw San Francisco experiments, noticed that subjects spoke far more freely when under the influence of a combination of drugs and sex. "No one knows where they [human test subjects] are now, or what effects they may have suffered."

Project ARTICHOKE

Project ARTICHOKE (also referred to as Operation ARTICHOKE) was a Central Intelligence Agency (CIA) project that researched interrogation methods.

Preceded by Project BLUEBIRD, ARTICHOKE officially arose on August 20, 1951 and was operated by the CIA's Office of Scientific Intelligence. The primary goal of Project ARTICHOKE was to determine whether a person could be involuntarily made to perform an act of attempted assassination. The project also studied hypnosis, forced morphine addiction (and subsequent forced withdrawal) and the use of other chemicals including LSD, to produce amnesia and other vulnerable states in subjects.

Project ARTICHOKE led to Project MKUltra, which began in 1953.

ARTICHOKE was a mind control program that gathered information together with the intelligence divisions of the Army, Navy, Air Force and FBI. In addition, the scope of the project was outlined in a memo dated January 1952 that asked, "Can we get control of an individual to the point where he will do our bidding against his will and even against fundamental laws of nature, such as self-preservation?"

Project ARTICHOKE was the Central Intelligence Agency's secret code name for carrying out in-house and overseas experiments using LSD, hypnosis and total isolation as forms of physiological harassment for special interrogations on human subjects. At first agents used cocaine, marijuana, heroin, peyote and mescaline, but they increasingly saw LSD as the most promising drug. The subjects who left this project were fogged with amnesia, resulting in faulty and vague memories of the experience. In 1952, LSD was increasingly given to unknowing CIA agents to determine the drug's effects on unsuspecting people. One record states that an agent was kept on LSD for 77 days.

ARTICHOKE researched the potential of dengue fever and other diseases. A declassified ARTICHOKE memo read: "Not all viruses have to be lethal… the objective includes those that act as short-term and long-term incapacitating agents."

The CIA disputed which department would take over the operation. Finally, it was decided that an agent from the CIA research staff, former U.S. Army brigadier general Paul F. Gaynor, would oversee it. The CIA sought to establish control over what it perceived as the "weaker" and "less intelligent" segments of society, or for potential agents, defectors, refugees, POWs and others. A CIA report states that if hypnosis succeeded, assassins could be created to assassinate "a prominent [redacted] politician or if necessary, [an] American official." The overseas operations took place in locations throughout Europe, Japan, Southeast Asia and the Philippines.

Frank Olson

Frank Rudolph Emmanuel Olson (July 17, 1910 – November 28, 1953) was an American bacteriologist, biological warfare scientist, and an employee of the United States Army Biological Warfare Laboratories (USBWL) who worked at Camp Detrick (now Fort Detrick) in Maryland. At a meeting in rural Maryland, he was covertly dosed with LSD by his colleague Sidney Gottlieb (head of the CIA's MKUltra program) and, nine days later, plunged to his death from the window of the Hotel Statler in New York. The U.S. government first described his death as a suicide, and then as misadventure, while others allege murder. The Rockefeller Commission report on the CIA in 1975 acknowledged their having conducted covert drug studies on fellow agents. Olson's death is one of the most mysterious outcomes of the CIA mind control project MKUltra. (...).
This was the period where senior military officials and CIA officers were becoming deeply troubled at Soviet progress, and feared they were heading towards mastery of microbe warfare. Their alarm led to the forming of the Special Operations Division at Detrick in spring of 1949, with the purpose of conducting research on covert ways to utilize chemical weapons. SOD was known as a "Detrick within a Detrick" due to its level of secrecy. Olson became acting chief of SOD within a year of its creation, originally invited to join by colleague and SOD's first chief, John Schwab.

At some point while assigned as a civilian U.S. Army contractor, Olson began working as a CIA employee. In May 1952, Frank Olson was appointed to the committee for Project Artichoke, an experimental CIA interrogation program.(...).

Olson also witnessed multiple torture sessions in international CIA safe-houses, where people were "literally interrogated to death in experimental methods combining drugs, hypnosis, and torture to attempt to master brainwashing techniques and memory erasing."[6]

On February 23, 1953, the Chinese broadcast charges that two captured American pilots had claimed the U.S. was conducting germ warfare against North Korea. Other captured Americans such as Colonel Walker "Bud" Mahurin made similar statements.(...).

