🤖 US gov't preps sweeping export controls for Nvidia, AMD AI hardware

US officials have written draft regulations that would restrict AI chip shipments to anywhere in the world without American approval. The proposed regulations would require companies to seek US permission for virtually all exports of AI accelerators from the likes of Nvidia, Advanced Micro Devices Inc., Cerebras.

The regulation would set up the US government as gatekeeper for the AI industry, with companies and their governments needing to seek the blessing of the US Commerce Department to buy AI accelerators. The proposed policy is by no means a total export ban, but an extremely powerful tool that lets the U.S. government influence how global AI infrastructure develops.

🇨🇳 China seeks to enhance rare earth advantages, take 'extraordinary measures' to achieve semiconductor breakthroughs

China has just released the latest draft of its 5-year plan, which is set to be approved during the next full session of the National People’s Congress from March 5 to 12, 2026. This document lays out the plans and policies that the central government will implement in the next five years, from 2026 through 2030.

Some of the key policies set in the draft 5-year plan included building a more robust “response mechanism” to enhance its supply chain security and enhancing its “competitive advantages in rare earths.” This is the biggest issue that China has encountered so far in its drive for technological superiority.

Beijing promises to prioritize research and development, with the 5-year plan calling to increase investment in domestic innovation by 7% or more annually. It added that it will take “extraordinary measures” in several crucial areas, including semiconductors, industrial machinery, and advanced materials.

It also mentioned a push on humanoid AI robots, focusing on integrating “the brain and cerebrum,” as well as the establishment of hundreds of vocational institutions to train Chinese citizens on strategic industries like AI.

Microsoft has confirmed that its next generation Xbox — codenamed Project Helix — will be capable of playing both Xbox and PC games. New Xbox CEO Asha Sharma took to X to tease the next-gen console, saying it "will lead in performance and play your Xbox and PC games."

Sharma says she'll be talking with partners and studios about Project Helix (and presumably its ability to play PC games) at GDC, which kicks off in San Francisco next week. The tease sets Microsoft up for a proper Project Helix reveal soon. 🤔

After slapping 25% “penalty” tariffs on India for buying Russian crude — revoked last month — the U.S. issued a 30-day waiver to New Delhi for purchasing crude from Moscow.

The waiver on purchasing Russian oil will help ease supply worries globally, as India is the world’s fourth biggest refiner and and fifth largest exporter of petroleum products. New Delhi, also the world’s third largest oil importer, had been replacing Russian oil purchases with supply from Middle East, experts said, but with the conflict affecting energy supplies from the Gulf countries, it is starting to shore up energy from Moscow.

🤑 China’s first gaming billionaire aims to create ‘Smarter-Than-Man’ AI

Chen Tianqiao conquered China’s gaming world in the early 2000s, becoming one of the country’s richest men. Now, he’s reinventing himself in the US and pursuing a more elusive target: the source code of human consciousness to make AI smarter than humans.

Chen is now developing “discoverative AI” - a form of AI with the ability to learn and respond in ways that surpass current large language models which are largely designed to mimic people when generating content.

“I want to create an AI that is not just intended to replace humans, but to do things that humans cannot do, so that humans can go further,” - said Chen, founder of Shanda Group.


Chen said the goal of discoverative AI was to find new knowledge and anticipate complex, real-world events by integrating long-term memory, causal reasoning and predictive modeling. He and Shanda are committed to investing a total of more than $2 billion on the technology, including incubating startups and developing it himself.

Indonesia will bar users under 16 from accessing major social media platforms under a new regulation, Communication Minister Meutya Hafid said. The restrictions will apply to "high-risk" platforms, including YouTube, TikTok, Facebook, Instagram, Threads, X, Bigo Live, and Roblox. The restrictions are set to roll out gradually, starting later this month.

💸 Kazakhstan central bank to invest up to $350 million in crypto-related assets

Kazakhstan's central bank has formed a portfolio of up to $350 million from its gold and foreign exchange reserves to invest in cryptocurrency-related assets, governor Timur Suleimenov said Friday.

The central bank is considering investments in shares of high-tech companies related to cryptocurrencies and digital financial assets, index funds, and other instruments that exhibit similar dynamics to crypto assets. The investment program will likely begin in April or May, according to Central Bank Deputy Chair.

Kazakhstan has explored several initiatives to expand its role in the digital asset sector in recent years. The government previously outlined plans last June to establish a national cryptocurrency reserve funded by seized digital assets and coins mined through state-backed operations.

