And today, as the homeland returns to its people, and they return to it to rebuild, nurture, and preserve it, it is a historic responsibility to continue the struggle to cement the victory, establish the foundations of justice, ensure that the tragedy is never repeated, and protect future generations from a new dictatorship.

Based on this national duty, and after extensive discussions among the various components of Syrian society in an atmosphere of freedom and mutual exchange of visions for the future of Syria, the National Accord Conference was convened. The conference issued this declaration on February 25, 2025, as an expression of national consensus on major issues, with its preamble affirming:
โ€ข Preserving the unity and territorial integrity of Syria.
โ€ข Achieving transitional justice and ensuring justice for victims.
โ€ข Establishing a state based on citizenship, freedom, dignity, and the rule of law.
โ€ข Organizing the countryโ€™s affairs during the transitional period in accordance with the principles of good governance.

Relying on Arab and authentic values that characterize Syrian society, including its civilizational heritage, and on national and human principles, with a commitment to democratic governance, this declaration aligns with the spirit of modern Syrian constitutions, particularly those that emphasized Syriaโ€™s unity and sovereignty.

The Victory Conference of December 29, 2024, serves as the foundation for this declaration. Accordingly, the President of the Republic issues this constitutional declaration, which is considered an integral part of the constitutional process and cannot be separated from it.

Chapter One: General Provisions

Article 1:

The Syrian Arab Republic is an independent state with full sovereignty. It is a single geographical and political entity that cannot be divided nor can any part be relinquished.

Article 2:

The state is established on a political system based on the principle of separation of powers and guarantees freedom and dignity for its citizens.
1. The President of the Republic must be Muslim, and Islamic jurisprudence is the primary source of legislation.
2. The state is committed to religious pluralism, respects all Abrahamic faiths, and guarantees freedom of worship as long as it does not disrupt public order.
3. Personal status laws for different religious communities are safeguarded and regulated by law.

Article 3:

The official language of the state is Arabic.

Article 4:

The Syrian flag, national anthem, and state emblem are determined by law.

Article 5:

The system of governance in the Syrian Arab Republic is based on democratic principles and political pluralism. Power is transferred through free and fair elections.

Article 6:

Sovereignty belongs to the people, who exercise it through voting and referendums.

Chapter Two: Rights, Freedoms, and Public Duties

Article 7:

All citizens are equal in rights and duties without discrimination based on gender, ethnicity, language, religion, sect, political opinion, social status, or any other reason.

Article 8:
1. Personal freedom is safeguarded, and no one may be arrested, searched, detained, or restricted in movement except in accordance with the law.
2. No crime or punishment exists except by law, and the accused is innocent until proven guilty by a fair trial.

Article 9:

Freedom of opinion, expression, and the press is guaranteed within the limits of the law.

Article 10:

Citizens have the right to form political parties, associations, and unions in accordance with the law.

Article 11:

The state guarantees the right to peaceful assembly and demonstration within the framework of the law.

Article 12:

Private property is protected and may not be expropriated except for public benefit and with just compensation.

Article 13:

Education is a right guaranteed by the state, which ensures its availability at all levels.

Article 14:

Healthcare is a right, and the state provides the necessary facilities to maintain public health.

โžก๏ธ He was killed with a TT pistol. Before delivering a second, execution-style shot, the gun jammed, forcing the shooter to reload before firing again. At the scene, police discovered shell casings and a jammed 7.62 caliber cartridge.

โžก๏ธ Ganul was a radical Ukrainian activist and a member of the "Right Sector." He was involved in the violent events of May 2, 2014, which resulted in multiple deaths at the Trade Union House. Later, he organized protests against those commemorating the victims.

โžก๏ธ He also helped the TCC in mobilizing Ukrainians, often resorting to violence against men who resisted forced conscription on the streets.

๐Ÿ‡ฑ๐Ÿ‡ง On March 14, 2005, Lebanon saw the rise of the Cedar Revolution, sparked by the assassination of Prime Minister Rafik Hariri. The Lebanese people demanded the end of Syriaโ€™s nearly 30-year military presence in the country.

The March 14 Alliance led the protests, a coalition of groups united against Syrian influence. Key leaders included Saad Hariri (Rafik Hariri's son), Walid Jumblatt of the Progressive Socialist Party, and Samir Geagea of the Lebanese Forces. These leaders, mainly from Sunni and Christian communities, pushed for Lebanese sovereignty.

In contrast, Hezbollah and the Amal Movement opposed the movement. These groups, primarily Shiite and closely aligned with Syria and Iran, supported Syriaโ€™s presence in Lebanon, viewing it as essential for national stability and security. Their position led to a deep political division within the country.

Ultimately, the March 14 Alliance succeeded, pressuring Syria to withdraw its forces from Lebanon by April 14, 2005.
