The EU executive on Thursday will unveil a new EU KIDS Act setting out age restrictions, along with new rules requiring covered products, such as social media and AI companions, to be safe by design. The proposal aims to create a tiered system for accessing social media under parental supervision before age 15.
The EU's new proposal would apply to social media, video-sharing platforms, online games, and AI chatbots and AI companions, but would exclude educational tools. It will also come with a series of education measures for kids, parents and guardians. Platforms would also be required to use age-verification technology.

The U.S. House Financial Services Committee plans to review H.R. 8957, the Strategic Bitcoin Reserve bill, on September 16, 2026, and move it into the committee voting process. The bill would establish a strategic Bitcoin reserve at the U.S. Treasury and a separate digital asset reserve for non-Bitcoin assets.
The bill was introduced by Representative Nick Begich, with Jared Golden as the only Democratic co-sponsor. It says compliant Bitcoin obtained through federal forfeitures would be added to the reserve, while proceeds from selling or exchanging non-Bitcoin assets could be used to buy more Bitcoin or reduce the national debt.
The Treasury and Commerce departments would also study ways to acquire more Bitcoin over the next five years on a budget-neutral basis. The bill does not authorize borrowing, new taxes, or deficit spending to fund purchases.
The committee review is scheduled to begin at 10:00 a.m. Eastern Time on Wednesday.

A nasal spray containing vesicles naturally released by cells may work against Alzheimer's. This is the promise of a study conducted by researchers at the Università Cattolica, Fondazione Policlinico Universitario A. Gemelli IRCCS, and the E. Menni Research Center of the Fondazione Poliambulanza.
The spray is based on extracellular vesicles derived from the amniotic membrane. The study, published in Translational Neurodegeneration, demonstrated its ability, in an experimental model of Alzheimer's: it reaches the brain, counteracts neuroinflammation, protects neuronal function, and preserves memory. The researchers also obtained positive results on human neurons in vitro.

The U.S. has deployed its first publicly acknowledged space-based weapon, marking the first time Washington has confirmed an offensive capability in orbit.
U.S. Air Force Secretary Troy Meink said that the U.S. has “on-orbit space control weapons,” as he outlined a broader push to modernize the Air Force and Space Force in response to advances by U.S. adversaries, AI, and the growing use of autonomous weapons.
“We will dramatically increase our combat power by adding large numbers of highly autonomous systems,” — he said. “Because of the steps we’re taking today, we’ll have a radically different-looking Air Force by 2032.”

Kazakhstan plans to use associated petroleum gas to generate electricity directly at oil fields, with the electricity produced then used for digital mining, according to Gizzat Baitursynov, Deputy Minister of AI and Digital Development.
Miners will be able to install autonomous power plants directly at oil fields in agreement with subsoil users. The relevant mechanism has already been developed jointly with the Ministry of Energy.
The ministry believes the initiative will make it possible to use an untapped resource, reduce gas flaring, attract investment and create new jobs. A similar approach is also being considered for coal mine methane.
The total planned capacity of strategic digital mining projects is 300 MW. The first 90 MW project was launched on 12 September.

The Digital Asset Market Clarity Act failed to survive the politics of the U.S. Senate on Tuesday as a 49-50 vote meant to start the bill toward passage fell far short in rounding up the 60 supporters required to advance.
Crypto executives said the vote does not unwind the regulatory progress already underway at the SEC and CFTC, nor is it likely to stop banks, asset managers and crypto firms from continuing to build.
The SEC recently proposed its first major crypto rule — Regulation Crypto Assets, or Reg Crypto — to clear a path for crypto projects to raise money and get off the ground without immediately drawing difficult regulatory requirements. And the agency is poised to start approving a narrow version of securities tokenization that could eventually remake how securities transactions are executed in the U.S.
"There is still reason for optimism for crypto in the U.S. Now, the SEC, under Chair Atkins, and the CFTC, under Chair Selig, will continue to work hard to issue rules to fill the legislative gap and we will continue to be actively engaged in that rule making process.

A new breakthrough represents the next step on the quantum bandwidth journey: a team of physicists led by Jietai Jing of East China Normal University has achieved quantum teleportation across 100 simultaneous channels, demonstrated by successfully teleporting the quantum information encoded in a 100-pixel image.
