Will the Senate refuse to break the filibuster to advance the Save America Act?
It certainly is looking that way.
Anna Paulina Luna said that if the Senate is unwilling to do the right thing and pass the Save America Act by breaking the standing filibuster, the only way to proceed is to stick it on FISA.
She is absolutely on point.
Historically, controversial bills often fail as stand-alone legislation, but pass when attached to must-pass bills.
FISA reauthorizations are often treated as national security necessities, making them legislative vehicles.
The Senate’s 60-vote cloture rule is often used to block controversial legislation, so attaching the Save America Act to FISA could circumvent the need for a separate cloture vote.
