On 4 December 2025, TTP released 11th edition of its womenโs magazine Banat Khadija Al-Kubra through its official media mouthpiece Umar Media. The 30-page publication comprises nine chapters, including one editorial, four contributions by female writers, and four by male contributors.
The propaganda magazine opens with messaging designed to stoke resentment and emotional hostility toward the Pakistani military. Its contents focus heavily on ideological and religious indoctrination, reinforcing themes of communal responsibility, family influence, and prescribed gender roles. It also includes segments on social media engagement, legal and societal issues, and quotations attributed to TTP leadership.
The issue further incorporates commentary on the situation in Gaza, framed to evoke emotional identification and mobilization. A narrative poem authored by a female contributor is also featured, underscoring the groupโs ongoing efforts to cultivate a gender-specific propaganda ecosystem.

Pakistani militant groups,
including Baloch separatists like BLF/BLA and jihadists like TTP, are increasingly turning to female recruits for tactical advantage, media impact, and to exploit gendered security blind spots. The Nokundi attack by BLFโs alleged female suicide bomber, Zareena Rafiq, highlights a growing trend of Baloch groups using women in frontline roles. TTP, while not yet deploying female attackers, is heavily targeting women through propaganda, shifting from crisis-driven calls for violence (2017) to strategic ideological indoctrination (2023โ24).
Across groups, women are seen as valuable operatives due to lower suspicion, higher lethality, and recruitment potential in a restrictive society. Structural inequalities, unemployment, and organizational needs drive this shift. The trend mirrors global patterns (ISIS, Boko Haram). Pakistanโs gender-blind counterterrorism approach is leaving major vulnerabilities. Female involvement in militancy is no longer emerging, it is established, requiring security agencies to integrate gender-focused intelligence and analysis:

DG ISPR stated that, aside from concerns about Imran Khan's mental health, his intention to give space to militants had two main motivations: one, a nexus of political terrorism, where anyone opposing them [PTI] was targeted through militant attacks; and two, a political strategy aimed at consolidating power and securing votes.