On November 28, 2012, sons Eric and Nils Olson filed suit in the US District Court in Washington, D.C. seeking unspecified compensatory damages as well as access to documents related to their father's death and other matters that they claimed the CIA had withheld from them. The case was dismissed in July 2013, due in part to the 1976 settlement between the family and government.[44] In the decision dismissing the suit, U.S. District Judge James Boasberg wrote, "While the court must limit its analysis to the four corners of the complaint, the skeptical reader may wish to know that the public record supports many of the allegations [in the family's suit], farfetched as they may sound."

MKNAOMI

MKNAOMI is the code name for a joint Department of Defense/CIA research program from the 1950s through to the 1970s. Unclassified information about the MKNAOMI program and the related Special Operations Division is scarce. It is generally reported to be a successor to the MKULTRA project focusing on biological projects including biological warfare agents—specifically, to store materials that could either incapacitate or kill a test subject and to develop devices for the diffusion of such materials.

Project CHATTER

Project CHATTER was a United States Navy program beginning in the fall of 1947 focusing on the identification and testing of drugs in interrogations and the recruitment of agents. Their search included laboratory experiments on both animal and human subjects. The program operated under the direction of Charles Savage of the Naval Medical Research Institute, Bethesda, Maryland, from 1947 to 1953. The project was geared to identifying agents both synthetic and natural that were effective during interrogation. The project was centered on, but not restricted to, the use of anabasine (an alkaloid), scopolamine and mescaline.

Kurt Blome & US-project MK-Ultra

Kurt Blome (31 January 1894 – 10 October 1969) was a high-ranking Nazi scientist before and during World War II. He was the Deputy Reich Health Leader (Reichsgesundheitsführer) and Plenipotentiary for Cancer Research in the Reich Research Council. In his autobiography Arzt im Kampf (A Physician's Struggle), he equated medical and military power in their battle for life and death.

Blome was tried at the Doctors' Trial in 1947 on charges of practicing euthanasia and conducting experiments on humans. He only admitted that he had been ordered in 1943 to experiment with plague vaccines on concentration camp prisoners. In reality, starting in 1943 he "assumed responsibility for all research into biological warfare sponsored by the Wehrmacht" and the S.S.Although he was acquitted of war crimes charges at the Nuremberg Doctors' Trial, this was mainly due to the intervention of the United States as his earlier admissions were well known. It was generally accepted that he had indeed participated in chemical and biological warfare experiments on concentration camp inmates.(...).
In 1943, Blome proposed spreading malaria "artificially by means of mosquitoes" and experimented on prisoners at Dachau and Buchenwald with lice in order to cause typhus epidemics.(...).Blome also worked on aerosol dispersants and methods of spraying nerve agents like Tabun and Sarin from aircraft, and tested the effects of these gases on prisoners at Auschwitz.(...) Blome fled from Posen in January 1945 just ahead of the Red Army, and was unable to have the facilities completely destroyed. He informed Walter Schreiber, head of the Wehrmacht's Military Medical Inspectorate, that he was "very concerned that the installations for human experiments that were in the institute and recognizable as such, would be very easily identified by the Russians."(...).

It is believed that American intervention saved Blome from the gallows in exchange for information about biological warfare, nerve gas, and providing advice on to the American chemical and biological weapons programs. In November 1947, two months after his Nuremberg acquittal, Blome was interviewed by four representatives from Camp Detrick, Maryland, including H.W. Batchelor, in which he "identified biological warfare experts and their location and described different methods of conducting biological warfare."

Fort Detrick

"Fort Detrick is a United States Army Futures Command installation located in Frederick, Maryland. Historically, Fort Detrick was the center of the U.S. biological weapons program from 1943 to 1969. Since the discontinuation of that program, it has hosted most elements of the United States biological defense program".

"As of the early 2010s, Fort Detrick's 1,200-acre (490 ha) campus supports a multi-governmental community that conducts biomedical research and development, medical materiel management, global medical communications and the study of foreign plant pathogens. The lab is known to research pathogens such as Ebola and smallpox".

"It is home to the U.S. Army Medical Research and Development Command (USAMRDC), with its bio-defense agency, the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID). It also hosts the National Cancer Institute-Frederick (NCI-Frederick) and is home to the National Interagency Confederation for Biological Research (NICBR) and National Interagency Biodefense Campus (NIBC)".

"In August 2019, its deadly germ research operations were shut down following serious safety violations, in particular relating to the disposal of dangerous materials.(...)".

