The SEC debuted its long-anticipated "innovation exemption", which Chair Paul Atkins says will bring capital markets in the U.S. into a new digital era by allowing onchain trading of tokenized stocks. The exemption goes into effect immediately.
Tokenization has the potential to modernize core market infrastructure functions, such as issuance, trading, transfer, settlement, and recording ownership, with the potential to reduce costs, enhance transparency, and expand liquidity. This may be particularly true for assets that have historically been less liquid.
The exemption would exempt certain trading venues, called tokenized securities venues, from being defined as an exchange and also exempts specific liquidity providers from being defined as a dealer under securities law when they trade stocks or provide liquidity through automated market makers, i.e. smart contracts.
Those exempt venues would have to comply with sanctions rules. The exemption does not include synthetics β financial instruments that replicate the price of an asset without directly owning it β and issuers can deny their security from trading on the venue.

Australiaβs government is considering a ban on smart glasses in federal buildings, citing privacy and security concerns over using the devices to record people without their knowledge.
βSmart glasses can raise legitimate privacy and security concerns, particularly because of their ability to record and capture information, and we need clear and consistent guidance for public servants,β β Minister for the Public Service Katy Gallagher said.

OpenAI disclosed six new incidents in which its models concealed mistakes, sought unauthorized credentials, uploaded files to the public internet or communicated across supposedly isolated training environments. The company also announced a new procedure for reporting similar misbehavior in the future.
To address similar issues going forward, OpenAI says any employee may flag a suspected case for review by safety and alignment teams. Cases will be placed on a "ready for disclosure," "minor investigation" or "larger investigation" track.
"We hope it really helps inform shared standards and regulations," β Kai Chen, research lead on the alignment team at OpenAI, said.

MIT researchers have created a new computing platform that could be used to develop intelligent and adaptive next-generation electronics that can simultaneously perform multiple functions, like computing and memory, all within one extremely compact, energy-efficient device.
The researchers accomplished this by leveraging the unique mechanical response of soft polymers at the nanoscale. A mechanical response is how a structure changes when a force is applied to it. They harnessed this response to create tiny mechanical devices that use reconfigurable motion to remember and process information in a way that mimics how neurons behave in the brain.
Because key computing functions are built into the intrinsic properties of the soft polymer material, the number of components needed to perform the functions are minimized, enabling a compact and versatile platform for information processing.
Such a platform opens opportunities for low-power edge computing applications, interactive medical and environmental monitoring systems, and smart robots. The results were published in Science Advances.

The United Nations, together with Google, has launched a platform designed to make global statistics more accessible to people and AI systems. The service is called the βUN Google Data Commons Data System.β The initiative tackles a serious weakness in AI systems: even trusted statistics can produce answers that are incomplete, inconsistent, or difficult to verify.
The new platform is built on Google Data Commonsβ open infrastructure. Users can search for statistics from various UN entities using natural-language queries, without having to work with complex database structures themselves. The system is intended to serve as a modern alternative to the UNData portal, which is geared primarily toward traditional indicator searches.

The House voted 417-3 Wednesday to advance legislation that could make the nationβs largest AI data centers pay the full cost of power grid upgrades needed to serve them, a bipartisan effort to protect households and small businesses from higher electricity bills.
The Ratepayer Protection Act would require state utility regulators to consider a new standard for data centers with peak electricity demand of at least 100 megawatts at a single site or campus.
Under the proposed standard, utilities would recover from covered data centers the full additional cost of generation, transmission and distribution upgrades needed to meet their power demand. The obligation would also cover infrastructure costs if a data center later terminates its electricity contract or stops buying power from the utility.
Those provisions address a growing concern surrounding the AI data center boom.

Ondo Financeβs subsidiary Oasis Pro Markets, a U.S. registered broker-dealer and distributor of tokenized investment products, has joined DTCC's Fund/SERV platform as a member, becoming the first tokenization platform to participate in the industry's leading fund transaction processing and distribution network that currently serves over 85% of U.S. mutual fund activity.
βOndoβs participation in Fund/SERV demonstrates how established industry infrastructure can support the next phase of market evolution,β β said Talia Klein, Managing Director and Head of Wealth & Investment Solutions at DTCC.
With this interoperability between traditional and digital finance, the infrastructure is now in place for tokenized funds to scale toward mainstream adoption.

Figure has introduced Helix 2.5, a new neural network designed to let its humanoid robots perform whole-body household tasks in unfamiliar homes without collecting training data in those locations.
βWe rented 30 homes in the Bay Area and are doing tasks without any new training. Helix 2.5 was built to answer a harder question: can a humanoid enter a home it has never seen and immediately get to work, with its whole body, on its own?β β founder and CEO Brett Adcock wrote.

The U.S. FDA approved Fayuvi (rebisufligene etisparvovec-hopf), the first treatment for pediatric patients with mucopolysaccharidosis type IIIA (MPS IIIA), also known as Sanfilippo syndrome type A.
MPS IIIA is a rare inherited disease that progressively damages the brain and nervous system, causing children to lose cognitive, language and other developmental abilities over time. Until today, treatment was limited to managing symptoms; there was no FDA-approved therapy designed to change the underlying course of the disease.
"The Trump Administration is committed to bringing safe and effective treatments to patients with the most urgent and unmet needs.
The approval of Fayuvi marks a historic moment for children and families living with MPS IIIA, which is a disease that has, until now, offered no approved treatment to alter its devastating course,β β said Acting FDA Commissioner Kyle Diamantas, J.D.

Researchers at the Stanford University in the US have achieved a global first by measuring a quantum jump in sound in real time. The measurement opens up a new line of scientific exploration with potential applications in quantum computing and sensing that could be applied right away.
Quantum jumps are sudden transitions in energy states of a quantum system. The concept of a quantum jump has been around for more than a 100 years, with theoretical physicist Niels Bohr being the first to propose it in 1913. It was only in 1986 that scientists first observed the jump in trapped ions, which was then followed by an observation in photons, the fundamental particles of light, in 2007.
Nearly two decades later, a team of scientists led by Amir Safavi-Naeini, a physicist at Stanford University, has observed a quantum jump in phonons, the fundamental unit of sound. To explain their discovery, Safavi-Naeini cited the example of sound from a struck bell, which declines gradually over time rather than all at once.
At a quantum level, though, these reductions are happening in jumps, and Safavi-Naeiniβs team measured them in real time, a first-of-its-kind achievement.
The research findings were published in the journal Science.

Global payments infrastructure platform Mercuryo and leading self-custodial hardware wallet Tangem announced a limited-time, zero-fee on-ramp campaign for USDC on the Stellar network. The promotion enables users to buy the dollar-backed stablecoin directly into their Tangem wallet with no Mercuryo or Tangem fees.
The campaign supports purchases by credit or debit card, including Apple Pay and Google Pay. Eligible transactions require a minimum purchase of $150/β¬150 and are capped at $700/β¬700 per on-ramp transaction. The offer is available for on-ramp only and supports selected local currencies. Network transaction fees on Stellar will still apply.
"We're delighted to launch this zero-fee on-ramp for USDC on Stellar with Tangem," β said Arthur Firstov, Chief Business Officer at Mercuryo. "As stablecoin utility expands across the crypto ecosystem, this offer gives Tangem users a straightforward way to obtain access to USDC."
The offer is available in all countries Mercuryo supports, excluding the United States, the United Kingdom and the European Economic Area. It runs for four weeks from September 15th, or until the promotional pool is used up, whichever comes first.
