Anybody could have electronically manipulated the vote but the important thing to remember, is anybody could have also been watching it happen. NSPM - 13 unleashed our military's offensive and defensive cyber capabilities. Devolution Addendum 4 gives the most info on NSPM - 13 and shows Trump was ready to use it as a basis for the military interdicting in our elections. He chose Devolution instead, but it's worth re-reading.
