Iran has responded to the U.S. proposal centered on the potential 14-point memorandum of understanding between the two countries. Per a report from the Wall Street Journal, citing people familiar with the matter, points of contention between the two remain centered on when and if nuclear enrichment will be discussed. Iran continues to demand that nuclear enrichment not be discussed prior to a lasting cessation of hostilities while the U.S. sees such discussions as a must before that can be realized. Additionally, per the report, Iran has also reiterated its position that they may be willing to dilute some of its enriched material and the other highly enriched material transferred to a third party country. Presumably Russia. Iranโs response also reiterated that nuclear issues be discussed during a 30-day negotiations period following the cessation of hostilities.

Iran proposes an end to the fighting and a gradual reopening of the Strait of Hormuz, on the condition that the U.S. lifts the blockade on Iranian ports.
Negotiations regarding nuclear issues are to be held over the next 30 days.
Iran is willing to suspend uranium enrichment, but for a shorter period than the 20-year moratorium proposed by the U.S. Furthermore, Tehran categorically rejects the dismantling of its nuclear facilities.
Iran proposes that a portion of its highly enriched uranium be diluted, while the remaining part be transferred to a third country, with guarantees that the uranium will be returned if negotiations fail or if the U.S. later withdraws from the agreement.
