China proposed banning fully hidden car-door handles and requiring physical controls for certain safety-critical functions as regulators seek to strengthen oversight of vehicle design and product testing, according to draft rules issued for public comment by the Ministry of Industry and Information Technology and three other agencies.
The rules would also prohibit foldable and flexible display screens in vehicles and require additional safety assessments for a range of innovative designs. The proposal says some manufacturers have launched new products without sufficient testing, increasing vehicle safety and environmental risks.

President Donald Trump is working with Vladimir Putin to release Russian diesel supplies into global markets, a move that upends years of sanctions as the White House seeks ways to tame soaring fuel prices.
Trump announced a series of cargoes beginning this month totaling about 13.5 million barrels, initially. The Kremlin published a statement citing Putin who said Russia was ready “to supply oil and petroleum products to the US and global markets.” The US Treasury also issued a waiver for previously sanctioned Russian fuel.

The Stellar Development Foundation has joined the Blockchain Association's Vaults Workstream to engage the SEC and industry peers on regulatory questions around onchain vault technologies.
The workstream, launched September 30, 2026, focuses specifically on how vault technologies function and operate onchain rather than the broader custody regulatory framework. The group convenes protocol developers, service providers and policy experts to align on technical standards and help inform SEC guidance as the regulator addresses digital asset storage mechanisms.
SDF joining a policy workstream focused on vault-specific technical questions rather than broad custody regulation narrows the group's initial scope.
If the SEC issues guidance tied to the workstream's recommendations, adoption would depend on whether those recommendations address the specific custody and control questions the agency has flagged in enforcement actions against centralized exchanges and custodians.

A flaw in the XRP Ledger’s payment system could have let an attacker create large amounts of new XRP without paying for it, breaking the token’s fixed-supply rule, according to a security report.
The bug, believed to date to 2015, was found by researcher Cayden Liao and Veria AI and internally reported on Sept. 22. Engineers at RippleX, Ripple’s developer arm, reproduced the attack on a standalone server and confirmed the newly created XRP could be spent in a later transaction.
RippleX said it found no evidence the flaw was exploited on any public network.

A document issued by the CPC Central Committee and the State Council on October 9, 2026, explicitly integrates blockchain into China’s strategy for developing “new quality productive forces.”
Clause (ix) calls for the creation of a national integrated computing network and a national blockchain network. This is not just rhetoric — it is a concrete task outlined in the section on the deep integration of the real and digital economies.
The national blockchain network is mentioned alongside the “Eastern Data, Western Computing” initiative, smart manufacturing, and the industrial internet — positioning it as part of China’s core infrastructure for data and computing.
The document also calls for the establishment of a unified national data market, requiring an open, shared, and secure nationwide marketplace for data. It separately highlights the need for convenient and secure mechanisms for cross-border data exchange.

A Colorado woman has filed a federal lawsuit against an officer, Flock Safety and others after she was allegedly mistakenly hit with a criminal summons last year. In her lawsuit, Chrisanna Elser alleges that an officer used a Flock camera to track her and connect her to a $25 package theft from the porch of a home in Bow Mar.
Elser filed the lawsuit on Monday, accusing the defendants of negligence, invasion of privacy, unlawful search and other violations. The lawsuit concerns a criminal summons that was later voided after Elser presented evidence that she says proved she was not the suspect.
"The scariest part is what happened to me can happen to anyone," — Elser said.

Australia would require AI companies to prove they are properly testing models and preventing harm under proposed new laws modelled on banking and aviation safety rules.
Assistant Minister for Science, Technology and the Digital Economy Andrew Charlton has signalled the government wants to make AI companies demonstrate their safety systems are effective, rather than dictate how they should manage every risk.
"AI needs regulating because its harms are severe, hard to undo, borne by people who never chose them and sometimes invisible until they arrive," — he said.
"The market will not fix this alone, because the incentives reward speed and capability, and even the people at the top of the industry cannot slow down by themselves."

NASA released a much-anticipated “request” to the US commercial space industry to develop private space stations that, as early as 2030, will succeed the International Space Station as a place for astronauts to live in low-Earth orbit.
“This will ensure NASA has a sustained human presence in LEO for crew members to perform science and exploration.”
Several private companies that have worked for years on designing and developing such stations have been keen to learn exactly what capabilities NASA is seeking. These new documents finally provide some answers.

