Question: Are infancy stage A.I. algorithms currently being used to determine "pandemic/state of emergency" policies?

Although the science industry has been hijacked by bureaucrats, philanthropic foundations tied to tech companies and big pharma drug dealers for decades, are they/have they been using A.I. to generate 'computer models'? Would this explain the unscientific policies, censorship, the lack of questioning,... ?

Are they trying to produce more data by deliberately upsetting people (a nudge), in a controlled manner, to observe their reaction: action or inaction (which produces more social media data, crime data, financial data, medical data,...), in order to feed the algorithm to perfect it?

If so, who would be sitting behind that computer adjusting the A.I.? The military and intelligence agencies in sync with private corporations is the best bet.
Is that why in the US, Operation Warp Speed involves the military to 'rapidly distribute vaccines'? Is this why in the UK, the 77th Brigade, which is the psychological branch of the military, is also involved in the 'pandemic'?

After all, Yuval Noah Harari does call it an "A.I. arms race" which China seems to be winning right now since their population is already a collective population working towards "the Greater Good" pushing individual liberties aside. Does the "West" (meaning western governments and corporations) have to crack down on individual liberties to "win" the A.I. arms race at the cost of the values that it's people love?

Cyber Polygon 2021 is coming this July to a country near you.

The WEF, along with Russia’s Sberbank and its cybersecurity subsidiary BI.ZONE announced that a new global cyberattack simulation would take place this coming July (2021) to instruct participants in “developing secure ecosystems” by simulating a supply-chain cyberattack.

The simulation, called Cyber Polygon 2021, ominously warns that, given the digitalization trends largely spurred by the COVID-19 crisis, “a single vulnerable link is enough to bring down the entire system, just like the domino effect,” adding that “a secure approach to digital development today will determine the future of humanity for decades to come.”

'Going direct' reset.

New economic systems that are digitally based and either partnered with or run by central banks are a key part of the WEF’s Great Reset, and such systems would be part of the answer to controlling the masses of the recently unemployed.

As Catherine Austin Fitts (Assistant Secretary of Housing and Urban Development for Housing in the George H.W. Bush (senior) administration) has noted, these digital monopolies, not just financial services, would allow those who control them to “turn off” a person’s money and access to services if that individual does not comply with certain laws, mandates and regulations.
