Senate Majority Leader John Thune is planning a vote on President Donald Trump’s landmark crypto market structure legislation as soon as next week.

❗️Senate Republicans circulated new text of a landmark cryptocurrency bill, unveiling changes to the so-called Clarity Act.

The final working draft of the Clarity Act has emerged days after talks with President Donald Trump led to a deal on how Republicans would address the effort's biggest remaining hurdle.

πŸ“Œ That section would limit the president and other senior government officials from direct crypto ties, with the restriction currently set to expire in 2029 and the Department of Justice tasked with policing related ethics complaints.

🟠The overall bill text is reflective of work in two relevant Senate committees β€” Banking and Agriculture β€” plus the addition of a lot of new language meant to ensure the safety of digital assets users and investors.

‼️One thing that may land as a significant relief for the DeFi corner of the industry is that the section known as the Blockchain Regulatory Certainty Act remains intact, meaning developers that don't control users' assets won't be treated under the regulatory regime as "money transmitters," with all the compliance burdens that would come with that.

The Senate is expected to need at least 10 Democrats to approve the final bill before it can become law, because of the chamber's requirement for 60 yes votes on most legislation.

PsiQuantum has signed a $125 million agreement with the U.S. Defense Advanced Research Projects Agency, the quantum ​computing startup's largest U.S. government award to date. The deal falls β€Œunder DARPA's Quantum Benchmarking Initiative, which aims to determine whether it is possible to build an industrially useful quantum computer by 2033.

The US will reconfigure its annual federal R&D budget of around US$200 billion away from funding colleges and β€œlegacy institutions” and towards individual scientists instead, in pursuit of faster and more β€œagile” new research organisations with AI as a core focus, the report said.

We need new paradigms for the research enterprise, including innovative models for funding and sharing scientific research, redefining how America conducts the business of discovery. We must build an ecosystem that attracts top talent, celebrates merit, protects our intellectual edge, and enables scientists to focus on meaningful work rather than administrative box checking.

Our federal agencies distribute approximately $200 billion in annual R&D funding. Yet we have no systematic framework for identifying where those dollars could catalyze the greatest scientific returns, with deference instead given to the same incumbents that consume the funding.

Driving meaningful improvements in our portfolio allocation will require a coordinated effort, but it is not impossible. We already have proof that bold models can dramatically accelerate progress and deliver new scientific opportunities for our researchers.


According to a memo accompanying the report, US federal departments and agencies are instructed to submit an action plan within 90 days outlining the steps they will take to implement the report’s recommendations.

July 23: πŸ‡°πŸ‡ΏKazakhstan to Use Digital Tenge Across Government Spending This August

Kazakhstan to begin using the digital tenge in public procurement from August after completing the integration of the digital currency platform with the Finance Ministry’s information systems, reported the Prime Minister’s press service on July 22.

The announcement followed a government meeting chaired by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin, where officials reviewed progress on pilot projects testing the central bank digital currency and discussed challenges to its wider implementation.

According to the ministry, the legal status of the digital tenge platform and its operating procedures have now been established. A total of 340 billion digital tenge (US$626 million) has been issued, with 20 pilot projects completed, 10 underway, and 50 more in preparation.

πŸ“†πŸ”œBeginning in August, the digital tenge will be used for public procurement of goods, including medicines, fuel and lubricants, and other material supplies. Pilot projects cover infrastructure construction, budget lending and subsidies, grant financing, government support measures, public procurement, tax administration, as well as procurement by the National Bank and quasi-state entities.
