Cuba's Foreign Minister says the government is "willing to hear the details" of a $100 million U.S. aid offer formalized by the State Department, the first of its kind made publicly.
Bruno Rodríguez said it remains unclear whether the aid would be cash or material, and called on Washington to lift its economic embargo, calling it "the best aid" the U.S. could provide.
Cuba "does not have a practice of rejecting foreign aid offered in good faith," he added.

🇺🇦🇺🇸🇷🇺 The Armed Forces of Ukraine are today the strongest and most powerful army in Europe, said US Secretary of State Marco Rubio.
According to him, the Ukrainians have developed new tactics, equipment, and technologies, forming a unique hybrid asymmetric war. Rubio also noted that the Russian army loses five times more soldiers monthly than the Ukrainian one.
The US Secretary of State also stated that negotiations between Russia and Ukraine have "lost momentum."
Rubio said that both Ukraine and Russia have somewhat lost interest in peace talks because they consider their positions more firmly than a short time ago.
"The Ukrainians are fully confident in their positions on the battlefield; they have survived the winter. Russia also experiences some optimism because oil prices have risen. However, we hope that—whether due to Vladimir Putin's position or other reasons—we will soon reach a moment when both sides will again be ready to start dialogue," Rubio said.
The Secretary of State also added that the US is ready to become a mediator in the negotiations again and that only America can handle this task: "If someone else wants to try—let them try," he said.

An Indian-flagged cargo vessel sank off the coast of Oman after an explosion on Wednesday, according to maritime security firm Vanguard.
India's foreign ministry condemned the attack as "unacceptable," confirming all 14 Indian crew were rescued by Omani authorities.
The ship was identified as the MSV Haji Ali, which went down near Limah, just south of the Strait of Hormuz.
No attribution of responsibility was given.