"Testing performed on Seventh-day Adventists, 1940–1974."

"The U.S. General Accounting Office issued a report on September 28, 1994, which stated that between 1940 and 1974, DOD and other national security agencies studied hundreds of thousands of human subjects in tests and experiments involving hazardous substances".

"The quote from the study:

Many experiments that tested various biological agents on human subjects, referred to as Operation Whitecoat, were carried out at Fort Detrick, Maryland, in the 1950s. The human subjects originally consisted of volunteer enlisted men. However, after the enlisted men staged a sitdown strike to obtain more information about the dangers of the biological tests, Seventh-day Adventists (SDAs) who were conscientious objectors were recruited for the studies.(...)".

"In den 1980er und 1990er Jahren behauptete der KGB-Desinformationsagent Jakob Segal , Fort Detrick sei der Ort, an dem die Regierung der Vereinigten Staaten HIV „erfunden“ habe . (...)".

"In 2009, author H. P. Albarelli published the book A Terrible Mistake: The Murder of Frank Olson and the CIA's Secret Cold War Experiments about Frank Olson's death and the experiments conducted at Fort Detrick. The book is based on documents released under FOIA and numerous other documents and interviews to the police and investigators.(...)"

"A petition organized by the Chinese Communist Party-owned tabloid Global Times urging the WHO to investigate Fort Detrick for COVID origins reportedly amassed 25 million signatures".

"Fort Detrick is the largest employer in Frederick County, Maryland".

Unit 731

Unit 731 (Japanese: 731部隊, Hepburn: Nana-san-ichi Butai),[note 1] short for Manshu Detachment 731 and also known as the Kamo Detachment[3]: 198  and Ishii Unit,[5] was a covert biological and chemical warfare research and development unit of the Imperial Japanese Army that engaged in lethal human experimentation and biological weapons manufacturing during the Second Sino-Japanese War (1937–1945) and World War II. It was based in the Pingfang district of Harbin, the largest city in the Japanese puppet state of Manchukuo (now Northeast China) and had active branch offices throughout China and Southeast Asia.

Unit 731 was responsible for some of the most notorious war crimes committed by the Japanese armed forces. It routinely conducted tests on people who were dehumanized and internally referred to as "logs". Experiments included disease injections, controlled dehydration, hypobaric chamber experiments, biological weapons testing, vivisection, amputation, and standard weapons testing. Victims included not only kidnapped men, women (including pregnant women) and children, but also babies born from the systemic rape perpetrated by the staff inside the compound. The victims came from different nationalities, with the majority being Chinese and a significant minority being Russian. Additionally, Unit 731 produced biological weapons that were used in areas of China not occupied by Japanese forces, which included Chinese cities and towns, water sources, and fields. Estimates of those killed by Unit 731 and its related programs range up to half a million people, and none of the inmates survived.

It was officially known as the Epidemic Prevention and Water Purification Department of the Kwantung Army (関東軍防疫給水部本部, Kantōgun Bōeki Kyūsuibu Honbu). (...)

While Unit 731 researchers arrested by Soviet forces were tried at the December 1949 Khabarovsk war crime trials, those captured by the United States were secretly given immunity in exchange for the data gathered during their human experiments.[6] The United States covered up the human experimentations and handed stipends to the perpetrators. The Americans co-opted the researchers' bioweapons information and experience for use in their own biological warfare program, much like what had been done with Nazi German researchers in Operation Paperclip.

Operation Paperclip

Operation Paperclip was a secret United States intelligence program in which more than 1,600 German scientists, engineers, and technicians were taken from the former Nazi Germany to the U.S. for government employment after the end of World War II in Europe, between 1945 and 1959. Conducted by the Joint Intelligence Objectives Agency (JIOA), it was largely carried out by special agents of the U.S. Army's Counterintelligence Corps (CIC). Many of these personnel were former members and some were former leaders of the Nazi Party.[1][2]

In February 1945, Supreme Headquarters Allied Expeditionary Force (SHAEF) set up T-Force, or Special Sections Subdivision, which grew to over 2,000 personnel by June. T-Force examined 5,000 German targets with a high priority on synthetic rubber and oil catalysts, new designs in armored equipment, V-2 (rocket) weapons, jet and rocket propelled aircraft, naval equipment, field radios, secret writing chemicals, aero medicine research, gliders, and "scientific and industrial personalities”.
