● The Juvenile Justice (Care and Protection of Children) Act, 2015 (JJ Act) is the primary law for care and protection of children in the country.
● As per the JJ Act, a child who does not have parents and no one is willing to take care of and protect or who is abandoned or surrendered is included as a “child in need of care and protection.”
● The Act provides a security net of service delivery structures including measures for institutional and non-institutional care to ensure comprehensive well-being of children in distress situations.
About the Mission Vatsalya scheme
● Mission Vatsalya scheme is a Centrally Sponsored Scheme (CSS) which is implemented through States/Union Territories (UTs) to deliver services for Children in Need of Care and Protection (CNCP) and Children in Conflict with Law (CCL) which include Institutional Care and Non-Institutional Care. Hence, statements 1 and 2 are incorrect
● The fund sharing pattern is in the ratio of 60:40 for all States and UTs with legislature except the North-Eastern States and Hilly States - Himachal Pradesh and Uttarakhand and UT of Jammu & Kashmir, where the cost of sharing is 90:10. In Union Territory without a legislature, the cost is 100 % on the Central Government.
● It is a scheme brought out by the Ministry of Women and Child Development. Hence, statement 3 is incorrect.
● Under the scheme, Institutional Care is provided through Child Care Institutes (CCIs), as a rehabilitative measure.
● The programmes and activities in Homes inter-alia include age-appropriate education, access to vocational training, recreation, health care, counseling etc.
● Under the Non-Institutional Care component, support is extended for Adoption, Foster Care, After Care and Sponsorship.
● Further Mission Vatsalya also provides for “After care” services after the age of 18 years to help sustain them during the transition from institutional to independent life.
● The primary responsibility of execution of the Act and implementation of Scheme lies with the States/UTs.

● Namdapha, a National Park and Tiger Reserve, a true wilderness and enchanting beauty of lush green vegetation, impenetrable pristine and virgin forests.
● It covers an area of 1985.23 square kilometres having diverse flora and fauna lies in the international border between India and Myanmar (Burma) within Changlang District in the state of Arunachal Pradesh in the northeast India. Hence, statement 1 is correct.
● Namdapha is not a part of Dihang Dibang Biosphere reserve. Hence, statement is incorrect.
Dihang Dibang Biosphere Reserve constitutes an area of 5112 Sq. Km in the districts of West Siang, Upper Siang and Dibang valley of Arunachal Pradesh. This Biosphere Reserve forms a part of one of the world’s “Biodiversity Hotspots”.
● Namdapha National Park is located a few kilometers away from Miao amidst misty blue hills along the turbulent Noa-Dihing river lies in the sprawling tropical rainforest.
● It was declared a Tiger Reserve by the Government in 1983.  Hence, statement 3 is correct.

Scheme for promotion of low-value BHIM-UPI transactions:
● The Union Cabinet has approved the ‘Incentive Scheme for promotion of low-value BHIM-UPI transactions Person to Merchant (P2M)’ to encourage digital payments among small merchants.
● The scheme ensures zero Merchant Discount Rate (MDR) on UPI transactions and offers a 0.15% incentive for transactions up to ₹2,000 made to small merchants.
○ MDR is a fee charged by banks and other payment processing gateways from merchants in lieu of facilitating their transactions. Hence, statement 1 is correct.
○ The MDR typically comes in the form of a percentage of the transaction amount.
Rationale of the Scheme:
● Whenever there is significant MDR on payment transactions such as credit cards, many merchants typicallypass on this charge to consumers by charging them extra. Hence, statement 2 is correct.
● However, this new incentive scheme will encourage banks and PSPs (payment service providers) to not charge MDR for small-ticket UPI transactions and expand UPI infrastructure.

● There are 37 members, including India and two regional organizations- European Commission and the Gulf Cooperation Council.
