Fakten zum Heizgesetz

Morgen (08.09.2023) soll im Bundestag die Novellierung des Gebäudeenergiegesetz (GEG) beschlossen werden. Teil dessen:

Neue Heizungen müssen ab Januar 2024 zu mindestens 65 Prozent mit erneuerbaren Energien betrieben werden, der Einbau neuer Öl- bzw. Gas-Konstanttemperaturkessel und Kohleöfen wird verboten. Auch die Wärmedämmung bei Rohren und Armaturen soll schärfere Anforderungen erfüllen. Sie gelten für Neubauten und bei Sanierungsarbeiten in Bestandsimmobilien. Verstöße gegen das GEG können mit Bußgeldern bis zu 100.000€ geahndet werden.

Da es sich laut GEG-Entwurf um eine Modernisierungsmaßnahme handelt, dürfen Kosten anteilig auf Mieten umgelegt werden, aber nur wenn die Jahresarbeitszahl (Quotient aus der erzeugten Heizwärme und dem dafür erforderlichen Strom) der Wärmepumpe über 2,5 liegt.

Bestehende Heizsysteme, die mit fossilen Brennstoffen betrieben werden, dürfen bis Ende 2044 weiter betrieben und repariert werden. Also alles gar nicht so schlimm? Mitnichten! Die EU hat Ende 2022 die Einführung eines CO2-Preises für Gebäude und Treibstoffe im Straßenverkehr (ETS2) beschlossen. In Deutschland wird der CO2-Preis für Diesel, Benzin und Heizen schon 2025 höher als die EU-Vorgabe sein. Im Jahr 2030 sollen die CO-Preise erneut steigen.

Ob neue oder alte Heizung: Es wird für alle teuer! Denn neben der CO2-Bepreisung wird der Steuerzahler über nationale und EU-weite Förderprogramme dazu verpflichtet, die Transformation zu finanzieren.

Grundlage für das Heizgesetz sind Richtlinien der EU, insbesondere die Erneuerbare-Energien-Richtlinie (RED), die Gebäuderichtlinie (EPBD) und die Energieeffizienz-Richtlinie (EED) und die Ökodesign-Richtlinie (ErP). Diese sehen konkrete Sanierungsverpflichtungen vor. Beispiel: Gebäude werden auf einer Skala von A bis G kategorisiert. Die Energieeffizienzklasse G (entspricht 15% der Gebäude mit den schlechtesten Werten im Gebäudebestand eines Mitgliedstaats) müssen bis 2030 mindestens Klasse E und bis 2033 Klasse D erreichen. Neubauten müssen ab 2028 emissionsfrei sein und mit Solaranlagen ausgestattet werden. Bei Wohngebäuden, bei denen größere Renovierungen nötig sind, bleibt dafür bis 2032 Zeit.

Auf EU-Ebene geht all dies auf den Green Deal von 2021 zurück, der die Erreichung der Klimaziele (Klimaneutralität bis 2050) zum Gesetz für alle EU-Länder gemacht hat. Weltweit sind diese Ziele in der Agenda 2030 der UN abgebildet und diese besagt nicht, dass wir bald alle eine Wärmepumpe besitzen, sondern, wie das WEF in einem Video über den Great Reset resümiert hat, dass wir alle nichts mehr besitzen werden. Alle Technologien, die bis dahin eingesetzt werden, sind aus der Ferne abschaltbar und machen den Menschen kontrollierbarer.

All dies, auch die energetischen Sanierungen als Teil der Klimaagenda, sind lediglich einzelne Schritte zu ihren übergeordneten Zielen.
