The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centered enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyze the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, has recently received an award from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled Translating Data and Evidence into Impact (TIDE). As a result, CGHPI is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua. CGHPI is operating in Cameroon as Georgetown Global Health LLC (GGHC)

GGHC Office Positions
1. Integrated Service Delivery Improvement Specialist
Reports To: Integrated Service Delivery Improvement Team Lead
Location of Work: Bertoua, Cameroon
Job Overview: This purpose of this position is to provide technical support for healthcare workers at the facility, district and regional levels to improve quality of HIV care, treatment and related services across the care continuum. In addition, the position holder will manage a multi-disciplinary team of health care professionals/mentors to ensure team-based and collaborative care approach in improving site capacity. Further, the Team Leader will be held accountable for meeting all program targets in the assigned region.
Specific Duties:
• Train and mentor health care workers at levels of the healthcare system
• Ensure collaboration and technical support for MOH regional health delegate and team within the districts for effective oversight and ownership of all program activities
• Support site clinical staff in providing clinical care to HIV positive patients with complex problems
• Participate in Ministry of Health technical working groups as related to expertise nationally and within the assigned region
• Promote and ensure use of program data and evidence to inform service delivery improvement in real time
• Lead development of site-specific remediation plans and lead those interventions to improve clinical systems, care standards and processes including ensuring community-facility linkages
• Continuously review local challenges and assist sites with problem-solving that addresses clinic and patient needs
• Participate in advanced training programs including: recognizing and managing drug side effects and resistance, identifying and managing opportunistic infections, PMTCT, TB management and prophylaxis, and pediatric HIV
• Work with site and district teams to institutionalize use of data and information to improve clinical decisions

Qualifications and Experience:
• MD or MBChB, preferably with additional specialist training
• At least 5 years of demonstrable clinical experience in the field of HIV care and treatment
• Must have prior experience in capacity building, such as planning/facilitating trainings and providing technical assistance
• Familiarity with adult learning principles/techniques and demonstrated ability to desi
gn and facilitate learning opportunities for adults
• Registration with health professional regulatory authority.
• Must be fluent in French and working knowledge of English

2. Nursing Care Specialist
Reports to: Integrated Service Delivery Improvement Team Leader
Location of Work: Bertoua, Cameroon

Job Overview: The position holder will enhance capacity of nursing care providers and other professionals working at facility level to improve care processes and systems for effective delivery of comprehensive HIV services including strengthening care continuity systems essential for patient retention in care.
Specific Duties:
• Mentor nursing staff at designated sites in clinical care of PLHIV across the care continuum,
• Support institutionalization of clinical care systems to improve efficiency in HIV services provision at designated sites
• Participate in training of nurses and other health professionals
• Support sites to develop improvement plans as part of remediation action
• Provide site staff with the latest information on the nursing care of HIV patients, including implementation of national guidelines.
Qualifications:
• BSc in Nursing, preferably with additional training in public health
• Current clinical HIV medicine practice as a nurse for not less than 5 years
• Ability to interface with multiple cadres of health care workers in a professional manner.
• Proficiency with basic computer skills
• Registration with the Cameroon Nursing Council
• Must be fluent in French and working knowledge of English

3. Human Resources Officer
Reports to: Field Operations Manager
Location of Work: Yaoundé, Cameroon
Job Overview: To promote staff welfare, recruitment of quality staff, enhance job performance through development and management of the employee performance management system and to ensure that the organization’s personnel policies, regulations and practices comply with the local labour laws. In addition, the position will support staff and senior management in HR related issues to ensure the involvement of employees at the workplace. Further, the HR Officer will manage all payroll management functions including coordinating with external payroll agency and U.S Home Office.
Specific Duties:
• Oversee strict compliance with the organization’s recruitment policy and procedures.
• Place and circulate in-house, external and newspaper advertisements for positions; Collect applications and prepare preliminary short lists, processing and testing; communicate with applicants, carry out and document reference checks, arrange interviews and make interview recommendations,
• Develop and oversee the employee orientation program for new hires
• Manage staff grievance procedure
• Manage all staff benefits including payroll
• Initiate, monitor and follow up the Performance Evaluation Management System (PMS) to ensure compliance by all the staff.

