๐Ÿค– Anthropic says it blocked misuse of its AI that could have supported biological weapons

Anthropic has blocked efforts by bad actors to use its AI models for malicious activity such as cyberattacks, surveillance, and research that could have led to biological weapons.

As AI models grow more powerful, elaborate cyberattacks no longer require sophisticated skills and even lone individuals can create threats that would not have been possible even a year ago. Anthropic has added stronger safeguards in its latest models to restrict biological research that could also be used to make weapons.

โ€œThe cases we share here arenโ€™t typical misuse, but rather examples of the most notable and novel threat activity weโ€™ve identified to date,โ€ โ€” Anthropic said in its third report since March 2025 describing AI misuse.


๐Ÿ“ The report includes snippets of the malicious code and AI prompts Anthropic said it found, and urges governments and AI competitors to identify and prevent similar abuse.

Gov. Gavin Newsom greenlit sweeping new child safety rules for social media and AI chatbots, including a law backed by OpenAI CEO Sam Altman. The laws will establish what Newsom described as nation-leading guardrails designed to shield young people from potential risks associated with unchecked social media and AI use.

SB 1119 ๐Ÿ”œ requires AI chatbots to verify usersโ€™ ages, limits kidsโ€™ exposure to inappropriate content and restricts AI companiesโ€™ ability to advertise to minors.

AB 1709 ๐Ÿ”œ will ban social media companies from offering children under 16 access to personalized feeds โ€” also known as โ€œFor Youโ€ pages โ€” as well as other features designed to maximize screen time, like infinite scrolling and video autoplay. It still allows kids to use social media platforms if those features are deactivated.

AB 2 ๐Ÿ”œ threatens fines of up to $1 million per child in cases where tech platforms are found liable for fostering anxiety, depression or other child harms. The bill also triples payouts in certain cases where courts find children or families are owed significant damages, meaning companies could be forced to pay more than $1 million.

In total, Newsom approved 13 laws relating to youth online safety and privacy Thursday.

Russia's largest mobile service providers โ€” Mobile TeleSystems (MTS) , Vimpelcom , MegaFon and T2 โ€” have put their first 5G networks into commercial operation, the Digital Development Ministry reported. In this first phase the 5G services have become available in 16 cities that are home to 10 million people.

All users with Android devices will soon be able to use 5G services in these cities. Access to 5G for iPhone users "depends on the decisions of the Apple corporation," the ministry said. Work is underway on launching the technology in another 50 cities before the end of 2026.

The brain cancer glioblastoma is one of the most aggressive and treatment-resistant cancers known to medicine, carrying a median survival of just 12-15 months, even with the best available care.

Now, researchers at the MIT Media Lab have developed injectable nanoantennas, each about one-hundredth the width of human hair, that can be magnetically activated to create localized therapeutic electric fields that target and kill brain cancer cells without damaging healthy brain tissue.

๐Ÿ“ Using cells derived from this tissue in the laboratory, the researchers demonstrated that HITMAN eliminated 52.2% of these drug-resistant cancer cells โ€” more than five times than that achieved by the standard chemotherapy drug temozolomide (TMZ) โ€” while leaving healthy neurons and brain-supporting astrocytes unharmed.

โ€œIn laboratory and animal studies, this approach significantly reduced tumor growth and extended survival without detectable side effects, highlighting its potential as a precise and safe brain cancer therapy,โ€ โ€” says Deblina Sarkar, associate professor and AT&T Career Development Chair at the MIT Media Lab.

Canadaโ€™s banking regulator has sent one of the strongest signals yet that blockchain-based bank money can fit into the current banking system.

๐Ÿ”˜The Office of the Superintendent of Financial Institutions (OSFI) said tokenized deposits arenโ€™t legally different from regular deposits, so the tech used to represent them doesnโ€™t create a whole new legal category on its own.

๐Ÿ”˜OSFI focuses on what a financial product is, rather than how itโ€™s built or delivered. Therefore, a bank deposit doesnโ€™t turn into a different kind of financial product just because itโ€™s tracked as tokens on a blockchain.

