The Tehrik-e-Taliban Pakistan (TTP), through its media outlet Umar Media, has released a self-produced report detailing its operational activities for the month of November 2025. According to the group’s claims, they conducted a total of 295 attacks during the month.

For context, the TTP’s previously published report covered September 2025, reporting 359 attacks. The group did not release a report for October, due to negotiation phase. Comparing November to September, this represents an 18% decrease in claimed operational activity.

In November, the TTP claimed attacks across three provinces of Pakistan: Khyber Pakhtunkhwa (KP), Sindh, and Balochistan. A geographic breakdown of the claimed incidents indicates that KP remained the most affected region. Within KP, the reported distribution of attacks is as follows:

-South Waziristan: 92
-North Waziristan: 69
-Tank: 38
-Bajaur: 22
-Chitral: 16
-Dera Ismail Khan: 14
-Khyber: 13
-Bannu: 10
-Lakki Marwat: 7
-Lower Dir: 6 (notably higher than in previous months)
-Peshawar: 4
-Mohmand: 1
-Swat: 1

In comparison, the group had claimed attacks in 18 districts of KP in September, whereas in November, this number fell to 13 districts, indicating a slight contraction in geographic reach. Outside KP, the TTP claimed one attack in Sindh (Naushahro Feroze) and one attack in Balochistan (Pishin). No activity was reported in Punjab or Gilgit during November, unlike September.

Regarding tactics and methods, the majority of reported incidents involved sniper or “laser” attacks (72), which the group appears to highlight to signal capability. Other frequently employed tactics included guerrilla-style assaults (56), grenade or bomb detonations (53), and ambushes (37), reflecting repeatable operational approaches. Less frequent methods included confrontational attacks (35) and targeted assassinations (24), while 'missile' attacks (13) and retaliatory attacks (5) were relatively rare.

It should be emphasized that independent verification of most of these claims is lacking. Nonetheless, the data provides insight into the group’s self-perceived operational reach, preferred tactics, and strategic signaling.

On December 1, the President of the Republic of Tajikistan, Leader of the Nation, Emomali Rahmon, held a working meeting with the heads of the country's security and law-enforcement agencies.
The meeting reviewed the current situation on the state border between Tajikistan and Afghanistan, as well as measures to strengthen its protection.
According to reports from responsible officials, over the past week there were two instances of shelling of Tajik territory from the Afghan side, as a result of which five people were killed and another five were wounded.
The Head of State, Emomali Rahmon, strongly condemned the illegal and provocative actions of Afghan citizens and instructed the responsible officials to take effective measures to resolve the situation and prevent the recurrence of such incidents.

Police spokesperson Ehsanullah Kamgar confirmed the arrests but did not provide further details regarding the nature of the incident or the condition of those involved.

Earlier many media reports indicated that the incident took place in Radzoi village, Mayami district, Badakhshan, Afghanistan near the border with Tajikistan, where two Chinese citizens were killed while working on road construction projects. Some reports suggest that Taliban members may have been involved, though this remains unverified.

Meanwhile, BBC Dari reported that following an armed attack originating from Afghan territory, two Chinese road construction workers were killed in Tajikistan’s Gorno-Badakhshan Autonomous Region. According to the report, the attack occurred on Sunday evening in the area of Shadak village, part of the Vishkharv village council in Darvaz district. Darvaz district in Tajikistan shares a border with Afghanistan’s Mayami district and is considered the “gateway” to Tajikistan’s Badakhshan.

The Chinese workers were employed by a road construction company currently rehabilitating the Dushanbe–Kulob–Darvaz–Khorog–Murghab–Kulma highway, which connects Tajikistan to China. The project is financed by the Government of Tajikistan and the International Development Association of the World Bank Group. The attack occurred while the workers were inside one of the newly constructed tunnels on the Qal'ai Khumb–Vanj–Rushon road section.

The bodies of the two Chinese workers are scheduled to be transferred today, following autopsy, from the central hospital of Darvaz region to Tajikistan’s capital, Dushanbe.

(Thus, there are conflicting reports regarding the location of the attack: one suggests it occurred in Mayami district, Badakhshan, Afghanistan, while another places it in Darvaz district, Gorno-Badakhshan Autonomous Region, Tajikistan.)

In response, President Emomali Rahmon held a meeting with the heads of Tajikistan’s security and law enforcement agencies to discuss the current situation on the Tajikistan–Afghanistan border and measures to strengthen its security. Officials reported that in recent days, two attacks originating from Afghan territory resulted in five deaths and five injuries in Tajikistan.

The first attack, on November 27, killed three Chinese nationals in a drone strike, though details regarding the victims of the second attack were not specified. It is possible that the second attack mentioned corresponds to the incident reported by BBC Dari.

Pakistan’s long-standing strategy of avoiding conflict on more than one border has collapsed, leaving the country facing simultaneous pressure on three fronts: a hostile India in the east, escalating clashes with the Afghan Taliban in the west, and rising militant violence inside the country. Relations with Kabul have deteriorated due to the Taliban’s refusal to curb the TTP, leading to deadly cross-border attacks, air strikes, and a shutdown of trade routes.

With India maintaining an aggressive posture and tensions high on both external borders, Pakistan is increasingly stretched. The only front it can directly stabilise is the internal one, where a stronger counterterrorism strategy, better border controls, and political engagement, especially in KP and Balochistan, are essential. Without restoring internal security, Pakistan cannot sustain the pressures of a three-front challenge:
