▪️ All mechanisms required for a new wave of mobilization are already prepared, but Moscow is hesitating because of the expected serious economic and social fallout.
▪️ The legal basis for mobilization is already in place (the 2022 decree remains active), however the current contract-based recruitment system is effectively “running on fumes.” Despite a clear imbalance, it is barely managing to compensate for losses.
▪️ A large-scale mobilization would also pose major political risks for the Kremlin — due to possible spikes in domestic social tensions and further strain on the labor market, which is already suffering from a severe shortage of workers.
