🔜 The release includes QVAC TranslatePsy-AfriSLM and QVAC TranslatePsy-AfriNano, supporting 19 and 8 African languages respectively, alongside QVAC TranslatePsy-EuroNano covering 9 European languages.

For hundreds of millions of people across Africa, one of the barriers to modern AI is language. The most powerful tools run in a few major languages and depend on the cloud, putting them out of reach for many. 🌍

⚡️🇦🇪 Standard Chartered expands institutional Bitcoin, Ether trading in UAE

Standard Chartered has expanded its institutional digital assets business in the UAE by launching Bitcoin and Ether spot trading through its Dubai International Financial Centre (DIFC) entity, becoming the first global systemically important bank (G-SIB) to offer the capability in the market.

The move broadens the bank’s regulated digital asset offering in the UAE by combining spot trading with its existing digital asset custody services, which launched in September 2024.

❗️Eligible institutional clients will be able to trade deliverable BTC and ETH through Standard Chartered’s existing electronic trading platforms, allowing them to access digital assets using familiar foreign exchange (FX) interfaces. Clients can also settle trades with a custodian of their choice, including the bank’s own digital asset custody platform.

Tokenized RWA value on Stellar passed $4 billion this week, up from $868.8 million at the end of last year. What's behind the number matters more than the number.

❗️Why the architecture matters

On most networks, a regulated issuer builds its own permissioning. Who may hold the asset, and what happens when a wallet has to be frozen, becomes contract code someone writes, audits, and maintains for the life of the product.

Stellar has those controls in the protocol itself. An issuer sets an authorization flag, and from then on the asset only moves between accounts the issuer has approved. That's software nobody had to write and nobody has to keep maintaining.

DTCC, Circle, and WisdomTree didn't arrive at Stellar through the same door, retail access, stablecoin issuance, and institutional infrastructure are different problems, but they arrived at the same underlying answer.

That's what regulated finance choosing Stellar actually looks like: not one flagship deal, but independent institutions solving different problems and landing on the same network.

After months of legal wrangling, Utah's Senate Bill 73, the first US law to explicitly target VPN use in the context of age verification, went into effect today, September 3, 2026.

❗️ Utah's SB 73 requires commercial websites that "knowingly and intentionally publish or distribute material harmful to minors" to verify Utah visitors' ages when that material exceeds one-third of their content — even if visitors conceal their location with VPNs or proxies.

🟠Under the law, visitors physically in Utah count as Utah users regardless of whether they use a virtual private network, proxy server, or another tool to disguise their location. VPNs route traffic through remote servers, concealing the IP address a website would otherwise see.

🟠The bill also restricts operators from helping visitors bypass age checks, including by providing instructions for accessing their websites through VPNs or evading geographic blocks.

🔥 Catastrophe bonds may join tokenization rush, with plans for test issuance in 2027

Harneys, a law firm whose specialties include advising on alternative risk-transfer products including cat bonds, and droppRWA, a Bermudas-based platform that is helping Saudi Arabia tokenize its economy, plan to issue what they say will be the first catastrophe bonds whose ownership is recorded directly on a blockchain, with a first deal targeted for early 2027.

❗️Catastrophe bonds are specialized insurance products that pay out when major disasters, such as hurricanes or earthquakes, occur.

“Under the structure the firms have developed in Bermuda, the investor would hold legal title to the bond,” — Henry Tucker, partner and global head of trusts and private wealth at Harneys, said.

🔜 Catastrophe bonds are a $65.6 billion market used by insurers, reinsurers and government entities to transfer a portion of their exposure to natural disasters to capital market investors.

🔜 The investors receive coupon payments, typically a floating money-market return on the collateral plus a risk spread, but have to pay out if a qualifying event occurs. That attraction is returns uncorrelated to financial markets, economic cycles or political events.

“The issue isn’t whether you can put a catastrophe bond on a blockchain,” — said Edwin Mata, CEO and co-founder of tokenization firm Brickken.

“It’s whether the blockchain becomes the legal ownership record. If it does, transferring the token transfers legal title. If it doesn’t, you are only moving a digital version of an asset recorded somewhere else.”
