TTP Organizational Evolution: 2025–2026

Structural Shift

The most consequential organizational development between 2025 and 2026 is the systematic decentralization and geographic expansion of TTP military command architecture.

In 2025, TTP operated under a highly centralized, two-zone framework, divided into Northern and Southern Military Zones, with strategic, operational, and administrative authority concentrated within these two commands.

By 2026, TTP has transitioned to a four-zone model, reflecting both territorial ambition and an effort to enhance operational resilience. Two new zones have been introduced:

-Central Zone (newly established)
-Western Zone/Balochistan (newly established / expanded)

These additions now complement the existing Northern and Southern Zones, resulting in a more distributed command-and-control structure.

Each zone is led by a Zone Commander (Raees), supported by a Deputy (Muawin), administrative leadership, and zonal representatives from key commissions overseeing operations across affiliated so-called Waliyats (provinces).

Key Leadership Appointments (2026)

-Northern Zone: Qari Karwan appointed as Zone Commander.

-Central Zone: Hilal Qazi, formerly shadow governor of Northern Punjab, appointed as inaugural Zone Commander.

-Southern Zone: Great-grandson of Faqir Ipi, Muhammad Hussain, appointed as Zone Commander.

-Western Zone (Balochistan): Mukhlis appointed as Zone Commander.

Political Commission Realignment

A notable development is the militarization of the Political Commission’s leadership:

-Azmatullah Mehsud, formerly head of the Northern Military Commission, has replaced Maulvi Faqir Muhammad as head of the Political Commission.

-This shift suggests a likely hardening of political and negotiation postures, with operational commanders exerting greater influence over political decision-making.

-Maulvi Faqir Muhammad remains a commission member.

-The commission has expanded from three to four members, with personnel reshuffling, including the removal of Sarbakaf Mohmand.

Expansion and Reorganization of Waliyats

The number of so-called Waliyats has increased from 36 to 39, distributed across four zones:

-Northern Zone (14 Waliyats)

Bajaur, Malakand, Swabi, Mardan, Hazara, Swat, Upper Dir, Lower Dir, Shangla, Buner, Chitral, Kashmir (new).

Gilgit has been divided into Gilgit–Diamer and Gilgit–Darel.

-Southern Zone (10 Waliyats)

South Waziristan, North Waziristan, Bannu, Lakki Marwat, Tank, Karak, Dera Ismail Khan, Southern Punjab, Karachi, Interior Sindh (new; structure undisclosed).

-Central Zone (9 Waliyats)

Peshawar, Khyber, Kohat, Mohmand, Charsadda, Nowshera, Orakzai–Hangu (restructured), Kurram, Northern Punjab.

-Western Zone/Balochistan (6 Waliyats)

Quetta–Harnai, Zhob–Musa Khel–Sherani, Qila Saifullah–Loralai, Pishin–Qila Abdullah, Makran, Kalat–Sibi (restructured).

Each so-called Waliyat operates as a semi-autonomous administrative entity, led by a shadow governor, in some cases supported by deputies and department heads overseeing military, intelligence, finance, education, welfare, preaching, and media functions. District-level configurations remain undisclosed.

Shadow Governor Reassignments

Significant leadership rotations include:

-Southern Zone: South Waziristan, North Waziristan, Lakki Marwat, Tank, Karak, South Punjab.

-Central Zone: Peshawar, Nowshera, Khyber, Mohmand, Kohat, Orakzai–Hangu, Northern Punjab.

-Northern Zone: Hazara, Bajaur, Swat, Chitral.

-Western Zone (Balochistan): Quetta–Harnai, Zhob–Musa Khel–Sherani, Pishin–Qila Abdullah, Kalat–Sibi.

Judicial and Religious Bodies
