🇰🇿President Tokayev Signs Decree to Accelerate Kazakhstan’s Digital Asset Industry

Kassym-Jomart Tokayev has signed a decree titled “On Measures to Stimulate and Develop the Digital Asset Industry in the Republic of Kazakhstan.”

⬇️ The document aims to further develop the legal and economic conditions for the market of digital assets, attracting investment, and strengthening Kazakhstan's position as a regional hub for digital technologies.

🟠Under the new rules, licensing of unsecured digital asset exchange operators and registration of trading and financial asset platforms are carried out by submitting documents to the National Bank of Kazakhstan.

🟠The decree introduces a mechanism for using associated petroleum gas and natural gas produced at oil and gas fields to generate electricity independently. This electricity may be used for digital mining where these resources are not required to meet state needs.

🟠The decree also provides for the development of mechanisms enabling the use of digital assets and stablecoins for cross-border settlements, as well as the creation of conditions for the voluntary disclosure of digital assets previously held on unregulated foreign platforms, followed by their transfer to platforms operated by domestic service providers.

🟠Income earned by individuals from transactions involving digital assets conducted through Kazakhstan's regulated digital asset infrastructure will be exempt from personal income tax.

❗️The legislative foundations for state regulation of the circulation of digital assets were laid by the Law "On digital assets in the Republic of Kazakhstan." Since May 1, 2026, a systematic regulation of digital asset circulation has been introduced in the country.

INSTITUTIONAL STABLECOIN ADOPTION FUELS XLM PAYMENTS BOOM ON STELLAR
July 7, 2026

•Institutional stablecoin adoption
is accelerating on Stellar, with growing support from projects involving USDC, MoneyGram and PayPal, reinforcing the network’s role in digital payments.

More than $3.3 billion in tokenized real-world assets (RWAs) now operate on Stellar, strengthening its position as a blockchain for financial settlement.

Protocol 27 aims to improve smart accounts, wallet functionality and developer tools, supporting the next stage of Stellar’s ecosystem growth.

Institutional stablecoin adoption continues to expand across the crypto sector, and Stellar is becoming one of the primary networks benefiting from that trend. The growing use of blockchain-based payment infrastructure has placed XLM payments at the center of discussions about efficient digital finance, while tokenized assets and network upgrades reinforce Stellar’s position as a platform built for real-world financial applications

INSTITUTIONAL STABLECOIN ADOPTION STRENGTHENS XLM PAYMENTS

Institutional demand for stablecoin infrastructure has become one of the strongest drivers behind Stellar’s recent growth. Built around fast settlement and low transaction costs, the network has established itself as an attractive option for companies seeking blockchain payment rails that comply with existing financial regulations.

USDC remains one of the largest stablecoins operating on Stellar, supporting payment initiatives across multiple markets. Partnerships involving MoneyGram have demonstrated how blockchain can simplify international transfers by connecting digital assets with local cash services. Meanwhile, PayPal’s expansion to Stellar adds another recognized financial brand to the ecosystem, increasing confidence in the network’s payment capabilities.

Stellar has consistently prioritized real-world financial applications instead of focusing primarily on speculative activity. That strategy has allowed payment providers and fintech companies to build services that connect traditional finance with blockchain technology while maintaining efficient and affordable settlement.

🤖 IBM and Red Hat Expand Lightwell with New Offerings to Build the Trust Infrastructure for AI-Era Open Source

IBM and Red Hat today announced the commercial launch of Lightwell, delivering automated vulnerability remediation at scale through two offerings: Lightwell Network and Lightwell Clearinghouse Premier.

🔹Lightwell Network gives enterprises access to a launch catalog of 6,500+ remediated, digitally signed, and certified application-layer dependencies across major ecosystems, including Java and Python.

🔹Lightwell Clearinghouse Premier enters a limited-availability phase, serving as a trusted intermediary for secured patch embargoes and vertical threat coordination.

❗️ Today's launch builds on the $5 billion commitment to open source security that IBM and Red Hat announced in May 2026, backed by a global force of more than 20,000 engineers to oversee and scale Lightwell's advanced, AI-driven remediation capabilities.

