Traffic through the Strait of Hormuz appears to be increasing despite Iranian announcements attempting to regulate passage.

MarineTraffic data shows at least 50 vessels transited the strait over the past 24 hours, with 39 utilizing the U.S.-recommended traffic separation scheme through Omani waters.

The actual number is likely higher, as some vessels continue to transit with their AIS transponders switched off and are not publicly visible.

For comparison, 130+ vessels transited the Strait of Hormuz on an average day before the conflict.

Let me break down in the most SIMPLE manner why it's utterly insane.

Put quite simply, this would make zero sense whatsoever for Iran to agree to. It would be actively DETRIMENTAL to their positioning, and would turn a benefit for Iran into a benefit for the United States. It would make no sense for Iran to sell their oil into these escrow accounts instead of the alternative, which would be selling oil to China at what is currently a very small discount and RETAINING full control of the revenues.

Why on Earth would Iran WILLINGLY choose to hand over control of their oil revenues to the United States when the alternative is... not?

The other aspect to this, and what it TRULY taking place by Maleki and Goldberg at FDD, is that there is a major push right now for the United States to retroactively alter the terms of the Memorandum of Understanding. We see this with the push for an escrow account mechanism to be added after the fact to General License X, and we see it with the push to demand US-Only purchases with the release of frozen assets to Iran.

Here is the reality FDD is intellectually incapable of grasping: IRAN WON THE WAR.

They get to dictate the terms. If we do not agree to those terms, Iran closes the Strait of Hormuz.

It's. That. Simple.

This framing (Iran oil license means more visibility through formal channels) is fundamentally misleading, and misinformed on both banking reality and Iran’s incentives. If you want both visibility and leverage over how Iran spends oil revenue, you need an escrow/blocked‑account structure — exactly what Treasury used in the Venezuela oil license. Anything else is wishful thinking dressed up as sophistication.

On banks being “stringent”: You can’t seriously claim that global banks are so risk‑averse that misuse is “highly unlikely,” and in the same breath suggest they’ll jump into Iranian oil under a 60‑day waiver with terrorism‑designated counterparties. Those two statements cannot both be true. No serious compliance practitioner is green‑lighting exposure to Iranian oil proceeds on that basis.

What GL‑X actually does financially: Without any escrow or blocked‑account structure, GL‑X is not onboarding new, clean banks into Iran business — it is turbo‑charging the existing evasion and black market ecosystem. Chinese state refiners already taking Iranian crude now have greater comfort and smaller banks involved more comfortable clearing proceeds in local currencies or non‑dollar units, with far less fear that their dollar correspondents will punish them later. The shadow pipes (hawaladars, fronts, opaque traders) will not operate freely under a de facto non‑enforcement umbrella.

On “deterrence”: By statute and budget, roughly one‑third of Iran’s oil revenues are earmarked to the armed forces and IRGC via the Ministry of Petroleum. That’s not a hypothetical misuse scenario the U.S. might one day detect but is the baseline distribution baked into Iran’s system from day one. The threat to cancel GL‑X later is not a meaningful constraint on a regime that is being paid up front.
