It was annual then and they later changed it to every other year and at the 2018 General Conference it no longer was required.

Also, note that for number 18, the UPC does not just consider licensed ministers as members. It also considers as members any who are members of local affiliated UPC churches. (Not all UPC churches are affiliated.) I will quote that section from the manual at the end of this post. I have even heard licensed ministers proclaim that it is only a ministerial organization, which shows they are not reading their Manual. The old numbers 31 and 32 were laughable, knowing that a number of ministers indeed had televisions and watched Hollywood films.

Don't forget who's the boss

It is true that the scriptures are so rich in their depth and breadth that while being simple enough for a child to understand, they are also complex and multilayered enough to where you could spend multiple (Pre-Flood!) lifetimes in relentless study of the Word of God, and still only have attained a small morsel of comprehension of the totality of its profundity. So for this reason alone, let alone the many others, there is inestimable worth in the diligent labors of a great many fellow laborers for Christ's Kingdom out there who are endeavoring to teach people how to understand the scriptures better, and more faithfully live in accordance with them.

But never forget that one of the many reasons why the Reformation happened was because there was a time when powerful people in positions of trust kept the word of God hidden from the people of God, to where the only way to hear it was in Latin, and because it was in a language that only the intellectual elite of the time knew, a priest had to tell you what you were hearing and reading. The very fact that we have Bibles available to us in our native languages today is a privilege that was bought for us with the blood of many martyrs, and secured only by God's miraculous intervention enabling them to overcome insurmountable opposition that had the full weight of not just the organized church, but the state as well behind it.

Beware of any teaching that robs you of your birthright of "plain reading of scripture" brothers and sisters. Anything that reduces you to requiring the aid of some guru to tell you what the Bible "really means" should be regarded with suspicion and prayerful consideration if at all.

There were more or less of them, depending on the centuries, but there was never a time when the Jews didn't live in the land. They stayed, they built their communities, they raised their families, practiced their faith and they suffered at the hands of many outside rulers, but they always kept their faith. It is what sustains them, even now.

In 1948, the UN established the State of Israel, the nation of Jews. Don't buy the Palestinian lies that they are entitled to the land. It simply is not true. Yahweh will also provide a way for his chosen people to live in Israel, as He has for thousands of years.
