A new piece today from Bloomberg examines whether or not this “maximum pressure” campaign will be enough to force Iran to make concessions at the negotiating table, or better yet, topple the regime entirely.
One of the key takeaways from this piece is the issue of timeline. Iran has faced severe economic pressure for decades now, and that has forced them to become relatively self-sustaining and resilient. While it is irrefutable that “eventually” an economic warfare campaign against Iran would painful, the global economy - which has already seen ~1.1B barrels of oil go offline, plus 20% of the global fertilizer - does not have “unlimited time”.
In addition, it is all but certain that Iran will see significant concessions made from the United States that will serve as a boon to their economy. Whether it be through their tolling of the Strait of Hormuz, or via wide-scale sanctions relief, the long-term benefit they are soon to receive far outweigh any short-term pain they have already become accustomed to.
This is something that I addressed in this piece when I was quoted as saying:
“There’s not really a lot of incentive for them to capitulate when they know that the shackles come off in a couple weeks,” says Brett Erickson, a managing principal at Obsidian Risk Advisors. “A fully unified Western sanctions front would absolutely tighten the screws on Tehran over the long term. But the global economy does not have the luxury of an extended timeline.”
Now a full 40 days into the blockade and economic warfare campaign, Iran has only become more entrenched in their core demands, and the global economy is almost a month and a half further into a historic crisis.
What is clear amongst the experts quoted in this piece is that Operation Economic Fury is not a viable strategy to achieve any notable strategic outcomes in this war.
As Richard Nephew stated:
“We’ve just reached the limit of what we can achieve with sanctions and economic pressure. We need to either overwhelm them with something new — and this Economic Fury stuff isn’t it — or we need to start limiting our ambitions.”
Economic statecraft expert Nicholas Mulder reached a similar conclusion as Richard and I, stating:
“There’s a very large kind of shadow economy that has been directly created by sanctions. The blockade — and the war of which the blockade in a sense forms a part — is an admission that these sanctions that the US has been using for decades have not achieved this goal.”
But one lever remains, one that Washington still refuses to pull. This is what Chris Kennedy, the economic statecraft lead at Bloomberg Economics addressed:
“It is spaghetti at the wall at this point. They’re constrained by the China relationship, and it seems like they’re hoping that economic pressure is going to force a capitulation. Our assessment is that’s pretty unlikely.”
What is clear all of us is that the blockade, and the broader Operation Economic Fury, is not a viable strategy.
The United States has now wasted 40 precious days pursuing this strategy without notable results, and it is time for Washington to pursue another path to victory.