Chinese researchers have developed a catalyst that converts synthesis gas into sustainable jet fuel — an advance that could boost production, help meet net-zero carbon goals and yield a gross profit margin above 50%.
The team verified the efficacy of the chemical catalyst in a thousand-tonne pilot test and found that combining woody biomass-derived synthesis gas, or syngas, with the cobalt-manganese catalyst enabled the “highly efficient synthesis of jet fuel”.
Based on a techno-economic analysis that modelled a planned 100,000-tonnes-per-year jet fuel plant, the researchers estimated they could achieve a gross profit margin of over 50%.
“The excellent pilot test results and the positive techno-economic and life-cycle assessments underscore its strong potential for industrial deployment,” — the team said in a paper published in the peer-reviewed journal Nature Communications.

A miniature medical device small enough to be delivered through a standard needle could change how doctors treat chronic pain and movement disorders. Developed by scientists at NYU Abu Dhabi in partnership with Cleveland Clinic Abu Dhabi, the technology can regulate nerve activity without surgical implantation, batteries, or connecting wires.
Roughly the size of a small seed, the device is injected into the body and positioned close to a specific nerve. Once in place, it sends carefully controlled electrical signals that alter the nerve's activity. Power is supplied wirelessly from outside the body, allowing doctors or patients to adjust the stimulation in real time.
The findings, published in Science Advances, describe a potentially less invasive way to deliver precise nerve stimulation. Rather than replacing existing treatments, which can include medications and surgically implanted devices, the technology could provide another option tailored to individual medical needs.
"This work represents a shift in how we think about treating nerve-related conditions," — said Prof. Khalil Ramadi, Assistant Professor of Bioengineering at NYU Abu Dhabi and NYU Tandon.
"By creating a device that can be injected rather than surgically implanted, we are making these therapies simpler, safer, and more accessible, while still maintaining precise control over nerve activity."

A U.S. military-backed company plans to deliver a payload to any point on Earth within 90 minutes by prepositioning assets in space and then calling down delivery vehicles as needed.
Sierra Space, a subsidiary of the Sierra Nevada Corporation, has successfully completed two test drops of its Ghost reentry vehicle while carrying a bottle of whiskey and a software-defined radio. The test was conducted using high-altitude balloons that dropped it from 35,000 feet and 68,500 feet.
While this test isn’t as exciting as SpaceX rockets landing on a platform at sea, it’s still an achievement for the team working on the project, as it’s the first test of the vehicle in two years. This demonstration is part of the U.S. Space Command’s Apollo Nexus training exercise, which aims to demonstrate the needed synchronization of multiple units in complex operations.

Researchers from Rutgers, IBM and collaborating institutions have shown that a quantum computer can check what is happening inside it and respond while it is running, repeatedly resetting parts of the system to bring chaotic behavior under control.
In a study published in Nature Physics, researchers showed that a quantum computer can repeatedly check and reset parts of itself while running. The experiment is among the largest demonstrations to date of real-time quantum feedback control, a capability considered essential for future quantum computers that will be fault tolerant.
The advance is a critical step toward building larger, more reliable quantum computers.

A YouTuber has received an unexpected visit from the police over an automatic license plate recognition (ALPR) camera he built to specifically track police cars, using the same technology law enforcement has infamously used to track ordinary citizens. In a video, Anthony Sistilli says two police officers showed up at his doorstep on September 20th to ask questions about the device, asking what his intentions were with the project.
Sistilli, a Canadian software engineer and YouTuber, pointed out the irony of the officers' concerns, explaining that they mirror the privacy concerns of ordinary citizens who are growing increasingly weary of the recent spike in blanket surveillance brought about by a mass installation of ALPR cameras.

🧬 Scientists accidentally discover a genetic code that breaks the rules of life
A routine experiment involving a microscopic organism from a freshwater pond led scientists to an extraordinary genetic discovery. The tiny creature was found to interpret DNA instructions in a way researchers had never documented before, challenging a long held assumption about how the genetic code works.
The surprise came when scientists examined a previously unknown protist called Oligohymenophorea sp. PL0344. Two genetic signals that ordinarily tell cells to stop making proteins had taken on completely different functions. Even more remarkably, the signals had been reassigned to two different amino acids, breaking a pattern scientists believed was closely linked by evolution.
The discovery, published in PLOS Genetics, revealed an unexpected level of flexibility in one of life's most fundamental biological systems. Subsequent research has uncovered additional genetic code variations in related microorganisms, suggesting that many more surprises could be waiting in the microscopic world.