🧑‍⚖️ Nintendo suing United States Govt. over Trump tariffs

The Mario company wants its money back with interest according to a newly filed lawsuit. Nintendo of America is suing the U.S. Treasury Department, Homeland Security, and Customs & Border Protection to get back money it paid the U.S. government as a result of President Donald Trump’s controversial tariffs that were deemed illegal by the Supreme Court last month.

Nintendo of America has standing to sue because it is the importer of record for goods that were subject to the tariffs. Regardless, this lawsuit is necessary because, despite the Supreme Court’s ruling and Defendants’ concession regarding the necessity of refunds, Nintendo and other importers who paid the illegally collected IEEPA duties are not guaranteed the refund to which they are entitled absent this Court providing such relief,” - Nintendo’s lawyers explained in the lawsuit.


The company also claims it has directly “suffered injury” from those tariffs. In April 2025, Nintendo was forced to delay pre-orders of the Nintendo Switch 2 and later raised prices on some accessories. In response, the company is seeking a “prompt refund, with interest” of the tariffs it has paid.

⚖️ First US state-level stablecoin bill passes in Florida

The Florida legislature has passed the first state-level regulatory framework for stablecoins, setting the bill up for Gov. Ron DeSantis' signature in the coming days or weeks. Senate Bill 314 passed a State Senate vote on Thursday with 37 votes in favor and zero opposition.

“It has now passed the Senate and the House, and will be signed by DeSantis within the next 30 days!” - Samuel Armes, founder of the Florida Blockchain Business Association web3 advocacy group, posted to X on Friday.


SB 314, along with the Florida House bill 175, looks to create a framework for payment stablecoin issuers in the state, including consumer protections and financial stability guidelines, in line with the federal GENIUS Act.

🇺🇸 Trump signs order to bolster efforts to combat cybercrime

President Donald Trump signed an executive order Friday aimed at fighting cybercrime — including fraud and extortion — directing officials to identify robust tools to combat transnational criminal organizations preying on American families, businesses and infrastructure.

“The United States has capabilities that the rest of the world can only begin to imagine,” Trump said in the document. “Our warriors in cyberspace are working everyday to ensure that anyone who would seek to harm America will pay the steepest and most terrible price.”


The directive calls for a “comprehensive review to determine what operational, technical, diplomatic, and regulatory tools could be improved to combat transnational criminal organizations” that carry out cybercrimes and “predatory schemes,” according to the White House. The order comes as Trump issued a national cyber strategy that said it would decrease regulation and increase the use of AI in a bid to bolster US defenses.

Australians attempting to access online games with an R18+ classification will from next week to prove their age, and if publishers don't comply they could face fines of nearly AU$50 million. The change applies to online games only—in other words, singleplayer, offline games with an R18+ rating, like Doom Eternal, don't need to worry—but it will affect GTA Online. It's all part of measures taken under the new Age-Restricted Material Codes.

Age assurance technology takes a lot of forms. In Australia, where a social media ban has been imposed for children under 16, YouTube requires credit card details or a copy of a valid government ID to determine age. Instagram uses "facial age estimation technology" based on video footage uploaded by the user, as does TikTok, and both also accept government ID.

🇯🇵 Japan seeks exemption from US tariff hike amid trade concerns

Japan has asked the US to spare it from a planned tariff increase from 10% to 15%, according to Trade Minister Ryosei Akazawa. The request is due to concerns that higher tariffs could hit Japan's automobile industry and erode concessions secured in 2025.

“We asked that Japan not be included in any increase to 15%,” - Trade Minister Ryosei Akazawa told after meeting with US Commerce Secretary Howard Lutnick ahead of the March 19 leaders’ summit. 💊 This 5-day brain treatment is giving people with depression new hope

For many people living with depression, medications do not provide enough relief. In these cases, transcranial magnetic stimulation (TMS) has become an important alternative. This noninvasive therapy uses magnetic pulses to activate targeted regions of the brain. Large clinical studies show that it significantly reduces symptoms in 60 to 70% of patients, and 25 to 35% achieve remission.

However, for patients with treatment-resistant depression, getting to the clinic every weekday for at least 6 weeks can be a real obstacle. Researchers at UCLA Health recently have offered those same patients a path to meaningful relief in less than one week by condensing 25 TMS treatments over just 5 days, a format known as five-by-five, or “5×5.”

An important finding involved some patients in the accelerated group who showed minimal improvement immediately after completing the five-day course. When researchers reassessed them two to four weeks later, those individuals demonstrated substantial progress. On average, their depression scores had fallen by 36%.
