Admin’s note : did DPRK give up Marxism-Leninism?
When Kim Jong Il replaced Marxism-Leninism with Juche in the party rules and constitution, he wrote :
Dear Leader Kim Jong Il is clear :
1. Juche is a correction of Marxism-Leninism, mainly about the nature of man (the question of Kim is simple : yes we agree that consciousness is a product of a matter called brain which produces thinkings based on social pratice… But how does this consciousness influence the world?).
2. But Marxism-Leninism remains the best theorical doctrine and the first attempt at fighting idealism and creating a proletarian conception of the world, historical materialism.
3. Juche takes most revolutionary elements of Marxism-Leninism (the analysis of Capitalism, Imperialism, the anti-revisionist thesis against reformism, class struggle, etc) but removes the things that, for DPRK, led to revisionism (mostly economic determinism).
So the fact that, in 2016, Marxism-Leninism made a come-back in the rules is normal and is just a clarification of what Kim Jong-Il already explained. Juche is a new philosophy built as a continuation of Marxism-Leninism. See the preamble of the rules presented at 7th Congress of WKP:

The Korean Worker's Party reinforces Kim Il Sung and Kim Jong Il-ism based on the education of greatness, Kim Jong Il patriotism, belief, anti-imperialism, and morals. The Party opposes opportunistic ideological trends, including capitalism, Confucian ideas, revisionism, and Sadae-ism (homage to great powers), and maintains the working-class principles and the revolutionary Marxist-Leninism.
The Korean Worker's Party consistently maintains party construction and activities aligned with the people-first ideology. It thoroughly adheres to the class line and the mass line, solidifying the class position of the Party and the revolution. The Party does its part as a responsible and caring mother party by defending the people's interests, serving the people, and looking after the fate of the people.

I am a blessed man who was honoured to meet the respected General Secretary Kim Jong Un and receive his precious instructions when he visited our factory two times.
Recollecting with deep emotion those indelible days of my life, I can’t help being moved to tears by thinking that the respected General Secretary is, indeed, the benevolent father of our people, who is possessed of ardent human love.
Early in December last year, the General Secretary visited our factory nearing the inauguration.
Going round of paper-production process of the factory with accompanying officials, the respected General Secretary halted in front of the toilet paper machine and personally studied whether the safety railing of the paper machine process was secure or not.
I was deeply moved, looking up to the respected General Secretary who was so deeply concerned for a railing which ordinary workers use.
When he visited our factory again late in the same month, he mounted a footstool of the before-treatment processes of raw materials and measured even the level of noise while carefully observing the process of carrying heavy logs.
That day I keenly realized once again that the General Secretary is the benevolent father who devotes all his efforts to providing workers with perfect working conditions.

Our foodstuff factory conveys the devoted efforts made by the respected General Secretary to usher in a new era where the capital is envious of the regions and the regional rejuvenation represents the progress and development of our state.
On December 18 last year, the respected General Secretary, who personally attended the inauguration ceremony of regional-industry factories in our county and cut the inauguration tape, went round various production processes of our foodstuff factory and even tasted products of our factory.
At the beer production workteam, he said with satisfaction that it was really spectacular to see the foodstuff factory making products with a local brand through an advanced beer production line.

Self-sustenance and self-determination means devising one’s way to live by one’s own determination and efforts without relying on others.
The DPRK’s history of socialist construction is the annals of self-existence and self-support in which it has defended the Juche character and overcome all difficulties by dint of self-reliance.
The Workers’ Party of Korea has solved all the problems arising in the revolution and construction independently and creatively in conformity with the Korean people’s will and to suit the actual conditions of the country.
As the Party rejected flunkeyism and dogmatism and carved an original path for socialist construction, departing from the established theories and existing mode, a socialist state was built on this land, the one which thoroughly applied the principles of independence in politics, self-sufficiency in the economy and self-reliance in national defence.

