DG ISPR stated that during 2025, a total of 410 armed quadcopter attacks were carried out by militants in Khyber Pakhtunkhwa, with these groups operating through Indian-sponsored funding and support. The militants themselves released visual footage of these drone-based attacks.

He clarified that Pakistan’s security forces and police employ unmanned aerial systems strictly for surveillance, reconnaissance, and intelligence-gathering purposes to prevent collateral damage. Any kinetic use of drones by state forces, when unavoidable, is conducted exclusively in uninhabited areas with no civilian presence or residential structures.

He further noted a secondary rise in militant incidents coinciding with Pakistan–Afghanistan border skirmishes. In contrast, DG ISPR highlighted a marked decline in militants activity after the October 2025 Pakistan–Afghanistan border conflict, following which the international border with Afghanistan was sealed, significantly disrupting militant movement and logistics.

Lt. Gen. Chaudhry stated that following 2021, the Afghan Taliban began reorganizing Tehreek-e-Taliban Pakistan (TTP) into a central or “mother” organization. He claimed that the TTP was restructured along the lines of the Afghan Taliban’s organizational model, incorporating formal training systems, clear command directives, and strategic guidance, significantly enhancing its operational capabilities.

He also claimed that multiple militants groups are operating at the regional level, receiving financial and logistical support through various proxies. He claimed that approximately $7.2 million (left behind) has been funneled to these militants entities, along with the provision of bulletproof vests and other protective equipment , including night-vision devices, long-range sniper rifles, protection equipment, M-4 and M-16 , “the best of weapons and ammunition”.

He further claimed that recently, around 2,500 foreign fighters, neither Afghan nor Pakistani nationals, had traveled to Afghanistan from Syria, further complicating the regional security landscape.

The militant group Majlis Askari Caravan has announced its formal command and organizational structure, marking a rare instance in which a local regional militant group has publicly disclosed such details, with 11 distinct roles outlined in the announcement. The group’s chief and spokesperson remain unchanged, identified as Akhtar Khalil Mansoor and Abdullah Waziristani, respectively.

The announced structure bears notable similarities to that of the Tehreek-e-Taliban Pakistan (TTP), incorporating dedicated portfolios for intelligence, military operations, organizational affairs, reform, and regional commands.

Majlis Askari Caravan is assessed to be ideologically and operationally aligned with Al-Qaeda, with the group referring to itself as “Al-Qaeda fi Waziristan.” It maintains a low-profile operational posture, with confirmed activity primarily in Bannu and Lakki Marwat, alongside limited presence in Khyber and Waziristan.

Historically, the group was initially allied with the TTP but later defected, reportedly due to disagreements over its brutal operational tactics. It subsequently aligned with the Hafiz Gul Bahadur (HGB) network. However, despite being recognized as part of the Gul Bahadur network, Majlis Askari Caravan largely operates independently. Notably, its attack claims are not included in the IMP claim listings, indicating operational and messaging distinctions from the broader network.

The Balochistan government has formally merged the over century-old Levies Force into the provincial police and abolished all ‘B’ areas, converting them into ‘A’ areas under uniform police jurisdiction. This move ends the longstanding administrative division, where the Levies operated in ‘B’ areas under district command and the police in ‘A’ areas, and brings all law enforcement under a single command.

All Levies personnel, including ex-federal Levies and the CPEC Wing, have been integrated into the Balochistan Police with their existing ranks, pay scales, and benefits. Corresponding assets, infrastructure, arms, ammunition, records, vehicles, police stations, check-posts, and training facilities have been transferred to the police. Operations in converted districts will now follow the Balochistan Police Act, with superintendents of police coordinating closely with district administrations. Sibii and Loralai divisions, previously excluded, are now fully merged, completing the province-wide integration.

The initiative includes extensive professionalization measures: 772 former Levies personnel are undergoing a three-month modernized training program at Police Training College Quetta. The curriculum emphasizes physical fitness, weapons handling, counterterrorism, intelligence-based policing, investigative skills, legal awareness, and community engagement. Upgraded residential and training facilities, including modern accommodation and sports grounds, aim to ensure preparedness for the enhanced responsibilities of policing in the newly converted areas.
