-UPDATE: The Islamic State Khorasan Province (ISKP) has claimed responsibility for a vehicle-borne improvised explosive device (VBIED) assault on a Pakistani military convoy in the Inayat Kalai area of Bajaur district, close to the Pak-Afghan border, on Wednesday.

According to the group’s mouthpiece wing, Amaq Agency, militants positioned a “three-wheeled” explosive-laden vehicle along the convoy’s path. The device was triggered as the convoy, composed of military trucks transporting soldiers, passed, delivering a direct impact.

Pakistan, China Press Taliban on Counterterrorism as Trilateral Dialogue Convenes in Kabul

Pakistan and China on Wednesday urged Afghanistan’s Taliban authorities to take decisive action against militant groups operating from its territory, warning that progress in regional economic cooperation hinged on verifiable security guarantees.

The calls came during the 6th Pakistan-China-Afghanistan Trilateral Dialogue, held in Kabul for the first time since the Taliban’s return to power in 2021. While trade and connectivity were on the agenda, security overwhelmingly dominated the discussions.

🔺Security Concerns Take Center Stage

Pakistan’s Deputy Prime Minister and Foreign Minister Ishaq Dar told his Afghan counterpart, Amir Khan Muttaqi, that despite “encouraging progress” in trade and political ties, counterterrorism cooperation “continues to lag behind.” He highlighted a surge in recent attacks inside Pakistan carried out by groups based in Afghanistan, including the Tehreek-i-Taliban Pakistan (TTP) and the Balochistan Liberation Army (BLA).

“Concrete and verifiable measures are needed against groups such as TTP and BLA/Majeed Brigade,” Dar said, reflecting Islamabad’s growing frustration. A UN Security Council report in July estimated the TTP has about 6,000 fighters in Afghanistan, with support from the Taliban. Bolstered by ties to Islamic State Khorasan (IS-K), Al Qaeda, and Baloch separatists.

China, too, expressed unease. Foreign Minister Wang Yi raised concerns about the East Turkestan Islamic Movement (ETIM), also known as the Turkistan Islamic Party, which has a presence in Afghanistan and calls for “jihad in Xinjiang.” Wang warned that stability in Afghanistan was a prerequisite for extending economic projects, including CPEC and the Mes Aynak copper mine, into the country.

Afghan Prime Minister Mullah Hassan Akhund insisted that Afghan soil would not be allowed to threaten its neighbors. Muttaqi also reassured Dar that Afghanistan remained committed to ensuring no terrorist group would be permitted to operate against Pakistan or China. However, the Taliban have been reluctant to take sweeping action against the TTP, fearing defections to IS-K and instability within their own ranks.

🔺Diplomatic Strains and Mixed Optics

Despite a Chinese-brokered thaw earlier this year that saw Pakistan and Afghanistan restore ambassadorial-level ties, tensions linger. Kabul’s reception of Dar was notably cooler than that of Wang Yi, who met Akhund directly. Afghan officials also signaled irritation at an upcoming opposition conference in Islamabad, though this was not mentioned in official communiques.

The Taliban have undertaken limited measures, such as relocating some TTP families to Ghazni and Zabul provinces, but the militants refused further relocation to Afghanistan’s north due to logistical issues. Meanwhile, reports suggest the Taliban continue to provide financial support to elements of the TTP.

🔺Economic Promises Amid Security Doubts

Despite security strains, all three sides reaffirmed their commitment to expand cooperation in trade, transit, health, education, and counter-narcotics. A central theme was the extension of CPEC into Afghanistan, a long-discussed initiative that Beijing sees as vital for regional connectivity under the Belt and Road Initiative.

Afghanistan, for its part, framed the talks as an economic milestone. Muttaqi declared that Kabul aims to transform its foreign policy from a “security narrative” to one centered on economic integration, portraying Afghanistan as a potential hub for regional trade and transit.

Yet Pakistan and China continue to link meaningful economic engagement with security assurances. As one Pakistani diplomat put it, “Without stability, there can be no connectivity.”

Again unconfirmed reports suggest that Afghanistan’s General Directorate of Intelligence (GDI) recently launched operations in Paktika and Khost, detaining Mullah Sangin Group commander Hayatullah, alias Ghalchaki Tangiwal, along with two close associates. During the raids, GDI units reportedly dismantled the group’s local office, before transferring the suspects to Kabul’s Pul-e-Charkhi prison.

Hayatullah is accused of serving as a key facilitator and recruiter for both the TTP and the TTG faction. It is allege that he was directly involved in planning an attack aimed at sabotaging the recent Pakistan-China-Afghanistan trilateral dialogue in Kabul. He and his network are also reported to have rejected the Islamic Emirate’s August 15 “Independence Day” commemorations, which marked the withdrawal of US and allied forces.