4. Logistics Officer
Reports To: Field Operations Manager
Location of Work: Yaoundé and Bertoua, Cameroon
Job Overview: The primary responsibility for this position is to provide consistent and quality programming logistic support services to all project staff. These services include arranging of all logi
stics for in-country and visiting personnel and the handling of program administrative tasks. This includes coordination for transportation, accommodation, events, and scheduling.
Specific Duties:
• Arrange all domestic and international travel for staff and visitors
• Arrange accommodation including hotel transfers for staff and visitors
• Work closely with the Training Coordinator and other technical staff to organize workshops, in terms of logistics, venue arrangement, provision of materials
• Oversee project vehicles, and ensure they are maintained in line with organization’s policies
• Facilitate settling in of project foreign staff and domestic staff who are relocated to different parts of the country
• Track staff movements
• Fleet management – supervision of drivers, vehicle management, transport allocation, and vehicle scheduling, vehicle maintenance, vehicle logs
• Fuel allocation to vehicles
• Asset and inventory management; maintaining asset register, managing office day-to-day inventory, and manage all office assets

5. Procurement specialist
Reports To: Field Operations Manager
Location of Work: Yaoundé Cameroon

Job Overview: This position holder will be expected to facilitate and enhance procurement requirements for quality and consistency of purchasing documents, solicitations and procurement contracts issued by the organization. Following organizational procurement rules, regulations and best practices, position performs technical writing to draft purchase orders (POs), contractual agreements, including contract amendments, interagency agreements, memorandum of understandings, revenue agreements, and other approved contracting vehicles. Position performs procedural business processes required to execute the POs and contracts including negotiating scope, risk, and terms. Position oversees the solicitation process (RFP, DQ, IFB, sole source, and IT Staff Augmentation) to include drafting statement of work specifications, publishing solicitations, responding to external inquiries, managing public solicitation openings, overseeing evaluations and preparing the awards. The procurement specialist might need to respond to emergency and other non-routine procurements and assists organizational staff with proper resolution. Position mediates contractor and end user complaints. Position follows a project management system to track and monitor project deliverables and milestone activities in order to meet project deadlines.

Specific Duties:
• Facilitate the procurement of health products and services that will support the implementation of the Project for uninterrupted access to health commodities and other procurements.
• Develop and manage all related RFQ- Request for Quote, PRF- Purchase Requisition Form, PO – Purchase Order & GRN- Good Received Note for procurement services.
• Develop, review and issue purchase orders (PO) to contracted service providers for smooth implementation of services in line with Georgetown University procurement policies.
• Initiate, follow through and complete local commodity procurement using the Procurement Tracker
• Work with the compliance unit to ensure that all procurement of goods and services are in line with CDC (45 CFR 75) regulations and Georgetown University policies.
• Develop and manage relationships with vendors (including performing relevant assessment and due diligence) to ensure that all procurement of goods and services are of the highest quality that meets US Government regulations.
• Support the development of appropriate sourcing strategies that will enable the project to obtain best value for resources committed to project activities.
• Ensure regular update of the Procurement Master Tracker to en
sure that all required information is completed and shows the correct position of each approval.
• Support the development and regular reporting on key performance indicators to demonstrate the project achievements in support of procurement services.

6. Drivers
Report to: Logistic Officer
Location of Work: Yaoundé and Bertoua, Cameroon
Job Overview: The Program Driver role is to assist the organization with all transport-related duties. S/He responsibilities would include dropping and picking up staff, collecting various packages, and maintaining a travel log to record work hours, travel-time and locations traveled to in addition to performing the necessary routine checks on the vehicle to ensure optimal running condition and all transportation duties are carried out in a timely manner.
Specific Duties:
• Safely transporting staff as well as various products and materials to and from specified locations in a timely manner.
• Assisting with the loading and offloading of products and materials.
• Adjusting travel routes to avoid traffic congestion or road construction.
• Promptly informing the company of any tickets issued against the company vehicle during work hours.
• Ensuring that the company vehicle is always parked in areas that permit parking in order to avoid towing.
• Keeping the company vehicle clean and properly maintained by performing regular washing, cleaning and vehicle maintenance.

