A video footage of coordinated engagement between militants affiliated with HGB’s Usood ul Harb Huzafia Suicide Unit and Pakistani Army forces, 64 FF / 115 Bde / 7 Div, during an SVBIED and armed physical assault on Boya Army Fort in North Waziristan.

The attack commenced around 0730 hours on 19 December, when a suicide bomber drove an explosives-laden vehicle through the fort’s outer barrier, ramming through the gate and causing significant structural damage to the perimeter, roof, and adjacent infrastructure. The initial breach was immediately followed by a four-person armed assault militants team attempting to infiltrate the installation.

Army SAT teams, snipers, and unmanned aerial assets (quadcopters) engaged the attackers at the inner wall. One injured militant was neutralized when an MRAP rammed through, while the last one was eliminated via quadcopter engagement at the perimeter, ultimately all five militants involved in the assault were killed.

Armed assailants attacked the under-construction private Talha Foundation Hospital, a charitable organization, located in the Fatah Sheri area of Takht-e-Nusrati tehsil, Karak district.

According to hospital officials, the attackers forcibly took away a staff member, a civil engineer identified as Wasif Hussain.

They also looted hospital equipment, laptops, and other valuables, and carried out extensive vandalism inside the facility.

A quadcopter attack targeted the house of a local , Rehmatullah, in Wali Noor Jani Khel, Bannu , injuring four people, including women and young girls. The injured were shifted to the District Headquarters Hospital for treatment.

According to local sources, there has been a sharp increase in quadcopter attacks in and around the city.

Russia’s state-owned news agency TASS reported that the perpetrators of the militant attack at Crocus City Hall, Moscow , allegedly received specialized training at militant bases in Turkey and Afghanistan. The attack, claimed by ISKP, resulted in 149 deaths and over 600 injuries in March 2024.

Meanwhile according to the 16th report of the UN Security Council’s Analytical Support and Sanctions Monitoring Team, the ISIL-K external operations network responsible for the attacks in Kerman, Iran, and Moscow was based in Nimroz Province, southwestern Afghanistan. The report states that both attacks were planned from this location, which also functioned as a hub for financial and logistical coordination.

The network was reportedly successfully dismantled due to coordinated intelligence-sharing and CT cooperation among several countries. However, the report notes that the Taliban de facto authorities did not cooperate, refusing to share intelligence or provide assistance.

Its main English-language outlet, Voice of Khorasan, went offline for several months from June 2025, likely due to counterterrorism pressure, including the arrest of key media operative Özgür Altun (Abu Yasir al-Turki) by Turkish and Pakistani authorities. However, ISIL-K propaganda in other languages has continued uninterrupted, and its online output was unaffected by Afghanistan’s recent Internet outage, indicating operations based outside the country or reliance on satellite communications.

According to the 16th report of the UN Security Council’s Analytical Support and Sanctions Monitoring Team, ISIL-K is intensifying recruitment inside Afghanistan to build sleeper cell networks and expand its capacity for cross-border attacks. Reports indicate indoctrination of children in madrasas in northern Afghanistan and near the Pakistan border, including suicide training for minors around 14 years old. The group’s strength is estimated at about 2,000 fighters, while leadership remains largely Afghan Pashtun, many rank-and-file members are now from Central Asia. ISIL-K aims to carry out high-profile global attacks to demonstrate capability and attract recruits and funding. Some Member States assess that ISIL-K maintains opportunistic links with the TTP and disgruntled Taliban elements, with infiltration into de facto authorities believed to be significant, though its exact extent is unclear.

Funding is believed to come from multiple sources, including donations, kidnap-for-ransom targeting local businessmen, and the use of cryptocurrencies, particularly Monero.

On propaganda and capability-building, ISIL-K is actively experimenting with artificial intelligence, establishing centres to produce AI-generated materials such as instructions for making IEDs from household items, 3D-printed weapon components, recruitment propaganda, and manuals on exploiting weaknesses in anti–money laundering systems to finance terrorism. These materials are disseminated via platforms such as Telegram, Element, and WhatsApp.

According to the 16th report of the UN Security Council’s Analytical Support and Sanctions Monitoring Team, Sanaullah Ghafari (alias Shahab al-Muhajir) remains the leader of ISIL-K and frequently changes locations. He has played a key role in shaping the group’s recruitment strategy. Operatives Abu Munzir and Kaka Younis reportedly recruited around 600 Central Asian volunteers, mainly from Tajikistan and Uzbekistan. Some recruits traveled to Afghanistan, others stayed in their home countries, and some were sent to Europe. Most recruits were young, 17 to 18 years old, with the majority in their mid-20s and the oldest around 40, and had no prior links to terrorist groups. Many were recruited online through religious chat groups where ISIL-K handlers screened candidates for radicalization.

The TTP claimed responsibility for the attack.

At least five militants were killed during a security forces operation in the Panga area, within the jurisdiction of Ahmadzai Police Station, Domel Tehsil, Bannu. The deceased militants were identified as Akramah Domelwal alias Hazar, Kaleemullah, Khalid, Osama Bakakhel, and one unidentified militant, all affiliated with the IMP.
