While issuers can harvest yield from these T-bills, the BoE is strictly banning companies from paying interest or dividends directly to users for simply holding the stablecoin. However, the bank is explicitly permitting activity-based rewards, such as cash-back tokens or loyalty points linked directly to payment transactions via Web3 apps.
Under the new framework, everyday users and large businesses will no longer face restrictions on the amount, frequency or type of stablecoin transactions they can make.
The BOE noted that the new stablecoin issuer cap is designed to protect the broader U.K. credit system from sudden capital flight while allowing innovation, global competition and growth to take place.

SpaceX has inked a multibillion-dollar agreement to provide computing resources to artificial intelligence startup Reflection AI, the latest in a string deals from Elon Musk’s firm as it vies to become an AI infrastructure provider.
Reflection will pay SpaceX’s AI division, dubbed SpaceXAI, $150 million per month starting in July through 2029. Reflection will tap the hardware of SpaceX’s Colossus 2 data center, located in Memphis, Tennessee. The two companies have the right to terminate the arrangement with 90 days’ notice.

The National Business Corporate Pension Fund, based in Okayama, plans to allocate roughly 1% of its total assets to crypto by investing in a passive fund managed by a hedge fund.
The fund, whose members include about 1,200 small and midsize enterprises, manages approximately 21.3 billion yen ($131.8 million) in assets and operates a retirement savings program. The planned crypto allocation is part of a broader effort to diversify currency risk.

Today, President Donald J. Trump signed an Executive Order to supercharge U.S. innovation in quantum technologies and securing the nation against advanced cryptographic attacks (Executive Order 14409).
🔘 The Order directs the Assistant to the President for Science and Technology, in coordination with other relevant government leaders, to update the National Quantum Strategy to support quantum-enabling technology and encourage partnerships with U.S. industry.
🔘 The Order establishes a national effort to develop the first ever quantum computer powerful enough to initiate the era of quantum-enabled scientific discovery and accelerate quantum capabilities for commercial applications.
🔘 The Order calls on the Secretaries of Commerce, War, and Energy and the NASA Administrator to develop plans to deploy quantum-enabled sensors and networks in the next five years.
🔘 The Order prioritizes the development of a strong American quantum workforce through the expansion of registered apprenticeships, credentials, and the creation of National Quantum Workforce Development Institutes.
🔘 The Order reconstitutes the National Quantum Initiative Advisory Committee and directs the expansion of the Quantum Counterintelligence Protection Team. It also directs appropriate engagement with international partners on quantum matters.
It is the policy of the U.S. to safeguard national security and maintain technological leadership by responsibly and effectively executing the transition of Federal information systems to National Institute of Standards and Technology (NIST)-approved Federal Information Processing Standards (FIPS) for Post-Quantum Cryptography (PQC), and to assist critical infrastructure owners and operators with their transitions.

Microsoft and Chevron announced plans on Monday to develop a 2.67-gigawatt natural gas power plant in West Texas to serve the tech company’s AI and cloud data centers.
Under the 20-year power purchase agreement, the plant will provide dedicated electricity to a Microsoft-operated data center. Two large GE Vernova turbines will generate most of the power, with a Caterpillar subsidiary Solar Turbines providing the rest. Microsoft will buy power from the power plant for 20 years.
The project will be “among the largest co-located natural gas power and data center developments in the U.S.,” Chevron said in a press release.

Ripple today announced it has received preliminary approval for its Crypto Asset Service Provider (CASP) license from Luxembourg’s Commission de Surveillance du Secteur Financier (CSSF) under the EU’s Markets in Crypto Assets (MiCA) regulation.
The CASP license, combined with Ripple’s existing EU Electronic Money Institution (EMI) licence, will mean that European banks, fintechs and corporates can access Ripple’s full cryptoasset and stablecoins payments infrastructure - collect, exchange and pay out - through a single integration for the first time.
The licence also positions Ripple to expand into broader cryptoasset activities in the region, as it continues to meet growing European demand for digital assets services and infrastructure.
“Financial market infrastructure is moving onchain - from cross-border payments and settlement to collateral management and tokenised assets - and banks and fintechs are actively building the digital asset capabilities they need to remain competitive. Ripple holds more than 75 regulatory licences globally, making it one of the most licensed crypto companies in the world.

Prosus NV has developed its own version of the artificial intelligence agent OpenClaw to get around European concerns over data privacy, and will start rolling it out this week.

Franklin Templeton, a global investment leader, announced the completion of its acquisition of 250 Digital, an active cryptocurrency investment management firm led by crypto industry veterans Christopher Perkins and Seth Ginns.
The acquisition includes the 250 Digital investment team and all liquid cryptocurrency strategies previously run by CoinFund. Franklin Templeton will invest in these strategies as part of the agreement.

Hungary’s parliament approved comprehensive anti-corruption legislation to meet a key demand of the European Union for the release of funds the bloc had been withholding under former Prime Minister Viktor Orban’s rule.
