The House voted 417-3 Wednesday to advance legislation that could make the nation’s largest AI data centers pay the full cost of power grid upgrades needed to serve them, a bipartisan effort to protect households and small businesses from higher electricity bills.
The Ratepayer Protection Act would require state utility regulators to consider a new standard for data centers with peak electricity demand of at least 100 megawatts at a single site or campus.
Under the proposed standard, utilities would recover from covered data centers the full additional cost of generation, transmission and distribution upgrades needed to meet their power demand. The obligation would also cover infrastructure costs if a data center later terminates its electricity contract or stops buying power from the utility.
Those provisions address a growing concern surrounding the AI data center boom.

Ondo Finance’s subsidiary Oasis Pro Markets, a U.S. registered broker-dealer and distributor of tokenized investment products, has joined DTCC's Fund/SERV platform as a member, becoming the first tokenization platform to participate in the industry's leading fund transaction processing and distribution network that currently serves over 85% of U.S. mutual fund activity.
“Ondo’s participation in Fund/SERV demonstrates how established industry infrastructure can support the next phase of market evolution,” — said Talia Klein, Managing Director and Head of Wealth & Investment Solutions at DTCC.
With this interoperability between traditional and digital finance, the infrastructure is now in place for tokenized funds to scale toward mainstream adoption.

Figure has introduced Helix 2.5, a new neural network designed to let its humanoid robots perform whole-body household tasks in unfamiliar homes without collecting training data in those locations.
“We rented 30 homes in the Bay Area and are doing tasks without any new training. Helix 2.5 was built to answer a harder question: can a humanoid enter a home it has never seen and immediately get to work, with its whole body, on its own?” — founder and CEO Brett Adcock wrote.

The U.S. FDA approved Fayuvi (rebisufligene etisparvovec-hopf), the first treatment for pediatric patients with mucopolysaccharidosis type IIIA (MPS IIIA), also known as Sanfilippo syndrome type A.
MPS IIIA is a rare inherited disease that progressively damages the brain and nervous system, causing children to lose cognitive, language and other developmental abilities over time. Until today, treatment was limited to managing symptoms; there was no FDA-approved therapy designed to change the underlying course of the disease.
"The Trump Administration is committed to bringing safe and effective treatments to patients with the most urgent and unmet needs.
The approval of Fayuvi marks a historic moment for children and families living with MPS IIIA, which is a disease that has, until now, offered no approved treatment to alter its devastating course,” — said Acting FDA Commissioner Kyle Diamantas, J.D.

China can now predict weather 10 days in advance at a cutting-edge resolution of 5km (3.1 miles), finer than most major systems in routine use around the world. The advance was achieved by a Chinese-developed weather forecasting model running on Sugon 8,000, a massive home-grown computing system built entirely with domestically made AI chips.

Researchers at the Stanford University in the US have achieved a global first by measuring a quantum jump in sound in real time. The measurement opens up a new line of scientific exploration with potential applications in quantum computing and sensing that could be applied right away.
Quantum jumps are sudden transitions in energy states of a quantum system. The concept of a quantum jump has been around for more than a 100 years, with theoretical physicist Niels Bohr being the first to propose it in 1913. It was only in 1986 that scientists first observed the jump in trapped ions, which was then followed by an observation in photons, the fundamental particles of light, in 2007.
Nearly two decades later, a team of scientists led by Amir Safavi-Naeini, a physicist at Stanford University, has observed a quantum jump in phonons, the fundamental unit of sound. To explain their discovery, Safavi-Naeini cited the example of sound from a struck bell, which declines gradually over time rather than all at once.
At a quantum level, though, these reductions are happening in jumps, and Safavi-Naeini’s team measured them in real time, a first-of-its-kind achievement.
The research findings were published in the journal Science.

Global payments infrastructure platform Mercuryo and leading self-custodial hardware wallet Tangem announced a limited-time, zero-fee on-ramp campaign for USDC on the Stellar network. The promotion enables users to buy the dollar-backed stablecoin directly into their Tangem wallet with no Mercuryo or Tangem fees.
The campaign supports purchases by credit or debit card, including Apple Pay and Google Pay. Eligible transactions require a minimum purchase of $150/€150 and are capped at $700/€700 per on-ramp transaction. The offer is available for on-ramp only and supports selected local currencies. Network transaction fees on Stellar will still apply.
"We're delighted to launch this zero-fee on-ramp for USDC on Stellar with Tangem," — said Arthur Firstov, Chief Business Officer at Mercuryo. "As stablecoin utility expands across the crypto ecosystem, this offer gives Tangem users a straightforward way to obtain access to USDC."
The offer is available in all countries Mercuryo supports, excluding the United States, the United Kingdom and the European Economic Area. It runs for four weeks from September 15th, or until the promotional pool is used up, whichever comes first.

California Governor Gavin Newsom issued an executive order on Friday pushing to implement guardrails on AI in the state that’s the epicenter of the technology’s boom.
Newsom is ordering a working group to provide a guide in two months with measures to boost California’s AI safety and security laws. The group should consider steps such as having companies develop a “kill switch” for frontier models and requiring independent third parties to draft safety plans for frontier AI companies.

Kenneth Shock thought of three words he had increasingly struggled to say as Amyotrophic Lateral Sclerosis (ALS) affected his speech: 'I love you.' The Neuralink system then produced them aloud for his wife, Cheryl, using a reconstructed version of the voice the disease had gradually taken from him.
The words did not come from his mouth. Neural activity associated with his intended speech was recorded by his Neuralink brain implant and decoded into spoken output.
A beautiful surprise

Anthropic has quietly set up a laboratory to do physical biology work as it pushes its AI ambitions into the world of drug science. The startup has built a wet lab, or place for physical experiments, in the San Francisco Bay Area.
Anthropic has said it wants to unlock treatments for rare diseases, and its biology work has gone beyond "in silico" or computer evaluations. Anthropic's head of life sciences, Eric Kauderer-Abrams, confirmed the startup's wet lab.
“The mission of the company is to develop powerful AI in such a way that benefits the world,” — he said. “By far, we see the biggest opportunity for that in the life sciences, and that is motivating everything that we’re doing.”
The company wants Claude to direct robotic units running experiments with limited human intervention, one source said, though Anthropic says human oversight remains essential for safety.

I am pleased to announce that the United States of America has entered into an Agreement with The Kingdom of Denmark, and Greenland, that gives the United States permanent control over security, and all other needs, in Greenland, completely addressing ALL of our many U.S. concerns.
Additionally, from now on, no U.S. adversary can EVER have a base in Greenland, have a military presence in Greenland, or make sensitive investments in Greenland, without our express written approval.
This is an “Infinite Life” Agreement, there is no end!
We will work with the people of Greenland in its development and construction. This solution is a great one for the United States of America, Denmark, Greenland, and all of our Allies.

The CFTC submitted a new proposal to the White House Office of Management and Budget (OMB) on Thursday. Details were not disclosed. It is unclear which crypto assets it covers, what exchanges would need to do to qualify, what restrictions would apply or how far the CFTC believes its authority extends.
Once the OMB reviews the draft, it will return to the CFTC for a vote and public comment. It would then need another vote to become effective.
