According to Xora Finance, a neobank focused on the XRP ecosystem, native XLM can now settle on the XRP Ledger (XRPL). The development offers a fresh example of interoperability between Stellar and XRPL, potentially bringing their ecosystems closer together.
For XLM holders, this goes beyond simply adding another network to the asset’s reach. Native XLM settling through XRPL could provide access to another settlement environment and potentially expand how the asset interacts with XRPL-based liquidity and financial applications.
What began as two separate paths in the crypto industry may now be finding a point of convergence.

Members of the BRICS group of nations are discussing potential linkages between their respective fast payment systems and central bank digital currencies, Reserve Bank of India Governor Sanjay Malhotra said.
"Cross-border payments is an area of interest for all of us, including the BRICS, because we feel there is a lot of scope for reducing cost," — Malhotra said in Mumbai.
"Various options are on the table, but it is still at discussion stage, including CBDCs and linkages of fast payment systems," — he added.
The central bank will also continue its efforts to internationalize the rupee and promote the use of local currencies for cross-border payments and trade. The RBI sees AI as a capability to be harnessed and not just a risk that needs to be contained.
"Innovation and safety are not opposing goals, they are in fact complementary requirements of a durable financial system," — Malhotra said.

⚡️🇺🇸 Chicago Mayor Demands Data Center Moratorium After Backlash
Chicago Mayor Brandon Johnson is pushing for a temporary moratorium on data centers, and signed an executive order on Tuesday to create new rules for any future developments.
The order includes an increased review of air pollution permitting, additional rules on noise created by data center equipment, and a more thorough vetting process for future data centers that would consider water use, electricity demand and impact on neighborhoods, among other items.
Johnson needs city council approval for a moratorium. Chicago is already home to about 39 data centers, according to the mayor’s office.

This quarter, Bermuda announced that Stellar will power its plan to become the world's first fully on-chain national economy. Public infrastructure embedded in the real system of a real country. A whole nation choosing this rail for the systems its people rely on every single day.
That is where this is heading. That's the future we're building towards. Infrastructure so reliable, so embedded, that nobody thinks about it at all.
Bermuda is already making it happen on the Stellar network.

The SEC is about to propose its first formal rule that sets more durable rules for crypto businesses — in this case, a regimented path for legal issuance of digital assets under "Regulation Crypto."
Paul Atkins has long set the goal of this rulemaking as one of the major points of his crypto regulatory plan, and the agency has schedeuled August 14 for the meeting at which the three-member commission (all Republicans) will open the SEC proposal for public comment.
"We view this as the first of several rulemakings the SEC will undertake to provide regulatory certainty for crypto assets after the Senate failed before the August recess to advance the Clarity Act on crypto market structure," — TD Cowen analyst Jaret Seiberg wrote.
The proposal is expected to give a path to crypto firms enabling them to raise capital for projects without triggering SEC registration requirements, and the businesses are also expected to be provided an exit path for getting clear of the agency's jurisdiction when they're not engaged in hands-on management of the projects anymore.

Brazil’s biggest bank, Itaú Unibanco, has started working with digital-asset infrastructure provider OpenAssets on a tokenization pilot run by Brazilian Financial and Capital Markets Association ANBIMA.
The project will test how fixed-income securities and investment funds can be issued, traded and settled using distributed-ledger technology. The work will also examine the rules and technical standards needed for banks and asset managers to use such systems.
"Brazil has been one of the most forward-looking markets in finance and it is a natural place to move tokenization from exploration to production," — said Gabor Gurbacs, Chairman and CEO of OpenAssets.🚀

Under a multi-year $240M agreement between IBM and Together AI, IBM is positioned to deploy a large cluster of NVIDIA HGX B300 systems on IBM Cloud with expected availability in Q1 2027. Together AI will use this cluster to provide open-source model inference.
The aim is to enable Together AI to deliver better performance and token economics to enterprises as they look to efficiently scale their AI deployments. Together AI is built on the principle that open-source models are essential for the future of AI and developers should be able to build using open, modular stacks.

🥽 Meta glasses banned from courts in England and Wales
Courts in England and Wales have joined a number of restaurants, theatres and pubs in banning Meta glasses, amid a mounting backlash against what has been described as “spyware”. Last month courts in New York announced a ban on the controversial glasses, which can record video footage while being worn.

Researchers led by Director Eunjoon Kim of the IBS Center for Synaptic Brain Dysfunctions have identified a potential new autism treatment target: restoring function of the glycine transporter Slc6a20a/SLC6A20 to boost NMDAR activity, a receptor linked to ASD, schizophrenia, and other neurological conditions that has proven difficult to treat consistently.
These receptors play a major role in communication between brain cells and are essential for learning, memory, and other cognitive processes. To explore whether the strategy might eventually have relevance for people, the researchers tested it in human brain models.
Using CRISPR gene editing, they created human cortical organoids with SHANK2 or SHANK3 mutations. Like the mouse models, these organoids showed reduced NMDAR activity. An ASO designed to target the human SLC6A20 gene restored NMDAR function to levels close to normal.
A single ASO dose remained effective for at least 8 weeks with no detectable adverse effects in treated mice. While focused on autism, the findings position SLC6A20 as a promising target for restoring NMDAR function — with potential applications for other disorders involving NMDAR hypofunction.