7. Admin Officer
Reports To: Field Operations Manager
Location of Work: Yaoundé and Bertoua, Cameroon
Job Overview: The Administrative Officer will support the administration department’s daily operations in line with GGHC and donor policies.

Specific Duties:
• Monitoring and maintaining office equipment and inventory supplies; orders replacement supplies as needed;
• Creating, updating, and maintaining records and databases;
• Scheduling company calendar and updating as needed;
• Preparing reports on expenses, office budgets, and other expenditures;
• Supporting department managers, staff;
• Coordinating
office building and maintenance issues for general repair;
• Organizing special functions and social events;
• Handling general correspondence and preparing documentation or presentation materials as required for business purposes.
• Dealing with email enquiries

8. Health Informatics Specialist
Reports To: Strategic Information Lead
Location of Work: Yaoundé and Bertoua, Cameroon
Job Overview: The Health informatics specialist/officer will install and configure, maintain all computer systems (hardware and software) and networks at the project office and at all locations (facilities) where TIDE has an IT infrastructure.
Specific Duties:
System management
• Support and troubleshoot applications and services on associated physical servers, virtual servers, networks, storage systems and information security systems.
• Be able to implement Georgetown University’s Business processes for all new and existing applications structures and operations to customers use expectations
• Provide software engineering support when building, deploying, configuring and supporting systems for e-solutions
• Prepare and install solutions by determining and designing system specifications, standards, and programming.
• Supports IT operations by conducting systems analysis; recommending changes in policies and procedures.
• Provides information by collecting, analyzing, and summarizing development and service issues.
• Ensure that all required EMRs are functional
• Ensure all systems remain functional, available and secure.

Technology Management

9. Program Communications Specialist
Reports to: Country Program Director
Job Overview: This position is to coordinate communication, information, and reporting in support of the Country Program Director. The Program Communications Specialist is also responsible for coordinating the Country Program Director’s schedule, travel, visitors, appointments, and general office support.
Specific Duties:
• Manages branding and coordination of communications of, from, and about GU Cameroon projects
• Coordinating trainings, keeping training curricula, report, materials as well as ensuring all trainings have been conducted
• Support program technical teams by managing the technical assistance calendar, communicating support and programmatic needs to HQ from the Country Program Director
• Document project work plans, implement progress monitoring, report lessons learned
• In consultation with the Integrated Service Delivery Leads, troubleshoot program issues
• Ensure that program implementation follows donor and institutional policies
• Serve as a repository of information with respect to progress in delivering SOW including key lessons learned and best practices
• Prepare program plans, reports, and other working documents in collaboration with other project team members and ensure they are finalized and submitted on time
• Attend specific meetings with the Country Program Director to take notes and follow up on action items
• Be the key contact for the country office, taking requests from the HQ office, as well as field offices
• Maintain document files and important information for effective program operations
• Schedule team meetings, and produce agendas and notes for the meetings
• Draft correspondence between the Country Program Director and external partners and the HQ office
• Act as a liaison between the Country Program Director and other country support staff, such as Human Resources, Finances, and Operations

Health Facilities
Job Title: Facility Doctor
Reports to: CTA Coordinator/Integrated Service Delivery Team Lead
Location of Work: Center and East Regions
Job Overview: To support facility in HIV care services through patient care and treatment, mentorship of all staff involved along HIV care continuum to ensure compliance to the National Guidelines and optimized Case Finding, Linkage and Retention to Treatment.

