🧑‍⚖️ Senate Republicans release 'final' Clarity Act draft as Trump accepts most ethics provisions

Sens. Cynthia Lummis, John Boozman, and Tim Scott released the final draft of the Digital Asset Market Clarity Act (H.R. 3633) ahead of a scheduled cloture vote on Tuesday. If cloture is invoked, the new text would be offered as the substitute amendment.

🟠The final text includes new ethics language which reflects substantially all of the Tillis-Gallego ethics proposal, including a meaningful role for state attorneys general in enforcement.

"President Trump voluntarily agreed to unprecedented ethics restrictions, holding every federally elected official, judge, and their spouses to some of the toughest ethics restrictions in U.S. history," — Lummis said in a statement. "Democrats got what they wanted; now they need to take yes for an answer."


🟠The bill text shows that the ethics requirements will cover a public official or employee; those elected to the office of President, Vice President, or member of Congress; and their spouses. However, the bill does not state limits on other family members, such as an official's children.

⬇️ Stablecoin circuit breaker

🔘The draft would also give the Treasury secretary authority to impose a circuit-breaker on stablecoin rewards to limit deposit outflows from community banks if payment stablecoins trigger substantial withdrawals, which would last 18 months after enactment.

🔘In an unresolved dispute against crypto players, banks have been arguing for further tightening on stablecoin yield language. While the bill limits platforms from paying interest on idle stablecoin holdings, rewards on stablecoin usage are still allowed. The circuit-breaker is meant as an apparent "emergency brake" for banks fearing existential deposit flight from community banks.

❗️The draft also includes edits to the Blockchain Regulatory Certainty Act (BRCA) to shield developers from money transmission registration requirements and establish a strong civil safe harbor.

🍪 NASA-backed scientists turn plastic waste into edible cookies

Researchers at Southern Illinois University are exploring how microorganisms could turn plastic waste into safe, edible food — a concept inspired by NASA research on producing food during deep-space missions.

A major target is polyethylene terephthalate (PET), a widely used plastic found in products such as soda and water bottles. PET contains carbon-rich molecules that can potentially be broken apart and rebuilt into useful compounds, including components that can ultimately become proteins. Those smaller molecules are then fed to the engineered yeast.

Once the yeast-derived ingredients have been produced, researchers combine them with fiber, starch, and sweetener. The mixture is then pushed through a 3D printer to create protein-rich cookies called µBites. The available data indicate that µBites are safe to eat, although the researchers are still waiting for institutional approval before conducting formal taste tests.

I’ve said many times that the CLARITY Act is essential to ensuring America wins the global race for new technology. That’s the reason Congress passed the GENIUS Act: to ensure that stablecoin infrastructure, a revolutionary financial technology, will be built in America.

The final draft of the CLARITY Act furthers this mission. It gives the Secretary of the Treasury additional authority to act if the facts around deposit flight change to the detriment of community banks. If stablecoins cause harm to community banks, I will not hesitate to use these tools to ensure they remain fully protected.

Microsoft unveiled a draft Humanist AI Code of Conduct establishing safety rules, human oversight, and core boundaries for its future AI models. The framework prioritizes maintaining human control over automated capabilities.

“We got feedback from people that they wanted to see even more explicit commitment to AI always working in service of people and not trying to replace them,” — Microsoft AI chief Mustafa Suleyman said.


🔜 ​​​​​​​Under the document, the software provider explicitly rejects the pursuit of all-purpose superintelligence that might evade oversight mechanisms, maintaining that systems must be designed to halt operations rather than breach conduct constraints.

🔜 It also explicitly stipulates that models will never resist human interruption, override, correction, or shutdown, and must always comply with a request to pause, redirect, cancel, or stop operations.

The publication opens a six-week public consultation, with Microsoft planning to finalize the policy by year-end and apply it to AI model development from 2027 onward.

