In the occultation of Imam Mahdi (ATFS),, our Fuqaha have the general Wilayah (authority) on the Muslim Ummah. And a conditions fulfilling Faqih (or a group of Fuqaha) are to manage and administer the affairs of the Muslim Ummah.
Martyr Beheshti establishes an argument and lists the rationale behind this Islamic model of governance. In addition he lists the qualities and conditions that a Faqih needs to fulfill before he can be given the authority over the Muslim Ummah.