Facility Doctor will:
• Put himself/herself entirely at the disposal of the TIDE Project to fulfill its mandate of HIV care doctor in his/her clinic of attachment
• Participate in all weekly data review meetings at the facility
• Participate
in the review of all weekly reports and generation of quality assured
• Ensure the quality of HIV care at his/her facility for persons living with HIV/AIDS is optimal and in line with national ART guidelines
• Ensure assigned targets relating to HIV care at the facility are met
• Oversee the activities of psychosocial workers, data clerks and all other staff under his/her authority
• Participate in advanced training programs as needed including: recognizing and managing antiretroviral drug side effects, identifying and managing of opportunistic infections, PMTCT, TB/HIV co-infection.
• Ensure timely weekly and monthly reports of the facility on HIV care activities
• Perform any other duties as may be assigned by the facility CTA Coordinator as a team member
Qualifications, Skills and Specifications
• Medical Officer with additional training including MPH
• Must have extensive knowledge in HIV care and treatment;
• At least 3-5 years’ experience in the field of HIV care and treatment;
• Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
• Registered with necessary regulatory bodies

Position Title: Facility Pharmacist/Pharmacy Technician
Reports to: CTA Coordinator/ Integrated Service Delivery Team Lead
Location of Work: Center and East Regions
Job Overview: The Pharmacist/Technician will work with facility staff and TIDE team to ensure availability of ART pharmaceutical/laboratory products at the facility. The position will support other facility staff involved in the provision and management of HIV/AIDS commodities.

Facility Pharmacist/Pharmacy Technician will:
• Implement best practices in health commodities commodity management
• Ensure safe and correct dispensation of ARV and related commodities (e.g. INH for example) in the health facility
• Generate timely utilization of consumption reports for the facility and manage a logistic management system for all health commodities
• Prepare accurate commodity requisition and reporting order for commodities
• Ensure supply chain activities at the facilities are aligned with the government of Cameroon and US CDC standard operating procedure
• Assist the physicians to prescribe and use rationally the medicines available for the clients in line with the HIV guidelines
• Forecast commodity needs for the facility
• Maintain systems for the acquisition and delivery of health and non-health commodities that are most appropriate to the needs of the facilities.
• Report to the head of the health facility, the Regional Pharmacist
• Perform other duties as may be assigned.
Qualifications, Skills and Specifications
• A degree in Pharmacy/Pharmacy Technician
• Have solid working knowledge of ART programs and ART health products
• Previous trainings in logistics managements
• Registered with necessary regulatory bodies
• At least a year working experience in a PEPFAR funded HIVAIDS project but not mandatory
• Team player with good communication skills.

Position Title: Facility Nurse
Reports to: CTA Coordinator/ Integrated Service Delivery Team Lead
Location of Work: Center and East Regions
Job Overview: The facility nurse will support patient care and treatment of patients at facility level through the provision of nursing and medical care as appropriate to ensure optimized care continuum for patients.

The facility Nurse will:
• Put himself/herself entirely at the disposal of the TIDE Project to fulfill its mandate of a Nurse in his/her clinic of attachment
• Participate in all weekly data review meetings at the facility
• Participate in the review of all weekly reports and generation of quality assured weekly and monthly reports as assigned to him/her of the facility HIV care activities
• Ensure the quality of HIV care within her unit at his/her facility for persons living with HIV/AIDS are optimal and in line with national ART guideline
• Ensure assigned targets relating to HIV care at the fac
ility are met
• Assists with submitting daily/weekly reports as required
• Perform any other duties as may be assigned by the facility CTA Coordinator as a team member
Qualifications, Skills and Specifications
• Registered Nurse, Nurse Mid-wife, preference for HIV Nurse Prescriber (HNP)
• Registered with necessary regulatory bodies
• Minimum of three (3) years working experience in HIV Care and Treatment/PMTCT programs
• Team player with good communication skills.

Position Title: Facility Laboratory Technologist/Technician
Reports to: CTA Coordinator/ Lab In-Charge/Integrated Service Delivery Team Lead
Job Overview: The facility Laboratory Technologist/Technician will support the facility with all necessary laboratory matters related to HIV care management from HIV testing to Viral load determination.

