Congress Is Funding The CIA’s Torture of Children
CIA mind-control survivors say Congress never ended the torture of children paid for with tax dollars. Carol Rutz, author of A Nation Betrayed, said her grandfather sold her to the CIA at age four in 1952 and that she was used through 1964 as a sex slave for top politicians. In 1965, six-year-old Jenny Hill was put through the same methods by a man identified as Dr. Green, described as head of the CIA effort and said to have used satanic ritual abuse, rape, and child sacrifice to fracture young minds. Three survivors at 1995 hearings said Green worked at the Army Chemical Center, kept CIA and military files, and received 50 million dollars from CIA Science Division.
Witness B, Christine Nicola, said Green abused her from 1966 through 1976. Witness C said the torture ran from 1957 through 1984. Nebraska Boys Town victims said CIA-linked drug and sex trafficking with prominent political figures continued into the 1980s and 1990s. Cathy O’Brien, author of Trance Formation of America, said she was sold into the same program and used by political elites until former CIA officer Mark Phillips pulled her out in 1988.
Sisters Cheryl and Lynn Hersha, documented in Secret Weapons, said they were trained before age seven as spies and assassins with cages, electrified mazes, and code words. Researchers, the book claimed, used sexual trauma on children under seven to manufacture personalities for “national security.”
A Washington Post black-budget report showed the CIA taking 56 percent of the intelligence black budget, about 14.7 billion dollars a year with no public line items. Extreme Abuse Surveys recorded 147 survivors who said they were still being accessed against their will. NIH-funded university trials on premature infants were tied to 237 deaths.
In 2026 a House task force reopened MKULTRA, citing 149 subprojects across more than 80 institutions and files destroyed on orders from the top. Survivors still ask why hearings in 1977, 1995, and 2026 have not stopped the money. If Congress keeps writing the checks, the program was never shut down. It was only renamed.