➡️ Lightwell now extends proven enterprise protection to an organization's open source software portfolio. To deliver this trust infrastructure, Lightwell leverages the high-throughput capability of a generative AI-powered remediation engine that is already live and operating at scale.

➡️ Lightwell removes the friction between rapid innovation and enterprise compliance by securing the specific software packages organizations run in active production today, while establishing a stable platform for future applications. Backed by its AI-powered remediation engine, Red Hat and IBM expect Lightwell’s catalog of remediated packages to scale rapidly from thousands to millions.

"IBM and Red Hat are giving enterprises certified fixes they can pull straight into the systems they already run, with no retooling or disruption, backed by a growing network of technology and delivery partners," said Rob Thomas, Senior Vice President, Software & Chief Commercial Officer, IBM.

By collaborating with these industry leaders, Lightwell delivers a true orchestrated defense, enabling network rules, cloud environments, and deployment pipelines to be updated simultaneously across the entire enterprise fabric when a fix is ready. 🚀

🇪🇺 EU to revise crypto rules in 2027 about a week after the landmark crypto rules went into full effect

The EU is set to revisit its crypto rules in an attempt to address the issue of multiple crypto-asset issuances from non-EU jurisdictions and to expand the framework to cover emerging technologies.

❗️The European Commission is consulting stakeholders until 30 September as it assesses whether to reopen the legislation. However, EU lawmakers are convinced that a review is inevitable.

“Reopening the file seems unavoidable at this stage, not only in light of the position expressed by several European institutions (not least the ECB), but also to cater for the most recent regulatory and technological developments worldwide,” a EU diplomat said.

As US president Donald Trump has made significant investments in stablecoins, the EU is under growing pressure to clarify how to regulate non-EU companies that issue those crypto assets and operate in Europe.

🤖Humanoid robots perform surgery successfully for the first time

Working with surgeons from the University of California San Diego, a humanoid robot successfully carried out a gallbladder removal. In a second operation, two humanoids working side by side performed a laparoscopic gallbladder removal. Both of the procedures for the proof-of-concept experiment were performed on non-primate mammals.

“Remotely operated and autonomous humanoid robots have real potential for amplifying access to critical surgeries to which patients would otherwise not have access.

This can help address the healthcare crisis not only in the United States, but also worldwide,” — said Michael Yip, a faculty member in the UC San Diego Department of Electrical and Computer Engineering.

🕸 Google's new feature will disclose which ads are made with AI.

AI makes it easier for businesses to create ads, place their brand’s products in various settings, and save money on real-world e-commerce photography. But it can also be misleading if consumers don’t know that what they’re looking at isn’t a real product photo. While Google prohibits misleading and deceptive ads, an ad can still leverage AI to create some type of synthetic or digitally altered content. Until now, that’s something Google only required election ads to disclose.

The tech giant said the new consumer-facing feature will be introduced to the “My Ad Center” panel, which anyone globally can access by clicking the three-dot menu or the info icon on the ads they see via Google Search, YouTube, and Google Discover. Now users also see an option that says “How this ad was made,” which will indicate if the ad was created or edited with AI.

Alfa-Bank has started testing cryptocurrency trading through its Alfa-Investments brokerage app with a limited group of qualified investors. The test version reportedly included several major cryptocurrencies, including Bitcoin, Ether, Solana, Litecoin, Tether USDt, USDC and Zcash.

➡️Alfa intends to create its own digital depository — a regulated entity responsible for the custody, accounting, and transfer of digital assets — once the new law on digital currency and digital rights takes effect.

❗️Alfa Bank Chief Operating Officer Dmitry Vitman said that the bank plans to first establish a retail-focused brokerage, potentially by the end of this year or early 2027. Vitman added that he expects the Russian crypto market to gain liquidity no earlier than the end of 2027.

According to Vitman, the depository will serve as the foundation for a broader range of services, including crypto custody, trade facilitation, and investment products on open blockchains aimed at attracting foreign investors.

The announcement comes as Russia’s largest banks prepare for a regulated crypto market, with Sberbank, VTB and T-Bank also outlining crypto plans amid progress on the country's digital asset legislation. 🚀
