Federal Reserve researchers published a paper titled “Heraclius: A Byzantine Fault Tolerant Database System with Potential for Modern Payments Systems.” Crypto researcher SMQKE resurfaced it and connected it to three specific digital assets: XRP, XLM, and HBAR.
The paper is in the Fed’s Finance and Economics Discussion Series and carries authors from FRB Boston, FRB San Francisco, and FRB NIT. It examines Byzantine Fault Tolerant consensus as the architecture best suited for secure, high-speed payment infrastructure.
📝 The Fed’s paper identifies what it calls “Federated Byzantine Agreement” in Ripple and Stellar. According to the document, “Ripple and Stellar use a federated voting process that is a variant of the Byzantine Fault Tolerance consensus model.”

The European Securities and Markets Authority (ESMA) said it would make AI, tokenization and other emerging technologies relevant to finance a new supervisory priority from 2027.
📝 “Firms are increasingly using AI and tokenized products in day-to-day financial services to gain market share,” the financial watchdog said in a report, explaining why it is focusing on these two areas initially. “Technological innovation brings benefits but also risks.”

NVIDIA has joined a coalition of global research organizations, including Google DeepMind and the European Molecular Biology Laboratory’s European Bioinformatics Institute (EMBL-EBI), to release predicted 3D structures for the protein complexes of more than 2,800 viruses — openly available to any scientist, anywhere, through the AlphaFold Database.
AlphaFold2, which was optimized with NVIDIA BioNeMo to efficiently run on NVIDIA GPUs, predicts a structure in minutes and can be run in bulk. Scientists can then verify high-confidence predictions through experimental methods. For this project, the team systematically worked through the protein structures of viral families known to infect humans, from common-cold viruses to emerging threats like Mpox.
“This database is an engine for hypothesis generation,” — said Chris Dallago, applied research science team lead in digital biology at NVIDIA.
“We’re enabling biologists and the AI community to investigate protein interactions, not just as single molecules but as complexes, so the whole field can move forward.”

Researchers have outlined a proposed Bitcoin privacy architecture that would conceal transaction amounts, counterparties, and the specific notes being spent without requiring a Bitcoin soft fork, a separate blockchain, or trusted operators.
Called Shielded Bitcoin, the metaprotocol would publish encrypted transaction data and zero-knowledge proofs to Bitcoin. Separate software would verify those proofs and derive the system’s state from the transaction history recorded on the Bitcoin network.
The proposal comes from Clara Shikhelman, Mikhail Komarov, and Aleksei Moskvin of Alloc Init. The researchers describe it as a way to add shielded transfers around Bitcoin’s existing consensus rules rather than modifying the Bitcoin protocol itself.

Paying for your new games or in-game content like new levels and skins might be about to get even easier if a newly published PlayStation patent is anything to go by. The patent, titled “Video Game Controller-Driven Information Transfer,” details a system that would allow a PlayStation controller to accept payments whenever a gamer taps it with their credit card or smartphone. It would work with gift cards, too.
The patent was first filed way back in March 2025, but it was only made public on September 17. It describes a controller acting as a bridge between a payment method and a console.

📹 Flock Wants the Most Detailed Map of Its Surveillance Cameras Taken Offline
A newly published map has revealed just how extensive Flock Safety’s surveillance network may be. While the company has said it operates more than 120,000 cameras across the U.S., cybersecurity researcher Joshua Michael mapped more than 170,000 cameras and over 130,000 additional devices using location data from Flock’s own systems.
The map also includes devices such as acoustic sensors and equipment connecting third-party cameras, giving a much broader picture of the network. The data reportedly came from a vulnerability that Michael discovered in 2025, allowing access to Flock device locations through publicly exposed information.
After the map was published, Doppel, an “AI-native social engineering defense platform” working on Flock’s behalf, filed a trademark infringement complaint, arguing that the site’s use of “FLOCK SAFETY” was unauthorized and could cause confusion or harm. Doppel requested that the site be taken down, adding another layer to the debate over transparency around large-scale surveillance networks.

The UK government is investing £90 million ($119 million) to build and upgrade heat networks that capture excess heat from data centers, factories and other sources and redirect it to homes and other facilities. According to the Department for Energy Security and Net Zero (DESNZ), the scheme could provide cheaper heating for more than 750,000 homes.
The funding includes £41 million ($54 million) for a major project in London that would distribute hot water through a tunnel beneath the River Thames. The government says the system could provide “clean heat” to 650,000 London homes while reducing reliance on gas. Similar district heating systems have been operating for decades in cities including Copenhagen, Amsterdam, Vienna and Berlin.

Quantum computing is moving from something that once seemed like science fiction toward a technology with real commercial potential. Breakthroughs in quantum error correction, logical qubits and scalable architectures are bringing researchers closer to machines capable of solving problems that are extremely difficult for classical computers. The science is impressive — but the real test is whether it can become a useful product.
That’s where the “money” comes in. If quantum computers can deliver better answers to valuable problems — from discovering new drugs and materials to optimising financial portfolios, logistics or complex industrial processes — businesses could eventually pay for that advantage.
The opportunity is potentially enormous, but so is the challenge: turning quantum “magic” into reliable, scalable computing that creates measurable economic value — and perhaps, along the way, opening doors we haven't even imagined yet.

Franklin Templeton's Chris Perkins highlighted how tokenization is pulling traditional finance into nonstop markets, contrasting slow legacy systems with always-on blockchain rails.
"Given the choice to buy the token or the non-token, assuming the compliance is okay and the security is okay and there's liquidity, I have to buy the token because it's a better product. I can risk manage it 24-7. 24-7 markets are here, that's what tokenization does.
Who do you think is going to have the liquidity problem? The guys who balance 24-7 and recollateralize or the guys that are asleep? People can decide for themselves. So it's going to be slower than all at once and they're going to be winners and losers and the stakes are incredibly high," — Chris said.

The XRP Ledger’s Batch upgrade was delayed by at least 10 days after validator support briefly fell below the required threshold, putting its earliest activation at Oct. 9 if support holds. Batch would allow users to submit up to eight transactions together, including all-or-nothing exchanges that could enable simultaneous payment and delivery of tokenized assets.
A separate upgrade allowing account owners to delegate specific tasks without sharing signing keys was also delayed and could activate as early as Oct. 8.

SEC staff has issued new FAQs clarifying how the Commission’s March interpretive release on digital assets applies to token functionality, staking receipt tokens and investment contracts. Among the guidance: once a network is functional, services to maintain, improve or grow it generally would not count as “essential managerial efforts” under the Howey test.
The FAQs reflect staff views and have no legal force or effect.

Stellar has crossed $4B in tokenized RWAs, up from $1B in January, with growth mainly coming from traditional instruments like Treasuries, money market funds, and credit. Raja Chakravorti, Chief Business Officer at the Stellar Development Foundation, attributes it to the liquidity and buyers those assets already have:
"The asset mix actually very much mirrors what we see in traditional financial markets. You have significant growth being driven through Treasuries, money market funds, public and private credit, non-US government debt.
They have liquidity, they have value to them, and we're creating more efficiency through tokenizing them. And there's already a distribution framework that exists with those asset types."
