1/3 It lets Iran produce, ship, and sell its oil — not just unload what's already at sea, but keep the whole operation running. The previous license was much more narrow in scope and only covered tankers already loaded during a certain period.
The biggest piece: the money flows back to Tehran. The license explicitly allows buyers to pay Iran — including the Iranian government and blacklisted Iranian entities — directly for the oil. This isn't just permission to sell. It's permission to get paid.

While Major Western and new-market buyers won't be rushing to do business with Iran, the license authorizes far more than Iran can currently produce, and there are more than enough willing buyers in China and across Asia to absorb every barrel and petrochemical ton Iran can move. The shadow market already exists — GL-X just makes it cheaper, faster, and dollar-denominated.
What the license theoretically unlocks:
~67M barrels stranded in the Gulf — worth $8–9B in immediate floating inventory that can now legally move. And with dollar-clearing now authorized, expect China to accelerate purchases aggressively. Chinese state refiners and teapots now have banking comfort they didn't have before, expect a rapid storage top-off cycle before the August 21 expiration.
Restored exports at pre-war levels (1.5–1.7M bpd) = $120–135M/day in oil revenue — now payable in U.S. dollars, eliminating the China discount and dramatically lowering the cost of clearing proceeds.
Petrochemicals represent another $10–15B/year in potential relief. Iran's petrochemical trade runs through a web of intermediaries across the UAE, Turkey, and East Asia precisely because dollar repatriation was impossible. GL-X's USD authorization cuts through that layering — Tehran can now receive proceeds more directly, reducing transaction costs, shrinking the role of front companies, and making revenue repatriation on a $10–15B trade flow significantly faster and more efficient.
The caveat the regime won't advertise:
Iran's actual extraction capacity has collapsed. Production dropped from ~3.7M bpd pre-war to ~2.3M bpd in May. Field pressure damage, deferred maintenance, and workforce disruption mean Iran cannot simply flip a switch.