Nonetheless, it should be caution that the announcement may represent more of a political performance by the Afghan authorities than a genuine crackdown. Hayatullah could have simply been instructed to lie low for a period, rather than being actually neutralized.

Yesterday, DI Khan district police and CTD conducted an intelligence-based operation near Sikandar Road, Drain Dihah Bharki, under the jurisdiction of Proa Police Station. During the raid, two millitants of the proscribed group Lashkar-e-Jhangvi (Bali Khehara Group), identified as Rasheed and Rafiuddin, were killed. A significant cache of weapons and explosives was recovered, including a Kalashnikov, rocket launcher, hand grenades, and ammunition. The millitants were involved in targeted killings of police personnel, Shia community leaders, and attacks on security forces.

The Dir districts, traditionally among the more peaceful areas of Khyber Pakhtunkhwa (KP), have experienced a notable increase in militant activity in recent months. Videos have surfaced showing members of the Tehrik-i-Taliban Pakistan (TTP) moving openly in both Upper and Lower Dir.

TTP activity in Dir was first reported in March in recent times, when militants were seen visiting mosques in remote areas, delivering speeches, and attempting to recruit local residents. In April, they went underground following the killing of senior TTP commander Hafizullah in Lower Dir. However, the group re-emerged suddenly in August in both Upper and Lower Dir, with visuals confirming their presence in the region.

During August, the TTP claimed responsibility for at least 15 attacks across the Dir districts: 13 in Lower Dir (starting August 8) and two in Upper Dir (starting August 14). Most of these attacks targeted police personnel, and the August 14 attacks resulted in the deaths of five police officers across the two districts.

Throughout the month, the TTP multiple threats on atleast three occasions to local residents, community elders, and police, warning them against interfering with their activities.

Yesterday, clashes were reported in Dubando village of Upper Dir between security forces and militants. Following the confrontation, approximately 30 militants entered the Dubando Barikot mosque, instructing locals to pack their belongings and evacuate the area. Subsequent videos showed families fleeing the region.

Last night, Hafeez ur Rahman, an elderly forest guard, was killed in the Maidan area of Lower Dir. The TTP claimed responsibility for the killing, accusing him of acting as a spy.

Tehrik-i-Taliban Pakistan (TTP) has issued a statement alleging that Pakistani security forces have desecrated the bodies of TTP fighters, in some cases leaving them unburied or causing harm. The group instructed its local leaders to avoid mistreating the bodies of security personnel, to ensure they are buried in secure locations, and not to hand them over to the "enemy" under any circumstances until further notice.

The statement comes amid reports that the bodies of 50 militants killed in Zhob, Balochistan, remain at the site. Sources indicate that most of these fighters were Afghan nationals. Pakistani authorities have stated that the bodies will only be released if the Afghan government submits a formal request—a challenging prospect, as doing so would implicitly acknowledge Afghanistan’s involvement in terrorism within Pakistan.

In response to the situation, some Afghan Taliban have strongly criticized their government, with certain factions even boycotting "Afghanistan’s Independence" Day on 15 August. Reports also suggest that the Afghan authorities have detained some of these dissenting figures.

On 21/08/2025 at about 15:30 hours, within the jurisdiction of Police Station Dir at Barikot Dobando Jungle, following the eviction orders issued by the Taliban in the Dobando area of Upper Dir, several local families began the evacuation process. In response, the elders of the area formed a 40-member jirga committee to hold talks with the militants in order to address the situation and explore ways to restore peace. The jirga was attended by elders from eight villages across the valley, including:

- Jamroz Khan from Shandalba,
- Muhammad Syed from Barikot,
- Gul Zameen Thekedar from Dobando,
- Dilawar Jan from Pachajan and Sangar,
-Laiq Syed from Aterango,
- an unnamed elder from Muhammad Amin Kalay,
- Haji Zareen Khan from Nowe Kalay,
along with several other community notables.

During the proceedings, a delegation was sent to the jungle where they met a group of militants identified as Ajmal alias Safi son of Muhammad Zaman alias Khan, Naeem son of Jan Muhammad, and Sajid son of Sharif Khan, all residents of Barikot Dobando, along with approximately 25 to 26 other unidentified millitants. The militants informed the elders that until 26/08/2025 they would not carry out any action; however, if security forces initiated an operation against them, they would retaliate accordingly. They further conveyed that on 26/08/2025 they would announce their final decision, which could include either withdrawing from the area, engaging in armed conflict, or expecting the locals to accept their decision.

According to TTP-affiliated sources, a detailed statement will be released in the coming days. It is noteworthy that after similar developments in Khyber and Bajaur, this is the third instance where local communities are directly negotiating with the Taliban rather than state authorities.
