A participant of the SVO, Alexander Mikhailov, recorded another video appeal to the President of the Russian Federation. In it, he said that for almost two years he has been unable to obtain a combat veteran certificate and the benefits he is entitled to.
Mikhailov served in a “Storm Z” unit, received a severe wound, and returned home on November 23, 2023. Despite having documents confirming his participation in combat and the fact of his injury, he has not been issued a combat veteran certificate, nor the payments and benefits.
Alexander said he has repeatedly appealed in writing and in person to various authorities, including the military enlistment offices of the Republic of Bashkortostan, but with no result. He also went through court proceedings: on August 6, 2025, the Supreme Court of the Republic of Bashkortostan confirmed the existence of the contract, the injury, and his right to receive the certificate.
Despite this, the military enlistment office of Bashkortostan refuses to issue the combat veteran certificate and is essentially ignoring the court ruling. Mikhailov criticized the work of the institutions, saying they do not enforce court decisions, government decrees, or orders of the Ministry of Defense. He also noted that the military enlistment office recommended he appeal directly to the President.
“The military enlistment office of the Republic of Bashkortostan does not issue [the veteran certificate]. The last time they told me: appeal to Putin, since he sent you to fight. So here I am, Vladimir Vladimirovich, asking you as the Supreme Commander-in-Chief — why is this happening?”
