Associate Professorship in Evidence-based Social Intervention and Policy Evaluation

The Department of Social Policy and Intervention at Oxford proposes to appoint an Associate Professor in Evidence-Based Social Intervention and Policy Evaluation. This full-time, permanent post (subject to completion of a successful review) is available from 1 January 2018, but a later date may be negotiated. In exceptional cases, where the candidate has previously established an academic standing at an appropriate level of distinction, the title of full professor may be awarded upon appointment. The post is associated with a Non-tutorial Fellowship at Green Templeton College.

This is an exciting opportunity for an outstanding scholar to join the Department of Social Policy and Intervention, a multi-disciplinary social science centre of excellence, ranked first in the UK Research Excellence Framework 2014 and second in the world QS ranking 2017.

The successful candidate will contribute to teaching on the Master's courses in Evidence-Based Social Intervention and Policy Evaluation, and to supervising doctoral students, while pursuing an independent research agenda. The scholar will be part of an intellectually stimulating multi-disciplinary research community.

The successful candidate will have a completed doctorate in social or behavioural sciences or public health, or related discipline, and a track record of internationally excellent research. We especially welcome applicants with expertise in the evaluation of policies and complex social interventions, including those with expertise in non-randomised research methods (e.g. natural experimental or quasi-experimental designs). We are also open to a range of other approaches relevant to our research and teaching, but expect a body of established work on social intervention or policy evaluation.

Post-Doctoral Research Opportunity: Economic Incentives for Stormwater Management, Environmental Management and Climate Change Resilience

Stormwater management (SWM) is today a major focus of environmental research across the nation. There is general recognition that reliance on “gray infrastructure” through the simple removal of stormwater via sewers fails to make cost-effective use of ecosystem services such as infiltration and evapotranspiration. Consequences include combined sewer overflows, higher stormwater management costs and ecosystem damage costs as well as excessive nutrient flows to streams, rivers and coastal waters. This has led to policy emphasis on green infrastructure to make use of ecosystem services to manage surface water flows and lower stormwater management costs.

There are a number of interesting interdisciplinary research topics in stormwater management for social scientists, planners, regional scientists, engineers, ecologists, geographers and others. Some of the current work in our laboratory is focused on analyzing economic incentives such as a stormwater retention credit trading program to motivate stormwater generators to install and maintain green infrastructure (GI), leading to increased cost-effectiveness of stormwater management through increased use of ecosystem services.  We are interested also in how economic incentives for SWM would impact other environmental dimensions such as the urban heat island effect, urban heating and cooling loads, restoration of urban tree canopies and other quality of life issues such as traffic calming and, psychological well-being.

As concerns over climate change grow, the Office of Research and Development (ORD) in the  USEPA has increased its attention to the social costs of alterations of local environments and ways to mitigate the effects of climate change. ORD has established an in-house research program in Safe and Sustainable Water Resources, an interdisciplinary program that is organized into four interrelated topics: Watershed Sustainability, Nutrients, Green Infrastructure, and Water Systems. It integrates economics, ecological management and engineering systems.

We seek a qualified economist or suitably trained scientist/social scientist to join the research team. Someone with a degree in another social science or ecology and familiar with microeconomics will be seriously considered. Quantitative and modeling skills are a must. Knowledge of the non-point source pollution control and familiarity with GIS would be a definite plus.                                                                              
The position is a post-doctoral fellowship funded through the National Research Council and its Research Associate Program. The appointment is for one year with the possibility of renewals up to a total of three  years, depending on funding. PhD Position in Public Administration, with a particular focus on regulatory decision-making (0.8-1.0 FTE)

Key responsibilities
The focus of the PhD position is on explaining variation in the behavior of public officials in the context of regulatory governance, in particular how they process policy information and make decisions on policy measures. The main goal of the PhD project is to analyze and explain how regulatory agencies involve different types of stakeholders and use their policy input to judge regulatory risks and decide on regulatory norms and enforcement. The PhD project is related to the ongoing Vidi-project led by Dr. Caelesta Braun. This project focuses on the question of regulatory capture and aims to explain the varying influence of societal stakeholders on the decision-making of regulatory agencies.

