Velocity, the stablecoin treasury and settlement platform bringing enterprises onchain, announced a $38 million Series A round led by Dragonfly and FirstMark, with participation from Activant Capital, Capital One Ventures, QED Investors Coinbase Ventures, Wintermute Ventures and Ripple.
This funding round brings Velocity’s total capital raised to nearly $50 million since May 2025 and unites investors from across digital assets, enterprise software, payments, and traditional financial services.
"The most enduring technology companies are built around shifts that fundamentally change how industries operate," — said Adam Nelson, Partner at FirstMark. "We believe stablecoins have the potential to transform the movement of money as profoundly as the internet transformed the movement of information."
The company plans to use the new funding to expand its global banking and payments network, accelerate product development, deepen regulatory capabilities, and support growing demand from enterprises and financial institutions adopting stablecoin-powered treasury and settlement infrastructure.

Give us a sense right off the bat on how important a milestone this is?
Thank you so much for having me, Liz, and it's absolutely a really important milestone. In fact, it's historic. Circle was the very first digital assets company in American history to get a de novo federal trust charter. So what that basically means is it wasn't a conversion, but we literally built it from scratch. And what this allows us to do is essentially use the very gold standard for regulation around the world to, at some point, manage the USDC reserves, which is critically important because, as you know, USDC is the world's leading regulated stablecoin. Something like 70% of transactions involving dollar stablecoins involve USDC.
Circle, as I read, can open according to this designation on or after July 10th, which, of course, was last Friday. I mean, when does it actually open its doors?
We are open for business. Obviously, we have a business plan. We're moving forward. But we're going ahead. We're excited about the possibility of one of the things that we're going to be able to do is actually hold digital assets in custody. That's really important because folks that are out there that have their digital assets, they want to put them ultimately with a custodian that is subject to the highest quality regulation. So that's a service that we'll offer. And then in the long run, as I mentioned, this entity will oversee and manage the USDC reserves and as a result, will be subject to the Genius Act and making sure that we meet the highest standards that are here in the United States.
So give me your assessment of when the Clarity Act might really finally pass.
Well, we're hoping as soon as possible, because I think it's really important that people understand that this is more than just any old financial regulation. This whole area, starting with the Genius Act, is really an upgrade of the U.S. payment systems, and it allows us to win in the next generation of the Internet, which is the Internet of Value. And so in some ways, it's very important for economic and national security that the U.S. be able to lead. And right now, there are many financial institutions, traditional financial institutions, that really want to get into this space. They want to experiment. They want to be a part of it. They want to start moving value on chain. But the lack of legal certainty is holding them back. So it's a really important law.

Karnataka has announced a major push to strengthen AI education and innovation in the state. Deputy Chief Minister D K Shivakumar said the government plans to introduce AI education from Class 6 and set up India's first government-led AI University in Bengaluru.
The government also plans to create a dedicated AI Hub to support research, innovation and collaboration between educational institutions, startups and industry.

U.S. Senators John Boozman (R-AR) and Kirsten Gillibrand (D-NY) introduced the More Paid Leave for More Americans Act, legislation to expand access to paid leave through an innovative state-driven, public-private partnership model while creating a national framework that empowers employers to administer this benefit efficiently across state lines.
The bill would authorize a three-year pilot program through the U.S. Department of Labor (DOL) to help states, in partnership with private employers, offer paid family, caregiving or medical leave. It would also establish the Interstate Paid Leave Action Network (I-PLAN) — a working group of participating states to foster collaboration, reduce compliance burdens and create a standardized system for processing interstate claims.
“No American should have to choose between earning a paycheck and caring for a new baby, a sick parent, or their own health,” said Gillibrand. “The More Paid Leave for More Americans Act is a commonsense, bipartisan step toward solving a challenge facing millions of hardworking families.”

T.Rowe Price has brought what it said is the industry's first actively managed multi-token spot crypto ETF to the market. The T. Rowe Price Active Crypto ETF (TKNZ) began trading on Thursday, giving investors exposure to a portfolio of crypto assets rather than a single token.
The launch marks a milestone for the Baltimore-based asset manager, which oversees $1.9 trillion in assets, as it expands its product lineup into digital assets. TKNZ is designed to hold a diversified basket of cryptocurrencies, including bitcoin, ether, BNB, XRP, XLM, solana (SOL) and Hyperliquid (HYPE), among other digital assets.

The Australian Government has announced the creation of a National Office of AI, following the Prime Minister's pledge to place "AI in Australia's interests" at the centre of technology policy. The office will lead national AI standards, governance and industry engagement across portfolios and signalling a more assertive approach to digital oversight.

Roblox announced a new feature called “Build,” allowing users to design games from their mobile devices using AI. The Build feature lets anyone turn simple text prompts into a basic game without any programming experience.
“Powered by a broad set of AI models, including both open-source and proprietary Roblox models, Build handles gameplay mechanics, environment, characters, visual style, sound, and more,” — the company wrote in a blog post.

The Volvo Group is currently in the process of developing a proprietary cryptocurrency designed for supplier transactions, according to Ivan Branco, who leads information management, AI, and analytics for the Volvo Group’s logistics operations in Belgium.
Branco has noted that the company approaches these technologies from a perspective of business necessity. It is no longer about tech-first experimentation.

Visa and analytics firm Artemis released a research report highlighting how stablecoins will facilitate micro-commerce in the age of the agentic economy.
→ macro-commerce, in which agents act on behalf of humans for consumer-sized transactions such as booking travel or managing subscriptions;
→ micro-commerce, which involves frequent sub-dollar payments between software systems for services such as API calls or compute resources.
While the report said traditional card rails remain well suited for macro-commerce, fixed fees associated with existing rails make sub-dollar micro-payments uneconomic. Newer blockchains have reduced settlement costs to fractions of a cent, which makes stablecoins a more viable option for such payments.
"In all likelihood, this won't come down to a choice between cards and stablecoins. Both will have a place," Visa said. "Cards are a good fit for the proxy and macro purchases that happen inside today's merchant networks. Stablecoins suit the machine-native micropayments."
The platform launched with support for Open USD, a recently introduced stablecoin from Open Standard, and includes tools for minting and redeeming the token along with wallet infrastructure for managing onchain assets.

Federal agents arrested a South Florida man and charged him with conspiracy to obtain information by computer for private financial gain.
In a 15-page federal criminal complaint, FBI agents said Zyaire Dontaevious Zamarion Wilkins, 21, of North Lauderdale, financed and procured the malware and then helped market the infected games, which were distributed on a “popular digital distribution software company.” Games identified in the complaint ― BlockBlasters, Dashverse, Lunara and PirateFi.
According to the complaint, Wilkins and others helped market the games on social media and messaging applications, including Discord, Telegram, X and LinkedIn. The conspirators targeted specific victims, using bots “to identify individuals with large cryptocurrency holdings and send them targeted messages” encouraging them to download the games.

The x402 protocol is a payments enabler for internet-based transacting, developed by cryptocurrency exchange Coinbase and now stewarded by its eponymous foundation. The goal is to enable payments between AI agents, machines and users through the standard internet language Hypertext Transfer Protocol (HTTP), without requiring subscriptions or manual entry of credit card details and the like.
“You don't want to be in a walled garden when you're dealing with money,” Dixon said.