The facility Laboratory Technologist/Technician will:
• Train (on-site) and mentor lab and non-lab staff (APS) at the facility on the protocols for realizing pre-analytical, analytical (where it applies) and post-analytical HIV rapid testing, CD4, EID/PCR and Viral Load testing phases.
• Ensure documentation of all processes in lab logs / manuals and forms as needed.
• Collaborate with site lab head in distributing testing panels to other testing points for Laboratory Quality Assessment
• Ensure documentation of the National/international EQA scheme in the site laboratory.
• Ensure compliance via implementation of corrective actions
• Facilitate CGHPI TA visits in assisting with the review of laboratory notes, charts and graphs for trends and shifts in quality standards.
• Support CGHPI with advocacy to the site lab lead and/or the Hospital management toward laboratory continuous quality improvement.
• Submit lab report to CGHPI and GTR as required/requested
• Mentor APS and other agents involved in HIV testing
• Supervise the overall function of the viral Load/EID/PCR consumable (collection kits, cryotubes, needles, etc.) management in the facility.
• Collect samples and processes (centrifuges, separates and aliquots the plasma, store), packages and ensures transportation to ensure efficient sample referral.
• Ensure an efficient work flow in sample movement logistics.
• Take custody of all viral load/EID samples stored in the facility and subsequent movement to testing facilities.
• Identify viral load/EID sample collection dates of patients.
• Ensure all VL/EID results are filed in patient’s file in collaboration with other facility staff
• Work with other clinical staff to ensure all patients eligible for VL are listed and contacted to come and have their samples collected
• Perform any other duties as may be assigned by the lab/facility lead as a team member
Qualifications, Skills and Specifications
• Degree in Biomedical sciences
• At least two years of work experience in HIV related laboratory work
• Clear understanding of the lab system in Cameroon and the sample courier system of VL, EID and TB sputum samples
• Team player with good communication skills.

Position: Data Associate
Reports to: SI/QI specialist
Location: Bertoua and Yaounde
Job Overview: This position provides onsite EMR support to selected Facilities. Assignments are specific and work is reviewed upon completion by the SI/QI specialist
Specific duties
• Identifies gaps in patient documentation (files and registers) with Facility Data clerks every 1 – 2 weeks
o Supports Facility Data clerk to contact preparers of source documents to resolve questions, inconsistencies, or missing data.
o Compiles, sorts, and verifies accuracy of data to be entered.
• Completes alongside facility data clerk, data from registers and patient records into DAMA & EMR
o Ensure all data entry done by Facility Data clerks meets required template (DAMA or EMR) for alphabetic, numeric, or symbolic data from source documents into computer based on format displayed on screen and enters necessary codes.
• Conducts EMR & DAMA validation
o Confirms accuracy of data such as course numbers, days, dates, times, loca
tions, and instructors.
o Compares data entered with source documents, or re-enters data in verification format on screen to detect errors.
o Reviews and makes necessary corrections to information entered.
• Assists in establishing and maintaining an effective and efficient records management system.
• Support data clerk to generate reports and responds to inquiries regarding entered data as requested.
• Contributes to a team effort and accomplishes related results as required.
• Maintains confidential information
• Perform other job-related duties as assigned.
Qualification and Experience
• First degree in any of the sciences or social sciences
• Be able to move around 2 – 5 facilities
• Good knowledge of Microsoft office (word, excel, access, power point)
• Accuracy and Speed in Data entry
• A good knowledge of data analysis and use
• Experience in data entry projects is an added advantage (ie DAMA or any other EMR)
• Be willing to learn and be able to take initiative
• Be able to meet timelines effectively
• Communicate efficiently and effectively both verbally and in writing.
• Carry out multiple tasks and meet deadlines.
• Follow instructions furnished in verbal or written format.
• Must be fluent in French and working knowledge of English