โ—๏ธThat distinction could clear a big obstacle for Canadian banks wanting to experiment with blockchain-based payments and treasury tools.

However, this isnโ€™t a free pass for every blockchain product, as OSFI said federally regulated banks still have to follow all relevant laws and rules, including its requirements around technology risk, cyber risk, and third-party risk.

Banks should also check in with their OSFI supervisor before launching anything new.

Polish software developer Paweล‚ Szydล‚owski, developed an iPhone app called Zuckoff that detects nearby Meta smart glasses and estimates their distance after seeing videos of people using the devices to secretly film and identify unsuspecting strangers, amid growing privacy concerns.

The app scans Bluetooth signals from nearby devices and checks them for identifiers linked to known models of smart glasses. Its main scanning screen shows users the estimated distance of nearby smart glasses, while a paid version can run in the background and send notifications when compatible glasses are detected.

๐ŸŒ BRICS Financial Chiefs Issue Joint Call for Overhaul of Bretton Woods Institutions

BRICS finance chiefs and central bank governors reiterated calls for urgent reform of the International Monetary Fund and World Bank to give emerging and developing economies a greater say in the two institutions.

The Bretton Woods institutions, created in the aftermath of World War II, should better reflect shifts in the global economy, they said in a joint statement, calling for increased IMF quota and voting shares for emerging and developing countries. They also backed greater representation of those economies in the leadership of the IMF and World Bank.

โ€œWe reiterate the urgent need to reform the Bretton Woods Institutions to make them more agile, effective, credible, inclusive, fit for purpose, unbiased, accountable, and representative,โ€ โ€” the finance chiefs and governors said in the statement.


โ—๏ธThe call is not new. BRICS has long pushed for developing nations to have greater influence in global financial institutions, arguing that their representation should reflect their growing weight in the world economy.

On payments, BRICS agreed to continue exploring ways to make cross-border transactions between members faster and cheaper, including greater use of local currencies for trade and investment.

After more than a year of in-orbit testing, China has achieved a major breakthrough in its laser communication test between Earth and the Moon. Researchers have successfully established a two-way laser link across the roughly 400,000-kilometer distance between Earth and the Moon, marking the first time such high-speed laser communication has been conducted between the two celestial bodies.

Space laser communication transmits information using laser beams. Compared with conventional microwave communication, it offers several advantages, including greater bandwidth, higher data rates, improved pointing accuracy, and enhanced security.

๐Ÿ‡ฎ๐Ÿ‡ณ India starts tokenizing $620 billion corporate bond market with digital rupee settlement

India has started settling corporate bonds using blockchain technology and central-bank digital money, taking tokenization deeper into the countryโ€™s traditional financial markets.

The Securities and Exchange Board of India this week launched Demat 2.0, a pilot built around the electronic accounts Indian investors already use to hold stocks and bonds. Under the program, corporate bonds can be issued as digital tokens on a distributed ledger run by regulated market institutions.

Demat 2.0 connects the tokenized bond ledger with the Reserve Bank of Indiaโ€™s wholesale digital rupee through its Unified Market Interface. That allows the bond and the money used to pay for it to move together, cutting settlement risk between the two sides of a trade.

Microsoft has finally solved one of the biggest pain points of Windows with the rollout of Cloud Rebuild. The new recovery feature can reinstall Windows 11 even when an existing Windows installation is corrupt or refuses to boot. Available as a beta through the newly released Windows 11 Insider Beta Preview Build 26220.9343, the feature is essentially a hassle-free alternative to creating a Windows installation USB drive when a PC needs to be recovered.

Cloud Rebuild is designed to restore a Windows 11 PC to a โ€œclean, known-good stateโ€ by downloading a fresh image of Windows along with the required drivers directly through Windows Update. Unlike the existing Reset this PC functionality, it does not depend on the health of your existing Windows installation, nor does it require users to have a USB drive or custom recovery image available.