The successful applicants will be part of a project team and will be based at the Institute of Public Administration in The Hague. They will be expected to participate in regular activities of the wider project team as well as of the Institute, including:

Conducting original research and completing a PhD-thesis related to the framework of the wider project;Contributing to data gathering and analysis for the wider project team, in particular conducting elite interviews throughout Europe;Participating in Dutch and international academic research networks;Presenting research results at (inter)national conferences;Publishing in international academic journals, both individually and together with the colleagues from the Vidi-project team;Actively disseminating research findings to key stakeholders;A limited set of teaching and supervision tasks within the Institute of Public Administration.

Terms and Conditions
We offer a fixed-term post for a period of one year with an extension of two years after positive evaluation of capabilities and compatibility. Ultimately the appointment must lead to the completion of a PhD thesis.

Salary range from €2,222 in the first year up to €2,709 in year three gross per month, in accordance with the Collective Labour Agreement for Dutch Universities.

All our PhD candidates are embedded in the graduate school of the Netherlands Institute of Government www.utwente.nl/nig/training/. The graduate school offers a combination of courses and tutorials, which aim at increasing disciplinary knowledge and methodology.

They'd particularly like something quantitative, and if possible they'd like it to be New England focused, though I told them that latter is a taller order.

GESIS, in cooperation with Cessda, is organizing a workshop on the European Union Labour Force Survey (EU‐LFS). The course is aimed at post-graduate and senior researchers from throughout Europe, who are seeking to conduct research on the basis of the EU‐LFS. Besides highlighting the legal and administrative aspects of data access, the course will demonstrate the possibilities of the EU‐LFS in a hands‐on computer session which will explore the potential for both international as well as longitudinal analysis. Basic understanding in multivariate statistical methods and Stata will be required. The course will take place in Mannheim, Germany from 27 to 29 November 2017. The course will consist of the following parts:

The successful candidate is expected to pursue research connected to the comparative research project “Governance in Vocational and Professional Education and Training” (GOVPET). GOVPET examines cooperation between key actors in collective skill formation systems, like firms, intermediary associations, unions, and state agencies. The successful candidate is expected to contribute to research on the relationship between training firms and intermediary associations and conduct a survey among these actors. In addition, s/he is expected to work closely together with Prof. Dr. Emmenegger in the project management.

Following the success of our 3rd International Conference on Public Policy (Singapore, June 2017), the International Association of Public Policy (IPPA) sponsored by the Public Policy Section of the American Political Science Association (APSA) and the Graduate School of Public and International Affairs of the University of Pittsburgh are organizing an International Workshop on Public Policy at the University of Pittsburgh (USA), from 26th to the 28th June, 2018.

This event is expected to bring participants together across 15-20 workshops. The purpose of each workshop proposed by one to three scholars is to discuss 10 to 15 selected papers in order to support advanced policy research and promote high impact scientific publications.

Proposals can address the following topics: policy process theories; comparative public policy; policy and politics; problems and agenda setting; policy formulation, administration and policymakers; policy implementation; policy design, policy analysis, expertise and evaluation; policy discourse and critical policy research; governance, policy networks and multi-level governance; policy, business and interest groups; gender, diversity and public policy; sustainable development and policy; sectorial policy analysis.

The event is organized in two phases: the call for workshops (15th September to 30th October) and the call for papers (15th November to 30th January).

REVIEW CRITERIA FOR WORKSHOPS

The selection of workshops will be based on the academic quality of each proposal. The evaluation committee comprises members from the IPPA college and the public policy section of the APSA. The committee will review all proposals against two criteria: their theoretical and empirical contribution to public policy research and/or practice. The final selection will take into account different approaches and research areas to ensure balance.

Each workshop proposal should contain the following information:

An interdisciplinary graduate research team recently funded by the National Socio-Environmental Synthesis Center (SESYNC) in Annapolis, MD is seeking a PhD student from economics-related fields. 

An ideal candidate would have a broad background in environmental, health, or development economics and/or a specific focus on Environmental Impact Assessments (EIAs), Food-Energy-Water (FEW) nexus, and/or assessing multi-dimensional trade-offs of large-scale development projects in the Global South.

Entitled "Integrating Health Impacts and Policy Considerations into Food-Energy-Water Systems," the team is one of five representing the fourth cohort of SESYNC's Graduate Pursuit Program.
