🧑‍⚖️ Former White House teleprompter operator ordered to pay $172,000 for Kalshi trades on mention markets

The CFTC ordered a former White House teleprompter operator to pay more than $172,000 to settle charges that he used his advance access to President Trump's speeches to profit from "mention markets" on prediction marketplace Kalshi. The former employee, Gabriel Perez, was ordered to repay $107,539.02 in profits and pay an additional $65,000 civil fine. The order also bars him from trading on any CFTC-registered entity for three years. 

Perez opened an account at Kalshi on Dec. 8, 2025, and traded between December 2025 and March 2026. Perez allegedly read Trump's prepared remarks roughly an hour before delivery and placed his trades on Kalshi mention markets, which attempt to predict specific words that public figures will use in addresses, based on the words in the text.

🤖 QuEra Uses Anthropic’s Claude to Automate Quantum Computer Laser Recovery

A quantum computer can have hundreds of qubits, but one drifting laser can still bring the whole machine to a halt. Keeping those lasers precisely tuned is one of the less glamorous, and surprisingly difficult parts of running a quantum computer. Now, researchers have shown that an AI agent can learn to diagnose and correct some of these failures on its own.

In a test involving a neutral-atom quantum-computing system operated by Massachusetts-based QuEra Computing, Anthropic’s Claude restored a laser’s lock in 695 of 700 trials, usually in less than six seconds. The result points to a different role for AI in quantum computing: not solving a quantum problem, but learning how to keep the hardware itself working.

“For years, the hardest part of scaling quantum computers wasn’t the physics. It was the people driving at 2 am to fix a laser lock. We built a solution using the Model Hardware Standard to fix that,” — Sergio Cantu, VP of Quantum Systems at QuEra Computing, said.

🇻🇳 Vietnam Moves To Build Safer Crypto Asset Market

At the Vietnam RWA Summit 2026, To Tran Hoa, Deputy Standing Head of the Digital Asset Trading Market Board under the State Securities Commission, said 5 companies had passed the first assessment to develop exchanges. ​They must next meet Level 4 information-system security requirements and contribute at least 10 trillion VND (383 million USD) in capital.

🧑‍⚖️ ​On July 16, the Government issued Decree No. 284/2026/ND-CP on administrative penalties for violations involving crypto assets and the market. The decree has raised questions about fines of 30-50 million VND for domestic investors trading through unlicensed platforms.

❗️Tran Quy, Director of the Vietnam Institute for Digital Economy Development and Chairman of MetaDAP, said investors would not automatically be fined from September 1, when the decree takes effect. Under Resolution 05, domestic investors will only be required to trade through licensed providers 6 months after the first provider receives a licence from the Ministry of Finance.

​Nguyen The Minh, Director of the Investment Banking Division at An Binh Securities Company, said licensed exchanges would give Vietnamese investors a more official, transparent and secure way to trade crypto assets. Starting September 1, major banks and retail companies will open their infrastructure for digital ruble transactions. From that date, individuals and businesses will be able to use the digital ruble as a new form of the national currency if they choose to.

🟠Individuals and companies will have one digital ruble account each, while sole proprietors will have two: one personal account and one for business purposes.

🟠Individuals will be able to transfer up to 300,000 rubles per month from their bank accounts into their digital ruble wallets. There will be no top-up limit for businesses. Once funds are in the digital wallet, both individuals and companies will be able to use them without restrictions.

🟠The digital ruble will support transfers between individuals and businesses, payments to and from the government, purchases, and refunds.

❗️For individuals, all digital ruble payments and transfers will be free. Businesses will also pay no fees until the end of 2026. Starting in 2027, fees for companies and sole proprietors will apply, but they are expected to be among the lowest in the payments market.

🇷🇺🏦 Russia's largest bank forecasts $46 billion in first-year crypto exchange trading under new rules

Sberbank, Russia's largest lender, said the country's regulated crypto trading volume on exchanges may reach 4 trillion rubles ($46.4 billion) in the first year after crypto laws take effect on Sept. 1.

Anatoly Popov, Sberbank's deputy chairman, said that such crypto trading volume could grow to roughly 7.5 trillion rubles ($87.1 billion) by 2029.

❗️Popov said the bank plans to issue loans secured by bitcoin, ether and USDT once they are approved by the central bank.