Pyongyang Times:Factory steadily increases production
The Phyongsong Synthetic Leather Factory overfulfilled its yearly plan and produced hundreds of thousands of square metres of more synthetic leather by putting efforts into the modernization of equipment, readjustment and reinforcement and improvement of product quality.
The technicians of the factory concentrated on the modernization of its major production facilities in close contact with the scientific research institutions last year.
They remodelled the nonwoven fabric machine for heat deposition and drying furnace and made and installed an automatic blending machine of fibre, providing conditions to increase the production of nonwoven fabric 1.5 times.
The factory installed various control devices in the main production processes including the introduction of a new control device into the dry synthetic leather production process to further upgrade the integrated manufacturing system. In particular, it modernized a patterning machine and printing facilities, reducing manpower needed for them by half and increasing the kinds of patterns of synthetic leather which can be used for production by over 100.
The factory also directed efforts to restoring the original performance of its equipment to steadily boost productivity.
Its staff office worked out a detailed plan for restoring the original performance of the equipment and organized the work accordingly to enhance the performances of various facilities as they repaired and readjusted parts and devices of the dry coating process.
As a result, it obtained good results in the production of synthetic leather needed for the production of schoolbags, shoes, various kinds of sports goods and daily necessities.
It also developed and produced synthetic leather with a combination of various colours by relying on the advanced technology and further improved the qualitative indices of the product including tensile strength.
In those days enthusiasm for studying science and technology bubbled up and a mass technical innovation drive was intensified among the employees, resulting in the introduction of over 20 technical innovation plans into production.
According to chief engineer Kang Kum Song, many products including leather shoes made with the synthetic leather produced by his factory were highly appreciated by the visitors at several exhibitions held last year.

A number of coal mines in the western area of the country finished the belt conveyor projects for increasing the transport capacity last year.
The Wolbong Coal Mine promoted the project for one thousand and hundreds of metre-long belt conveyor, opening a prospect for boosting the coal production.

Another unusual meeting was convened in the UN arena today, undermining and sacrificing the sacred name and noble mission of the UN, a signpost and an absolute symbol of justice and equality.
The retaliatory blow of Russia was called into question.
The emergency meeting of the UN Security Council convened under Ukraine’s unilateral claims never means the international support for the appeal of a "victim".
It is just an extension of the customary practice of the Western cavilers who used to groundlessly slander the just exercise of the right to self-defence of a sovereign state.
The target of denunciation and rejection is the Kiev authorities who committed illegal military terrorist attacks on Russia and those forces who actively patronized them.
I express serious concern and strongly denounce and reject the shameless acts of Ukraine which covered up its heinous terrorism against Russia and took issue with Russia over its legitimate measures against it.
The Ukrainian crisis was obviously caused by the confrontation policy of the U.S. and the West which have violated Russia’s reasonable and legitimate security interests and escalated NATO’s eastward advance.
The responsibility for all the incidents lies entirely with the parties who created the preconditions for them.
The terrorist act targeting the absolute sovereignty of a country can never be justified, and retaliation of justice can never be demonized by any assertion.

KCNA:Juche-oriented Civilian Defence Forces
President Kim Il Sung developed the plan to found the Juche-oriented civilian defence forces on the basis of the valuable experience gained in building the civilian armed forces during the anti-Japanese armed struggle and immediately after the liberation of the country.
One day in January 1959, the President visited Wonhwa village in Phyongwon County and talked with union members to learn in detail about the size and organization of the self-defence force of Wonhwa-ri, its emergency mobilization order and training.
He clarified the plan to build the people's self-defence forces into a stronger armed organization and learned about the intention of the union members.
He confirmed that the conditions for forming a civilian military organization of a new type were ripe from the people expressing absolute support for the intention of the Workers' Party of Korea.
The simple voice of the people helped the President further cement the far-reaching plan for putting all the people under arms. He called an official by phone and finally confirmed the name of the new civilian armed forces. M
Saying that it would be better to call the forces the "red guards" rather than the "red self-defense forces", the President suggested calling it the "Worker-Peasant Red Guards" in the sense of an armed organization comprising all the people including workers and peasants.
After confirming the name of the new civilian armed forces as the "Worker-Peasant Red Guards", he founded the Worker-Peasant Red Guards (then), the Juche-oriented civilian armed forces brilliantly carrying forward the traditions of the anti-Japanese struggle, on January 14, 1959.

Officials of the ministry and relevant units set a goal to innovate new contents and methods of vocational technical education and are carrying it out step by step.
The vocational technical education institute under the ministry has applied a research-type teaching method to subjects, raising the practical abilities and qualifications of teachers.
And it is taking measures to train students to be talents with practical abilities by drawing up a new curriculum for strengthening foreign language education from the new school year.
The provincial vocational technology colleges for medical workers and the classes for training nurses of city and county hospitals are directing efforts to practical education so that all the students can acquire the abilities and qualifications for treating and nursing patients well.
They are also engaging in improving the educational conditions and environments and equipping themselves with medical appliances and supplies necessary for experimental and practical education.
