Likewise, media outlets affiliated with the TTP’s Al-Farooq Brigade have circulated messaging implying their participation, though no authoritative statement has been released.

Information Minister Attaullah Tarar stated that the Tehreek-i-Taliban Pakistan (TTP) emir, Noor Wali Mehsud, masterminded the 11 November suicide attack outside Islamabad’s Judicial Complex.

The attack left 12 people dead and 35 injured. In the days that followed, the government announced the arrest of four TTP-linked operatives believed to have facilitated various stages of the plot.

Addressing a press briefing in Islamabad, Tarar outlined the command-and-control network connecting the detained facilitators to senior TTP leadership operating from Afghanistan. Displaying their photographs, he identified the suspects as Sajidullah alias Sheena , assessed to be the suicide bomber’s principal handler , Kamran Khan, Muhammad Zali, and Shah Munir.

Tarar said Mehsud directed the operation through his Bajaur-origin commander Daadullah, with whom Sajidullah held multiple face-to-face meetings in 2023, 2024, and again in August 2025. The pair, he added, maintained persistent communication via an encrypted messaging platform. He noted that Daadullah, originally from Bajaur, is presently based inside Afghanistan.

The minister then played a recorded statement attributed to Sajidullah, in which he admitted to procuring the suicide vest and transporting the bomber , identified as Usman Shinwari , to the attack site.

“He was executing operational directives issued by Mehsud’s commander, Daadullah. Their objective was to stage a high-impact attack in either Rawalpindi or Islamabad,” Tarar said, adding that timely security measures helped avert “a mass-casualty event”.

Tarar said Sajidullah joined the TTP in 2015 and completed multiple training cycles in TTP camps across Afghanistan. During a 2024 trip to Jalalabad, he again met Daadullah to finalise details of the suicide mission and recruit two additional facilitators , Zali and Khan.

In August 2025, Sajidullah and Zali conducted another cross-border movement, initially meeting TTP operative Abdullah Jan alias Abu Hamza in the Shigal district before travelling onward to Kabul’s Arzan Qimat area for a detailed operational briefing with Daadullah.

“Daadullah passed down explicit instructions from Mehsud directing them to execute a suicide operation within the Rawalpindi–Islamabad corridor,” the minister stated.

After returning to Pakistan, Sajidullah re-established contact with the bomber, Shinwari, reportedly a resident of Afghanistan’s Nangarhar province. According to the minister, the pair conducted reconnaissance of several potential targets but were unable to breach security layers.

“There is no ambiguity: the operation was conceived, resourced, and directed from Afghan soil. The handler, Daadullah, is based there, and the principal operative received his training there,” Tarar said.

He added that all four arrested individuals held defined roles within the attack cycle. The Counter-Terrorism Department (CTD) and Intelligence Bureau (IB) apprehended them within 48 hours of the bombing in a coordinated, intelligence-driven operation.

Tarar said the arrests had “exposed a significant terror facilitation network”, calling it a major success for the CTD and the IB. He reaffirmed that Pakistan’s security, law-enforcement, and military institutions remain fully engaged in counterterrorism efforts.

Security and intelligence agencies are pursuing facilitators and support networks behind Monday’s attack on the Federal Constabulary (FC) headquarters, which claimed the lives of three personnel and left 12 others injured.

The assault began when a suicide bomber detonated at the main gate, followed by two accomplices attempting to breach the installation. Response by FC personnel, including snipers and an armoured personnel carrier (APC), neutralized the attackers before they could reach the FC’s weekly assembly, attended by roughly 400 personnel near Sonehri Masjid Road. The assailants were confined to a motorbike parking area, sustaining fatal injuries from precise defensive fire.

Initial investigations revealed that the bombers had been waiting to carry out the attack. They reached the area at 7:35am while they executed the attack at 7:50am, the official said, hinting at a possible security breach that was the focus of their investigation.

“The bomber can be seen in the area at around 7:35am; the question is why did he take at least 25 minutes to carry out the attack despite the fact that he had passed the main gate twice , once while riding on a motorbike and then on foot,” a senior official said, fearing possible ‘facilitation’ from inside the headquarters.

CCTV footage showed the first bomber, disguised in a chador, detonating to clear the path for the others, who had approached on a motorbike via Charsadda Road, with movements also recorded near Nishtar Hall. Backpacks carried by the attackers indicate a potential plan to take hostages.

According to the state-run Associated Press of Pakistan, , initial findings confirm all three terrorists were Afghan nationals. Weapons and explosives were recovered from the deceased, and authorities are verifying their identities. Intelligence agencies are focused on tracing facilitators and any support networks involved.

Lieutenant General Ahmed Sharif Chaudhry, while speaking to journalists, clarified that Pakistan does not target Afghan civilians. He highlighted that the recent attack on Wana Cadet College involved foreign elements using U.S.-supplied weaponry that originated from Afghanistan.

Despite multiple rounds of negotiations with Afghanistan, no concrete results have been achieved. Pakistan’s sole demand remains the elimination of militants networks, according to DG-ISPR.