⚡️🇪🇺 EU to limit access to social media before age of 15

The EU executive on Thursday will unveil a new EU KIDS Act setting out age restrictions, along with new rules requiring covered products, such as social media and AI companions, to be safe by design. The proposal aims to create a tiered system for accessing social media under parental supervision before age 15.

🟠Under 13: Parent-controlled accounts only.
🟠Ages 13–15: Limited accounts with parental controls and restrictions on strangers and screen time.
🟠15+: Teens can create their own accounts.

The EU's new proposal would apply to social media, video-sharing platforms, online games, and AI chatbots and AI companions, but would exclude educational tools. It will also come with a series of education measures for kids, parents and guardians. Platforms would also be required to use age-verification technology.

⚡️🧑‍⚖️ U.S. House Committee to Review Strategic Bitcoin Reserve Bill on September 16, 2026

The U.S. House Financial Services Committee plans to review H.R. 8957, the Strategic Bitcoin Reserve bill, on September 16, 2026, and move it into the committee voting process. The bill would establish a strategic Bitcoin reserve at the U.S. Treasury and a separate digital asset reserve for non-Bitcoin assets.

The bill was introduced by Representative Nick Begich, with Jared Golden as the only Democratic co-sponsor. It says compliant Bitcoin obtained through federal forfeitures would be added to the reserve, while proceeds from selling or exchanging non-Bitcoin assets could be used to buy more Bitcoin or reduce the national debt.

The Treasury and Commerce departments would also study ways to acquire more Bitcoin over the next five years on a budget-neutral basis. The bill does not authorize borrowing, new taxes, or deficit spending to fund purchases.

The committee review is scheduled to begin at 10:00 a.m. Eastern Time on Wednesday.

🇬🇧 FCA considers exempting tokenized gold from fund rules to defend London market

The Financial Conduct Authority is considering building a “bespoke regime for tokenized gold.”

"In our discussions with industry on tokenization, tokenized gold has emerged as an area of interest," — Jon Relleen, director of infrastructure and exchanges at the FCA said.

"We're keen to understand whether existing regulatory frameworks remain the right fit for gold markets and how innovation could strengthen the efficiency and competitiveness of U.K. markets".


❗️The proposals are part of a wider push by U.K. regulators to encourage tokenization of wholesale financial markets. The U.K. and the U.S. laid out a joint plan in July to make it easier for tokenized financial products to move between their markets.

“Gold tokenisation could make gold easier to transfer and use across digital markets, particularly as wholesale collateral,” — the FCA said. “It may also support new forms of retail investment and product innovation.”

🧠 Alzheimer's: a nasal spray protects neurons and memory

A nasal spray containing vesicles naturally released by cells may work against Alzheimer's. This is the promise of a study conducted by researchers at the Università Cattolica, Fondazione Policlinico Universitario A. Gemelli IRCCS, and the E. Menni Research Center of the Fondazione Poliambulanza.

The spray is based on extracellular vesicles derived from the amniotic membrane. The study, published in Translational Neurodegeneration, demonstrated its ability, in an experimental model of Alzheimer's: it reaches the brain, counteracts neuroinflammation, protects neuronal function, and preserves memory. The researchers also obtained positive results on human neurons in vitro.

🇺🇸 US confirms for first time it has deployed space weapons

The U.S. has deployed its first publicly acknowledged space-based weapon, marking the first time Washington has confirmed an offensive capability in orbit.

U.S. Air Force Secretary Troy Meink said that the U.S. has “on-orbit space control weapons,” as he outlined a broader push to modernize the Air Force and Space Force in response to advances by U.S. adversaries, AI, and the growing use of autonomous weapons.

“We will dramatically increase our combat power by adding large numbers of highly autonomous systems,” — he said. “Because of the steps we’re taking today, we’ll have a radically different-looking Air Force by 2032.”


A U.S. official said the capability could potentially be used to disable or destroy an enemy satellite targeting U.S. troops or satellites. 🛰
