On 21/08/2025 at about 15:30 hours, within the jurisdiction of Police Station Dir at Barikot Dobando Jungle, following the eviction orders issued by the Taliban in the Dobando area of Upper Dir, several local families began the evacuation process. In response, the elders of the area formed a 40-member jirga committee to hold talks with the militants in order to address the situation and explore ways to restore peace. The jirga was attended by elders from eight villages across the valley, including:
- Jamroz Khan from Shandalba,
- Muhammad Syed from Barikot,
- Gul Zameen Thekedar from Dobando,
- Dilawar Jan from Pachajan and Sangar,
-Laiq Syed from Aterango,
- an unnamed elder from Muhammad Amin Kalay,
- Haji Zareen Khan from Nowe Kalay,
along with several other community notables.
During the proceedings, a delegation was sent to the jungle where they met a group of militants identified as Ajmal alias Safi son of Muhammad Zaman alias Khan, Naeem son of Jan Muhammad, and Sajid son of Sharif Khan, all residents of Barikot Dobando, along with approximately 25 to 26 other unidentified millitants. The militants informed the elders that until 26/08/2025 they would not carry out any action; however, if security forces initiated an operation against them, they would retaliate accordingly. They further conveyed that on 26/08/2025 they would announce their final decision, which could include either withdrawing from the area, engaging in armed conflict, or expecting the locals to accept their decision.
According to TTP-affiliated sources, a detailed statement will be released in the coming days. It is noteworthy that after similar developments in Khyber and Bajaur, this is the third instance where local communities are directly negotiating with the Taliban rather than state authorities.
