Peelers (19th Century Police Constables) once wore top hats as part of their uniform. The top hats were reinforced by cane, which could also be used as a step while on patrol, as protection for the head, and as a space to carry their lunch as once on patrol the Peeler was not allowed to re-enter his station until the end of his shift.
