Last night, clashes broke out between militants and security forces in Dubandow, a village in Upper Dir district near the Pakistan-Afghanistan border. According to voice messages circulated on militant-affiliated channels, the militants claimed they were heading to a mosque for a speech when the CTD launched a raid.

In another voice message from three days ago, the militants threatened locals, village elders, and police, warning them not to interfere. They claimed they were acting under instructions from the IEA and should not be confronted.

While Upper Dir has generally remained peaceful, recent militant activity and attacks have been reported in the neighboring Lower Dir. Two days ago, a video surfaced showing militants operating in Upper Dir as well.

Locals reported that over the past two months, militants have been moving into Dubandow from nearby border areas. Some local farmers are believed to have collaborated with them, and more people joined later. The militants allegedly seized livestock and harassed residents. In one instance, locals captured a militant and handed him over to the police.

Two days ago, in Wana the people of the Khoghel Khel tribe surrounded armed men who, according to them, were planning to attack the Wana military camp. After the locals captured the men, the FC at the camp claimed they were actually their own personnel and demanded they be handed over. The locals complied.

Similarly, last night in Orakzai District, the local lashkar apprehended armed men, some carrying rocket launchers, amid daily attacks on police, civilians, and security forces. Security personnel from nearby camps then forcibly removed the captives from locals, asserting they were their own.

Locals in Dir have also reported similar incidents.

The only explanation that comes to my mind is that these individuals are likely members of peace committees lashkars patrolling the area.

In Wana, North Waziristan militants opened fire on a Frontier Corps (FC) post in the Azam Warsak area of Baramel Tehsil, leaving a civilian seriously injured.

The injured has been identified as Mir Zaman, son of Warish Khan, a shopkeeper from the Ashraf Khel tribe. He was reportedly traveling in his personal vehicle along the Azam Warsak Bypass Road when the attack occurred.

The civilian was promptly evacuated to Headquarters Wana Hospital for medical treatment. According to police sources, the militants exploited nearby apple orchards to escape from the scene.

Growing Discord Among Militant Commanders


There are currently two factions of the Hafiz Gul Bahadur (HGB) group operating in Bannu District:

-Commander Hameedullah Muhseen, alias Meedu alias Fikarmand, from Jani Khel.

-Commander Siddiqullah Siddique, alias Gurbaz, from Baka Khel and commander of Jabhat Ansar al-Mahdi Khorasan


These two commanders have longstanding rivalries, mainly because both sides have been involved in abducting members of each other’s tribes for ransom and extortion. For example, a few months ago, Siddiqullah abducted two men from Jani Khel. In retaliation, Hameedullah abducted two men from Baka Khel, and this cycle of kidnappings has continued.

The latest and most serious incident took place on August 12, when Hameedullah abducted Malik Imran Bakhmal, a well-known civil activist, businessman, and community leader from Baka Khel. He was kidnapped directly from the Baka Khel guest house, shortly after returning from Dubai. This act deeply angered the Baka Khel tribe.

In response, the Baka Khel community began preparing to mobilize a tribal lashkar to free Malik Bakhmal. They even issued an ultimatum to Hameedullah, demanding his release or else preparing for armed confrontation. Meanwhile, Hameedullah was demanding a ransom of 20 crore rupees for Bakhmal’s release.

However, Commander Siddiqullah Siddique intervened. With his involvement—and under pressure from the Hafiz Gul Bahadur Shura in Afghanistan—Hameedullah was forced to release Malik Bakhmal. He was eventually freed in a ravine in Jani Khel, from where local tribesmen escorted him safely back home.

Actually Commander Siddiqullah has close ties with some influential elders (maliks) of the Baka Khel tribe, who regularly provide him with financial support and donations. These personal and financial connections played a key role in securing Bakhmal’s release.

After this episode, Hameedullah released a video statement. In it, he openly criticized the Hafiz Gul Bahadur Shura in Afghanistan and accused local HGB commander Siddiqullah Gurbaz of siding with the Baka Khel community against him, acting without his permission, and undermining his authority.

Hameedullah went further, directly challenging Siddiqullah’s faction and the Baka Khel locals. He threatened that he would abduct and kill Malik Imran Bakhmal again, accusing him of being an ISI spy.

During the same video, Commander Meedu (Hameedullah) also issued threats against Malik Gul Baz Khan, another influential figure. In reality, Hameedullah, Siddiqullah, and Malik Gul Baz Khan have had old ties and dealings. During past elections, Malik Gul Baz Khan had relied on these commanders for various tasks, and it is even suspected that some past incidents of killings and kidnappings may have indirectly served his interests. This time, however, Malik Gul Baz Khan sided with Malik Bakhmal against Hameedullah, this infuriated him, and now both groups are openly issuing threats against each other.
